Unapproved Commissioner's Meeting Minutes for 08/28/06

The Ripley County Commissioners met on Monday, August 28, 2006 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M. all stood for the opening pledge to the flag.
Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Neil Comer, County Attorney was present to advise the Board on legal matters.
Mr. Huntington, Friendship, In. advised the commissioners that the yellow lines are still on the street in Friendship and asked why they hadn’t been removed. Commissioner Nickell advised that he would remove the yellow lines after the Friendship shoot was over.
Johnnie Lohrum, Maintenance advised the commissioners that he had gotten a call from Heather Jones, Liability Insurance Company and was advised due to an accident on the steps of the courthouse, a sign should be posted that the steps are slippery when wet. Jones also suggested that they purchase slippery grips to place on the steps. Commissioners advised Lohrum to have the County Highway make a sign for the outside of the courthouse that states no loitering on the steps of the courthouse. Commissioners suggested that O.H.P. come in and check out the air conditioning.
Kelly Vollet, Technology Director advised the commissioners that at the Technology meeting it was recommended that software be purchased from Frank Cummings, GFC for the Area Planning Commission.
Tad Brinson, Area Planning Commission & Steve Meyer, Building Inspector appeared in front of the commissioners and suggested that the commissioners amend the building code deposit fee. Commissioner Nickell made a motion to amend the building code effective September 1st, 2006 seconded by Commissioner Folz. Motion approved unanimously. Commissioners signed Ordinance NO. 2006-10 stating/ An Ordinance To Amend the Building Code of Ripley County, Indiana, As Amended, Ordinance No. 1986-1, Passed By Commissioners Of Ripley County, Indiana On The 13th Day Of March, 1986, And As Amended, By Ordinance No 1995-2, Passed By Board Of Commissioners Of Ripley County, Indiana On the 5th Day Of July 1995, And As Amended By Ordinance No. 2001-1 Passed By The Board Of Commissioners Of Ripley County, Indiana On The 5th Day Of February, 2001. Section 1: Section 21. (A), (B), and (C) is amended as follows: Each permit required under this code shall be issued only after the required permit fees are received by the Building Commissioner. No Occupancy Permit shall be issued by the Building Commissioner of Ripley County, Indiana, Until such time as his/her file indicates that all building permit fees and all re-inspection fees are paid in full. Upon the determination by the Building Commissioner of Ripley County, Indiana that all such fees have been paid, all inspections have been completed, and upon the successful completion of the final inspection, the Building Commissioner of Ripley County Indiana, shall issue the Certificate of Occupancy Permit to the permit holder or owner. Commissioners suggested that they need to do an amended ordinance changing the thickness of the pavement for roads.
Commissioner Nickell made a motion to approve the minutes from the August 14th, 2006 meeting seconded by Commissioner Folz. Motion approved unanimously.
Katherine Taul, Ripley County Tourism Director advised the commissioners that on Sat. September 1st, 2006 they will be doing two Historic Markers in Osgood, Indiana. The OM Railroad and the Craven House are two new historical places for Ripley County and that they would be dedicating State Road US 50 Historic Path on September 15th, 2006 at 2:30PM, Crossroads Restaurant, Versailles, Indiana. Taul also asked the commissioners to consider raising her budget for 2007 to $45,000 from the EDIT Budget. Commissioners will take this under consideration.
Pam Friend, Sales Representative of Pen Products, Indiana Department of Correction updated the commissioners on the products that the prisoners make at the corrections center.
Denessa Benkie updated the commissioners that she is the new interim Ripley County Economic Director until the new director is appointed to Ripley County. Benkie also advised that she would be having a land meeting on the 18th of September at 6:00 PM at the Economic Director’s Office.
Jack Kellerman, Sunman Town Attorney advised the commissioners that the town board has taken the lead on the sewer line project. Kellerman suggested that the county should be applicant for the Town of Sunman and if the commissioners don’t sign or support them, they will go to the Township Trustees for support on the sewer line project. Kellerman advised the commissioners that they need to support the project for it to go to IDEM. Commissioner Reiners will contact the IDEM Representative with questions concerning the sewer project.
Kenneth and Jane Huffmeyer, 4262 W County Rd 600N, Osgood, presented concerns to the commissioners about the corner of the Napoleon Cemetery on Old Michigan Road. (Guardrail around the cemetery) Commissioners will have the county run guardrail (given by the Huffmeyer’s) down by the cemetery to protect the old markers in the cemetery.
Commissioners signed the Public Health Emergency Response/Pandemic Influenza and Other Highly Infections Respiratory Diseases Plan for Ripley County.
Commissioners approved/signed request approval for an advance payment of conference registrations for the Prosecuting Attorney Office.
Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, September 11th, 2006 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
