Unapproved Commissioner's Meeting Minutes for 08/29/05
August 29, 2005
The Ripley County Board of Commissioners met on Monday, August 29th, 2005 at the Ripley County Annex, Versailles, Indiana. Commissioner Reiners promptly called the meeting to order at 8:00 AM and all stood for the opening pledge allegiance to flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell attended the meeting.
Mary Ann McCoy, Auditor of Ripley County acted as secretary for the Board of Commissioners.
Neil Comer, Attorney was present to advise the Board on legal matters.
The Board signed the payroll check and claim register for August 29th, 2005.
Commissioners Folz made the motion to approve the minutes as corrected for August 15th, 2005 seconded by Commissioner Nickell. Motion approved unanimously.
Gene Bishop, Maintenance reported to the commissioners that the piece in the chiller (Thermo expansion valve) problem has been taken care of and the new transformer is on hold for a while. Commissioners agreed. Bishop reported that they have tiled the probation department and the breakers in the Annex have been corrected.
Dwight Jolly, 550S & 500S, Versailles, In. requested that the commissioners chip & seal this road. Commissioners advised they would see what they can do after budget time.
Kelly Vollet, Technology Coordinator advised the commissioners, the cost to replace the monitor (32in. flat monitor) for the election results is going to be approx. $1,671.65 and it would be taken out of River Boat or Election funds. Vollet also reported that the Cell Phone Policy has been violated. Commissioners agreed that all departments need to follow the Cell Phone Policy. Vollet advised that she had talked to the Insurance adjuster and that the check is in the mail for the lighting strike at the EMS Building. (Computer, Generator & Printers) were all affected.
Tad Brinson, Area Planning Commission advised the commissioners that he filled out & faxed the FEMA Biennial Report for Calendar Year 2003 & 2004. Brinson also advised that due to the budget hearing Area Planning will not be having a regular meeting this month.
Dana Riddle, SIRPC updated the commissioners on the CFF Grant Application for Hoosier Hills Regional Water District extension for northern Johnson Township.
Commissioner Nickell made a motion to reapply Ripley County as a government entity for Hoosier Hill Regional Water District for Northern Johnson Township’s extension seconded by Commissioner Reiners. Motion approved by two Commissioners Reiners/Nickell and one abstained Folz
Commissioner President, Robert Reiners signed the Appointment of Public Hearing Officer Community Focus Fund Grant Program Application.
Commissioners signed the Resolution Authorizing Application Submission and Local Match Commitment/Resolution of the Ripley County Commissioners of Indiana, Authorizing the Local Match of the CDBG Community Focus Fund Grant Application to the Indiana Office of Rural Affairs and Addressing Related Matters between Ripley County and Hoosier Hills Regional Water District. Inc.
Melvin Meisberger & Julie Brancamp Park Board/ Ripley County Fairgrounds Director updated the commissioners on an accident that happened (Lorie Taylor, July 29th, 2005) at the fairgrounds and had concerns about the insurance that covers the fairgrounds.
Commissioner Reiners signed the Application for Grant Request of up to $2,500 from Rising Sun Regional Foundation for Park & Recreation. Brancamp, Ripley County Park Manager advises the commissioners that the grant is for a lean-to shelter for the commercial building at the Ripley County Fairgrounds.
Commissioner Folz made a motion to recess regular meeting until after the Executive Session, seconded by Commissioner Nickell. Motion approved unanimously.
Executive Session:
Commissioners opened the executive session promptly at 11:30AM, August 29th, 2005 with Chuck Folz, Lawrence Nickell, Robert Reiners and Attorney Neil Comer in attendance for the session. .

Commissioner Folz made a motion to reconvene regular meeting seconded by Commissioner Nickell. Motion approved unanimously.
Barth & Associates updated the commissioners on Bridge# 100 and Bridge# 38. Commissioner Nickell advised that he wants to proceed with Bridge #38 project.
Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, September 12th, 2005 @ 8:00AM at the Ripley County Annex, Versailles, Indiana seconded by commissioner Nickell. Motion approved unanimously.
