Commissioner's Meeting Minutes for August 24, 2009

August 24, 2009
The Ripley County Commissioners opened their meeting promptly at 7:00AM, Monday, August 24, 2009 at the Ripley County Highway Department, Osgood, Indiana.
Meeting was called to order promptly at 7:00AM with Robert Reiners, Gary Stutler and Mark Busching in attendance at the Highway Department.
Mary Ann McCoy, Ripley County Auditor was present for the meeting at the Highway Department.
Superintendent Heaton advised the Commissioners that the County Highway Garage paint job is completed.
President Reiners advised that Wayne Peace, Emergency Management has turned in for more Stimulus money due to the last storms in Ripley County.
Commissioner Reiners advised that the bridge on 1000N is need of repair and will have B & H take a look at the bridge.
Pat Kissell, Highway Department reported that the new tractors would be here today. Commissioners asked that Kissell get quotes for ditchers for the new tractors.
Commissioner Busching made a motion to recessed to the Ripley County Annex, Versailles, In. for the rest of the Commissioners meeting seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Busching made a motion to reconvene the Commissioners meeting from the Ripley County Highway Department, Monday, August 24, 2009 at the Ripley County Annex, Versailles, In. promptly at 8:00AM with the Pledge of Allegiance seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Robert Reiners, Gary Stutler and Mark Busching were all in attendance at the Ripley County Annex for the rest of the Commissioners meeting.
Auditor McCoy was present for the meeting at the Ripley County Annex and County Attorney Neil Comer was present to answer legal questions.
John Lohrum, Ripley County Maintenance advised the Commissioners that he had received a quote from Sam Byard of $675 to replace some concrete at the courthouse. Commissioner Busching made a motion to accept the bid from Sam Byard of $675 for the concrete/sidewalk at the Courthouse seconded by Commissioner Stutler. Motion approve unanimously.
Lohrum advised the Commissioners that he had talked to Fortress and they advised that fiberglass doors would work for the Courthouse. Halcomb’s will also present a quote for the courthouse doors.
Kelly Vollet, Technology Director advised the Commissioners that she had found that some of the county employees are abusing the internet by using Facebook and playing games on the internet. Commissioners advised Vollet to send an e-mail to the employees advising them to not use the internet for Facebook would be a violation of county policy.
Shawna Bushhorn, Ripley County Assessor and Ed Koerner Representative of Tyler advised the Commissioners that the Indiana General Assembly has delayed the period of the general reassessment by a year and is now scheduled to begin July 1, 2010 and be completed by the assessment date of March 1, 2012 (for taxes due and payable in 2013. Commissioner Busching made a motion to approve the amended contract for the General Reassessment seconded by Commissioner Stutler. Motion approved unanimously. Commissioners signed the Ripley County, Indiana Amendment to Contract for General Reassessment.
Brad Street presented concerns to the Commissioners about the logging traffic (Lumber Facility on Carr Rd.) on County Road 200 N, Milan, Indiana. Street advised that this is 750 ft. from his house and his property is not annexed in the Town of Milan so they didn’t receive any information on the project. Street presented a signed petition with several signatures concerns about the project.
Mike Baker presented concerns about the same business (Lumber Facility) being located in a residential area and that the location was a big sacrifice for the area. Baker advised the Commissioners that he is not against Economic Development but felt that the business is not in the right location.
Commissioners advised that upgrades would be done at the time of black topping on County Road 200.
Dennis McKittrick, McKittrick Contracting submitted a quote to seal the Ripley County Courthouse at a cost of $23,700. Commissioner Stutler made a motion to accept the quote from McKittrick Contracting to seal the Courthouse and caulking windows at a cost of $23,700 seconded by Commissioner Busching. Motion approved unanimously.
Commissioner Busching made a motion to participate in the 2010 Census with the U.S Department of Commerce seconded by Commissioner Stutler. Motion approved unanimously.
Toni Stinson, Apex Benefit Group presented the Commissioners with a mid-year review and renewal for the health insurance. Stinson advised the Commissioners that the claims were 88.2% at the end of May 2009. Commissioners asked that Stinson get quotes for the Health Insurance package for Ripley County. Commissioners advised that they would like to stay close to the same as the current insurance package.
Commissioner Busching made a motion to sign the State Student Assistance Commission of Indiana State Work-Study Program for the Ripley County Extension Office/Dave Osborn seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Stutler made a motion to sign the Senior Community Service Employment Progress Host Agency Agreement seconded by Commissioner Busching. Motion approved unanimously.
John Holzer, Town of Versailles President advised the Commissioners that the Courthouse clock was donated in 1930. Clock belongs to the Town of Versailles and the Tower belongs to Ripley County. Jeff Hafft will give a recommendation on how to fix or repair the Courthouse clock. Commissioner Stutler recommended that maybe we should have McKittrick look at the clock and give an estimate to repair the clock/tower.
Commissioner Busching made a motion to approve the Commissioners minutes of August 10th, 2009 seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Busching made a motion to commitment to doing the work and accepts the Town of Milan offer of $50,000 to complete the project from SR101 on 200N to the access road to Pike Lumber Company in Town of Milan seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Reiners signed the Grant Agreement between The City of Rising Sun and Ripley County.
Shawna Bushhorn, Ripley County Assessor updated the Commissioners on the fax that was received concerning a former employee for unemployment.
Commissioner made a motion to adjourn the Commissioners Meeting until the next meet on Friday, September 04, 2009 @ 7:00AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Stutler. Motion approved unanimously.
