Unapproved Commissioner's Meeting Minutes for August 11, 2008

August 11, 2008

The Ripley County Commissioners opened their meeting promptly at 7:00AM on Monday, August 11, 2008 at the Ripley County Highway Department, Osgood, Indiana.

Commissioner Reiners promptly called the meeting to order with Robert Reiners, Chuck Folz and Lawrence Nickell was in attendance. 

Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.

President Reiners advised that due to Honda starting up and the extra traffic on the rails. Ripley County will need to erect stop signs at the rail crossings where there arenít any present signals. Stop signs will be placed at the railroad crossings at 800E, 600E, Spades Rd and 1350 due to the increase of train traffic by Honda and will be effective on Sept. 5th, 2008.

President Reiners signed the paper work for FEMA due to damage/labor caused by the windstorm in June.

Commissioner Reiners advised that he had met with the railroad and the railroad crossing at 600 E will be widened.

Commissioners will accept sealed bids for removal of the old bridge and the installation of a pre-fabricated steel super structure for Bridge #89 on Monday, August 25th, 2008 at 10:00AM in the Commissioner Room, Ripley County Annex, Versailles, Indiana.

Commissioners will be receiving quotes for a new heating system at the Highway Garage.

Pat Kissell, Shop Foreman advised the Commissioners that the natural gas line has been run to the County Highway Department from the Town of Osgood. County will need to make a decision on the size of the gas meter. Kissell updated the Commissioners on the repair work on the tractors at the Highway Department.

Mick Johnson updated the Commissioners on the covered bridge (Otter Creek) project and advised that they are repairing the bridge and fire retarding the bridge.

Barney Bales, District #1 Foreman advised that the chip and sealing is done in his district.

Commissioner Nickell made a motion to recess the Commissioners meeting to the Ripley County Annex, Versailles, In seconded by Commissioner Folz. Motion approved unanimously.

Commissioners opened the recessed meeting from the Ripley County Highway Department at promptly 8:00AM, Monday, August 11, 2008 at the Ripley County Annex, Versailles, In.

Commissioners present for the meeting at the Ripley County Annex were Robert Reiners, Chuck Folz and Lawrence Nickell.

Mary Ann McCoy, Auditor was present to take the minute for the Commissioners meeting.

John Lohrum, Maintenance advised the Commissioners that he will be on vacation the next two weeks.

Commissioner Folz made a motion to approve the corrected minutes for the Commissioners meeting on Monday, July 21st, 2008 seconded by Commissioner Nickell.

Motion approved unanimously.

Commissioner Nickell advised that the county will work with and support the sports complex at South Ripley School.

Kelly Vollet, Technology advised the Commissioners that the GIS is completed first round with WTH and that the second roll grant for $50,000 is turned in for the Sept. grant draw from the Rising Sun Regional Foundation.

Tad Brinson, Area Planning had nothing to report on at this meeting.

Jeff French, Ripley County Surveyor reported to the Commissioners  that he is going out at 1:00 today  concerning  the Petition for Removal of Obstruction in Water Course that has been filed by Norman Hillman and will report back at the next meeting.

Becky Mullins, Janitorial presented two quotes to the Commissioners to clean and wax the court house floors. Ultra Clean presented a quote of $4,622.31 and Perfectionist Floor Care $990. Commissioner Nickell made a motion to use Perfectionist Floor Care to clean and wax the 1st floor in the courthouse at a cost of $990 seconded by Commissioner Folz. Motion approved unanimously.

LuAnn Menchhofer, Purdue Educator, Ripley County Extension   presented an invoice for $1806 to the Commissioners for their signatures, for the work study student payroll / Kaitlin Hughes to be sent to Purdue. Commissioner Nickell made a motion to approve the work study student payroll for Kaitlin Hughes (Purdue) seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Nickell made a motion to reimburse $4,394.88  the 911 fund from Commissioners/County General insurance that was paid for Rose Merida (due to an clerical error) seconded by Commissioner Folz. Motion approved unanimously.

Scott Huffman, EMS Director updated the Commissioners on the new vehicles for the EMS.

Attorney Comer advised the Area Planning Commission and Commissioners that a building code violation (unsafe building) can be handled as a civil action in court. Violations will brought to the Area Planning Commission, they determined if it is an unsafe building, notice will be sent to take care of the problem and if they fail to fix the problem. Commission will present to the Commissioners and if the person fails to appear and the Commissioners agree to violation.  Then Commission has the right to file a civil action and can choose who will represent them in court.

Commissioner Nickell made a motion to sign the Region 14 Public Safety Communications Plan of the Federal Communications Commission presented by Wayne Peace, Emergency Management seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Folz made a motion to sign the 2007 Emergency Management Performance Grant (Sub-Grant Agreement) CFD #97.042 seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Reiners signed the Grant Agreement and Receipt between Ohio County and Ripley County.

Commissioners will have traffic signs (effective September 1st, 2008 at 12:00 Noon) in Ripley County at the following railroad crossing:

800 E.  Between State Rd. 350 & Old 350

225 E. South of State Rd. 350

150 E. South of 450 N

300 N at Railroad Rd.

200 N. at Railroad Rd

950 W. North of State Rd. 50

1000 W. North of State Rd. 50

Commissioner Folz made a motion to adjourn until the next Ripley County Commissioners Meeting on Monday, August 25th, 2008 @ 7:00AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Nickell.  Motion approved unanimously.
