Unapproved Commissioner's Meeting Minutes for September 8, 2008

The Ripley County Commissioners opened their meeting promptly at 7:00AM on Monday, September 8th, 2008 at the Ripley County Highway Department, Osgood, Indiana.

Commissioner Reiners promptly called the meeting to order with Robert Reiners, Chuck Folz and Lawrence Nickell in attendance. 

Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.

Commissioners are looking for another way for the drug testing at the Highway Department because they do not want to send the SS# over the internet.

Commissioners agreed to go with the quote of $4,650 from Larry Corhran to pressure wash, paint sides, trim & roof and spray fire retardant (county supply retardant) for the Otter Creek Covered Bridge at Holton, Indiana.

Commissioners have locked in an oil price of $1.80 with Asphalt Materials.

Commissioners agreed to go ahead and fill salt bins up due to a possible shortage this winter. Superintendent Heaton will check on the price and the hauling fee and get back with the Commissioners.

Pat Kissell, Barnes Bales and Mick Johnson had nothing to report on at the present time.

Commissioners advised that they had received three quotes for the Highway Garage furnace.

Commissioner Folz made a motion to recess to the Ripley County Annex, Versailles, In. for the rest of the Commissioners meeting seconded by Commissioner Nickell. Motion approved unanimously.

Commissioners opened the recessed meeting from the Ripley County Highway Department at promptly 8:00AM, Monday, September 8th, 2008 at the Ripley County Annex, Versailles, and In. with the pledge to allegiance.

Commissioners present for the meeting at the Ripley County Annex were Robert Reiners, Chuck Folz and Lawrence Nickell.

Mary Ann McCoy, Auditor was present to take the minute for the Commissioners meeting.

John Lohrum, Maintenance presented a letter from AMCO Elevator, Inc to replace Flex Hose for 1 elevator to the Commissioners. Commissioner Nickell signed the letter for replacement of the flexible hydraulic hoses.

Clinton Hillshorst presented concerns about a water problem on his property from (water coming from) the Jac Cen Del School area. Commissioner Reiners advised that the area is in the town corporation. Commissioner Folz advised that he would attend the Jac Cen Del School Board meeting with Mr. Hillshorst.

Commissioner Folz made a motion to approve the minutes from the Commissioner meeting on August 25th, 2008 seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Reiners advised that he had a problem with the Herald Tribune about a news item and requested a response to the paper from the Area Planning Commission by Tad Brinson. Mike Jeffries presented a drawing of the handicap counter for the Auditorís Office at a cost of $6,700. Commissioners will take this under consideration.

Kelly Vollet, Technology reported that John Lohrum is getting a quote for an air conditioning unit for the server room.

Jeff French, Ripley County Surveyor advised the Commissioners that he had met with Arnold Bischoff (the applicant) regarding a drainage complaint on the flooding from the Bowling property onto the adjacent Bischoff property.  French recommended that the water level of the Bowling pond be lowered from the top of the existing overflow pipe. Replacement and lowering of said pipe would also stop the unnecessary soil erosion caused by the use of the emergency spillway onto the Hillman property. Drainage board will meet on Wednesday, September 10th, and look at the problem.

Commissioner Folz made a motion to support the project of a bicycling route on SR129 seconded by Commissioner Nickell. Motion approved unanimously.

Scott Stear, Hoosier Hills Water District advised that they are in the planning stage of a new water main and was asking for permission to open cut the road starting at 75 north & 575 East.

Kenny Adams, Benham Rd near the South Ripley School presented a concern about a water way that has been closed for 10 years. Attorney Comer advised that the county could not do anything about this problem unless it affects the roads and that this is a private matter.

Commissioners opened the quotes for the furnace at the Highway Garage that had been received to date.

Stutlerís Service, Furnace (equipment & materials), Electrical, Gas line, Warranty at a total of $26,263. (Could be additional charge depending on where gas hook-ups are for office furnace and pressure washer).

Gehring, Inc., Labor and materials to install heating systems in garage. Estimate with existing insulation $24,552. Estimate after R19 insulation in ceiling $21,120.

Hall Heating, to install 5- 350,000 BTU hanging heaters, 5 Flue kits, 5 Thermostats, Hanger for each unit, gas line, electrical, labor (tax exempt) $22,000. Option to install 3 hanging heaters equivalent to what is already there $14,000.  Hall Heating will provide free labor for one year on new eqpt. failures.

Commissioners will take the above quotes for the Ripley County Highway Garage furnace under consideration.

Commissioner Reiners signed the claim to pay the Ripley County Economic Development Corporation the 2008-12% inter-local fee of $105,073 for 2008.

Scott Huffman, EMS Director updated the Commissioners on the new trucks for the county EMS.

Commissioner Nickell made a motion to adjourn until the next Ripley County Commissioners Meeting on Monday, September 22nd, 2008 @ 7:00AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Folz.  Motion approved unanimously.
