Unapproved Commissioner's Meeting Minutes for 08/01/05

August 01, 2005

The Ripley County Board of Commissioners met on Monday, August 1st, 2005 at the Ripley County Annex, Versailles, Indiana.Commissioner Reiners promptly called the meeting to order at 8:00 AM and all stood for the opening pledge allegiance to flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell attended the meeting.

Mary Ann McCoy, Auditor of Ripley County acted as secretary for the Board of Commissioners.

Neil Comer was present to advise the Board on legal matters.

The Board signed the payroll check and claim register for August 1st, 2005.

Gene Bishop, Maintenance reported to the commissioners that per JR Lewis the county needs to change the transformers for the courthouse.  Bishop explained that we have problems with the Elevator and he had talked to the Elevator Company and  also wondered when the county would be working on the parking lot by the Annex.

Commissioners  & Andy Clark, Ripley County Veterans Service Officer presented the keys to a 2006 transport van for Ripley County Veterans. The van was made possible by donations from organizations and individuals from Ripley County & surrounding areas.

Ronald Delap, expressed concerns about the 5 hidden driveways/ 4 to East & 1 to the West bound traffic on Co Rd 300N, Co Rd 500 E also has a blind spot for West bound Traffic. 450 East & West bound traffic has many humps & dips. Delap advised the commissioners  that there is  surface water just West of 450 on the edge of 300N due to the smashed culvert on South end 500E and suggested that the culvert be longer. At 300N & 625 T-Road a hole is developing and 500 E has a hump in the road. Delap also advised that they are in need of speed limit signs on 300N. Commissioner Reiners advised that some of the problems on the county road may be corrected but the problems on the state roads will have to be corrected by the State. Commissioner Folz will talk to his foreman and will see about correcting these problems on 300N. Commissioner Folz suggested that County Highway superintendent drive 300N and see about posting speed limit signs and Hidden Driveway signs.

Kelly Vollet, Technology Coordinator advised the commissioners that the technology committee had questions about the replacement of computer equipment for the EMS Building. Vollet presented a list of damaged equipment to the commissioners from the lightning strike over the weekend of July 16th, at the EMS building in Delaware. Commissioners advised that the computer equipment will be replaced at the EMS building. Vollet advised that they will be running lines for the election and that the lines on the Southside of the courthouse belong to Ripley County and Holly Molly will not trace these lines.

Tad Brinson, Area Planning Commission had questions about the Unsafe Building Board being paid to be on the board and reported that Versailles, Milan, Holton & Osgood have their own unsafe building code. Commissioners will check with Attorney Comer on this matter.

Leo J Rumschlag, Rumschlag Technical Service presented a resume of experience, recent bridge inspection, engineering registration, training & education for bridge inspection to the commissioners. Commissioner Reiners advised that he should stay in touch with either the highway superintendent or commissioners on the bidding for the bridge inspection for 2006.

Danny Jackson, Versailles Historical Society will return to the next meeting to do a presentation to the commissioners.

Commissioner Nickell made a motion to replace the damaged equipment at the EMS Building that was hit by lightning seconded by Commissioner Folz. Motion approved unanimously.

Attorney Comer advised the commissioners that they have three choices for the unsafe building board. A single person in or out side of county (hearing officer) or three person board from the Ripley County. Commissioner Reiners advised that maybe they would check with other counties to see if they have the unsafe building law and see how it is running.

John Graff, Barth & Associates updated the commissioners on Bridge #100/ right of way  will probably be signed off by the Mayor sometime this week and that City of Batesville may just clean out around the bridge. Bridge # 38/ State have made their recommendation for approval. Graff presented a report on the Assessorís office ceiling repairs.

Pam Sander, Economic Development Director presented the commissioners with a printout on Critical Issues and Trends impacting site selection decisions.  Commissioners presented concerns about the Ripley County Micro Loans that are available for Ripley County small businesses. Sanders advised that she had done a press release recently on the Micro Loan. Sanders advised that about 6/7 businesses will partner with Muscatatuck.

Scott Melling, advised that it has come to his attention that the commissioners & some council members have taken issue with the time dedicated to Ripley County recently.  Per Melling the following listed is the hours worked from June 26th/July 24th versus hours of vacation taken.

Commissioner Reiners questioned what would happen if there was an emergency in the county. Reiners advised as time has gone on we feel the directorís job does not require all the hours it takes because we are not that big of a system. We are short a paramedic and would like to see you become a 24 hour paramedic. Melling advised that this would not happen. Commissioner Reiners advised that they are trying to keep the system alive and going. People in Ripley County want the system.

Melling presented a report to the commissioners showing the amount collected by the Transporting Ambulance in Ripley County (10-20-3- & 69). $142,461.12 has been received by   the squads in May/June; county contract per Melling is $178,500 with a different of $36,039. Balance in Ripley County (213) EMS fund as of 8-1-2005 is $31,283.70. Commissioner Reiners advised that they would like to have meetings with the Squads, Commissioners, Council President and Scott Melling, EMS Director to see if they would go with the flat rate billing for the county before budget time.

John Mann, Ripley County Investigator presented a letter to the commissioners on behalf of Ric Hertel, Ripley County Prosecuting Attorney in reference to Illegal Dumping.

Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, August 15th, 2005 @ 8:00AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
