Commissioner's Meeting Minutes for 08/16/04
August 16, 2004
The Ripley County Board of Commissioners met on Monday, August 16th, 2004 in the
Ripley County Annex, Versailles, Indiana.
John Little, Commissioner President called the meeting to order promptly at
8:00AM with Commissioners Chuck Folz & Robert Reiners in attendance.
Mary Ann McCoy, Auditor of Ripley County acted as secretary for the board of
Commissioners.
Neil Comer was present to advise the Board on legal matters.
The Board signed the payroll check register and claim register for August 16th,
2004.
Commissioner Reiners made the motion to approve the minutes of August 2nd,
2004 and seconded by Commissioner Folz. Motion approved unanimously.
Kelly Vollet, Technology Director updated the commissioners on the work she is
doing at the Sheriff’s Department due to the Server going down. Vollet advised
that she has replaced the server with the new tax server and the Sheriff & Judy Schebler (911 Coordinator) will replace the tax
server. Vollet has already ordered the replacement server for the tax system.
Tab Brinson, Area Planning had nothing to report.
Tim Merkel 407 Merkel Rd, Batesville expressed concerns about Merkel Road,
Batesville, In. and the water coming from the Interstate and Industrial Park. Merkel also had concerns about the ditch dept and the amount
of traffic that is traveling this road. Commissioner Reiners will look at the
situation.
Katherine Taul, Ripley County Tourism Director updated the commissioners on the
coming event of the Muzzle Loading World Championship, August 23-28, 2004 at the
Coonhunters Range, Batesville, Indiana.
Shannon Schmaltz, Probation Department expressed concern about the working
conditions in their offices. Schmaltz advised that they collect approx. 6-8
gallons of water per day and presented a bid ($7,647) for a new 1 1/2-ton unit
& air ducks from Steinhart. Commissioner Little explained that new gutters
are being installed and a hole in the roof repaired.
Little asked that they report back to the commissioners in a few weeks,
to see if this corrects the situation.
Tim Harvey, Milestone Contractors, L.P. did a follow up from the last meeting
when Von McGuire requested that they be permitted to transport
dirt across C.R. 525 E directly into the State Right-of-Way to accomplish
the proposed construction. Harvey requested a written confirmation of approval
of the request. Commissioners will consult the county attorney on this
situation. Commissioners advised the Auditor to prepare a letter of approval.
Commissioner Reiners made the motion to approve the request from the Versailles
Lion’s Club/Versailles Pumpkin Show, Inc to use the following facilities:
Court House Lawn, Court House Restrooms, First Floor of the Court House for Art
Show, Old Bank for Craft Show, Parking Lot for Stage, and Annex Building on Wed.
Night for King/ Queen dressing rooms and to start setting up in the Court House/
Old Bank on Sept. 19th, Sunday before the Pumpkin Show seconded by
Commissioner Folz. Motion approved
unanimously.
Richard Smith, Milan Rescue Unit expressed concerns about the billing/money for
the rescue units.
Scott Melling, EMS Director updated the commissioners on the billing issue and
presented the commissioners with a possible plan with Margaret Mary Community
Hospital the (Hospital Inter-facility Transports). MMCH estimates about 300 runs
and about 4 hours round trip for each run. The potential total billable could be
approx. $333,000 for runs billed at ALS 1 and mileage at an average of 50 loaded
miles. Commissioner Reiners made the recommendation to go with the
Inter-Facility Transports seconded by Commissioner Folz. Motion approved
unanimously.
Commissioner Reiners made the motion to transfer money from Contractual Services
for the Low Associates bill seconded by Commissioner Folz. Motion approved
unanimously.
Commissioner Folz made a motion to make 600E & 1500N a
four (4) way stop effective September 6th, 2004 seconded by
Commissioner Reiners. Motion approved unanimously.
Commissioner Reiners made the motion to sign the Project
Cancellation Form on Bridge #9 over Laughery Creek on Cave Hill Road seconded by
Commissioner Folz. Motion approved unanimously.
President Little signed the cancellation Form.
Commissioner Folz made the motion to adjourn until the next regular commissioner
meeting on Monday, August 30th, 2004 at the Ripley County Annex, Versailles,
Indiana.
