Unapproved Commissioner's Meeting Minutes for 08/14/06

August 14, 2006

The Ripley County Commissioners met on Monday, August 14, 2006 at the Ripley County Annex, Versailles, Indiana.

Commissioner Reiners promptly called the meeting to order at 8:00A.M. all stood for the opening pledge to the flag.

Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.

Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.

Neil Comer, County Attorney was present to advise the Board on legal matters.

Johnnie Lohrum, Maintenance was not present due to other commitments.

Andy Clark, Veteranís Director updated the commissioners on veteranís van use and advised the commissioners that he has a no stop ride policy unless there is an emergency. Commissioners agreed to this policy and advised that should call catch a ride for this problem.

Commissioner Folz made a motion to approve the minutes of the July 31st, 2006 meeting seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Nickell advised that the weight limit has been reduced from 16,000 ton to 10,000 ton for the bridge over the Laughery Creek Bridge near Friendship, Indiana.

Commissioner Nickell made a motion to accept the Claims as presented seconded by Commissioner Folz. Motion approved unanimously.

Kelly Vollet, Technology Director advised the commissioners that she is working with WTH on the GIS System and that there will be a Technology meeting on Tuesday, August 15th, 2006 at 8:15AM.

Tad Brinson, Area Planning Commission & Steve Meyer, Building Inspector appeared in front of the commissioners concerning the building inspector rules. Steve advised the commissioners that the area fire department chiefs are asking that the Commercial and Industrial buildings have a lock box for keys to the building incase of fire. Commissioners will check on this for the departments. Commissioner Folz made a motion to resend the deposits for building permits effective September 1st, 2006 seconded Commissioner Nickell. Motion approved unanimously. Commissioner Nickell made a motion to appoint Mike Jeffries as the part time building inspector for Ripley County with a 90 days probation period seconded by Commissioner Folz. Motion approved unanimously.

Commissioners signed a letter concerning a violation of a Ripley County Ordinance to Travis Neal.

Ginger Bradford, Ripley County Clerk presented concerns about the loitering of people smoking on the courthouse steps. Bradford also had concerns of the smoke pot being so near to the courthouse and felt that they should be moved away from the courthouse.

Herman Strumpf and Owen Menchoffer appeared in front of the commissioners and updated the commissioners on the availability and quality of water varies significantly across the state. Surface water withdrawals make up approximately 94% of the total water used in Indiana (both consumptive and non-consumptive use) and reported that we donít have good surface water.

Sandy Pickett, Meisberger Realty appeared in front of the commissioners for Richard & Barbara Hyatt, 7187 South State Rd 129, Versailles, Indiana concerning a temporary 1980 Mobil home permit. Pickett advised that she has a buyer for the property and they want to use the Mobil home for possible storage. Brinson advised that per the rules you canít have two residences on a piece of property. Commissioner Reiners suggested that the first step is to have the Health Department check out the septic system and see if it meets standards.

Denessa Benkie advised the Ripley County Commissioners that she has been named the new Interim Economic Development Director for Ripley County. Benkie thanked the commissioners for their support and advised that she is working on compiling an inventory of land and sites that are available for development in Ripley County.

John Graff, Barth & Associate updated the commissioners on the work being done on Bridge #100. Graff advised that the commissioners need to give a 30 day extension with a completion date of August 28th, 2006. Commissioner Folz made a motion to give a 30 calendar day (substantial completion) only for Bridge# 100 with a substantial completion of all work by September 27, 2006 seconded by Commissioner Nickell. Motion approved unanimously. Commissioners signed the change order for extension of completion.

Ken Boatright, Boatright Development presented a proposed Milan Commons Proposed Development of 167 lots / 109 acres at 625 East & 300 North, Milan, Indiana. Commissioners suggested that Boatright look at the roads and report to the Planning Commission then bring it back to the commissioners.

Commissioner Folz made a motion to sign the Ripley County Economic Development 2007 Inter-Local Agreement seconded by Commissioner Nickell. Motion approved unanimously.

Commissioners agreed that the Auditor is to continue to pay the county health insurance portion for a county highway employee until a decision is made on his employment with Ripley County.

Commissioners approved the salary ordinance for 2007 to go to the Ripley County Council for approval at the budget hearing in September.

Mark Klosterkemper, AECON, Inc will talk to Tad concerning Cave Hill Bridge project and presented a letter of notice to proceed with the inspection and study of all bridges under the jurisdiction of Ripley County. Commissioners signed the Notice to proceed with inspection, in accordance with agreement dated April 24th, 2006. President Reiners signed a letter to IDOT for project no: BRO-9969(012) Bridge #8 located on Cave Hill Road over Laughery Creek

Commissioner Nickell made a motion to adjourn until the next regular meeting on Monday, August 28th, 2006 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Reiners.
