Unapproved Commissioner's Meeting Minutes for 09/11/06

September 11, 2006

The Ripley County Commissioners met on Monday, September 11, 2006at the Ripley County Annex, Versailles, Indiana.

Commissioner Reiners promptly called the meeting to order at 8:00A.M. all stood for the opening pledge to the flag.

 Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.

Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.

Neil Comer, County Attorney was present to advise the Board on legal matters.

Commissioner Folz made a motion to approve the Lions Club using the Ripley County Courthouse and square the same as in 2005 for the 2006 Versailles Pumpkin Show seconded by Commissioner Nickell, Motion is unanimous. 

Johnnie Lohrum, Maintenance advised that Becky Mullins is in need of a new sweeper for the Ripley County Courthouse. Commissioners need a quote to make a decision on this matter.  Lohrum advised that the steps are in need of slip guards, maintenance is needed on the courthouse doors and wondered if the commissioners would consider purchasing a snow blower for the courthouse. Commissioners requested quotes.

Commissioners received a letter of Thank You from the Huffmeyers.

Scott Huffman, EMS Director advised the commissioners that they would soon be going to critical paramedics. Huffman advised the commissioners that they have an instructor coming to train the paramedics from out of the state.

Tad Brinson presented an unfavorable recommendation from the Area Planning Commission for the Boatright Development to the Ripley County Commissioners.

Commissioners request a moment of silence in memory of the 911 disaster.

Ken Boatright, Boatright Development presented concerns about the Boatright Development not getting an approval from the Area Planning Commission. Planning Commission gave a 7 – 2 unfavorable recommendations to the changing of the zoning from A-2 to R-1. Commissioners advised that Boatright hadn’t followed the comprehensive plan and should show that it had been annexed to the town of Milan. Fred Glover questioned if there would be enough manpower to fight a fire. Paul Morris stated that the overview was to put it close to the town for sewer.  Commissioner Folz made a motion to deny the purposed   plan from Boatright Development seconded by Commissioner Nickell. Motion approved unanimously.

Bill Maxwell presented a plan to the commissioners on prepaid legal services for the county employees. Commissioners agreed that the Auditor could set up a time for Mr. Maxwell to talk to the employees and the commissioners advised that they would keep it in mind for the time being.

Herman Strumpf updated the commissioners on the water study that Owen Menchhofer and Mr. Strumpf are working on for the county. Strumpf advised that they are working on getting the other towns involved and would report back at the next commissioners meeting. Commissioner Reiners advised that they may want to do a feasibility study and may want to contact the Regional Foundation concerning a Federal Grant for this study.

Kerry Langdon, Engel Maps updated the commissioners on new book maps for Ripley County. Langdon will present a quote to the commissioners so that they can apply for a grant for the book maps. 

Commissioner Folz made a motion to approve the purchase and installation of a handicap hand bar for the veterans van seconded by Commissioner Nickell. Motion approved unanimously.

Commissioners suggested that Lohrum check with the Sheriff’s office to see if a trustee could help with the patching of the Annex building.

Commissioners signed a letter of support for the Saint Nicholas Church in reference to the application to re-locate service road grant.

Commissioners discussed the EDIT Plan for 2007-2008 with Donald Dunbar, Edward Armbrecht, Council Members and Junior Heaton, County Highway Superintendent. Commissioner Folz made a motion to adopt the EDIT Plan for 2007-2008 as follows:  Economic Development $113,908.80, Ripley County Parks $20,000, Tourism $45,000, Economic Development Projects $200,000, highway construction and reconstruction projects for each year seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Nickell made a motion to adjourn until the next regular meeting on Monday, September 25th, 2006 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Folz.
