Unapproved Commissioner's Meeting Minutes for 07/18/05
July 18, 2005
The Ripley County Board of Commissioners met on Monday July 18th, 2005 at the Ripley County Annex, Versailles, Indiana.Commissioner Reiners promptly called the meeting to order at 8:00 AM and all stood for the opening pledge allegiance to flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell attended the meeting.
Mary Ann McCoy, Auditor of Ripley County acted as secretary for the Board of Commissioners.
Neil Comer was present to advise the Board on legal matters.
The Board signed the payroll check and claim register for July 18th, 2005.
Commissioner Folz made the motion to approve the minutes from July 1st, 2005 seconded by Commissioner Nickell. Motion approved unanimously.
Gene Bishop, Maintenance reported to the commissioners that the air in the courthouse is now working and wondered about shelves for Louise Mitchellís Building. Bishop questioned when the commissioners would be working on the parking lot next to the Annex. Commissioners said that they would discuss this matter and get back to him.
Kelly Vollet, Technology Coordinator advised that she would be having a Technology meeting on Tuesday, July 19th @ 8:15 AM in the Annex/Commissioners Room.
Commissioner Folz made a motion giving permission to Jeff French/Versailles Historic Preservation Committee to do a Cruise-In, August 13th, 2005 on the square seconded by Commissioner Nickell. Motion approved unanimously.
Sam Row appeared in front of the commissioners about the Unsafe Building Code concerning the rules of procedure. Commissioners advised that they would have Attorney Comer look at the rules.
Gene Swing, 110 W Fairground, Osgood, In appeared in front of the commissioners and asked for permission to place a larger sign for the Ripley County Humane Society on Co Rd 150 N & SR 421 at no cost to the county. Tad Brinson advised that they needed a sign permit and that they should go to the Area Planning Commission.
Ken Hughes presented a letter to the commissioners concerning red tagged property at 6444 East U.S. Highway 50, Holton, Indiana. Hughes advised the commissioners that his property was entered without permission or prior notice. Ron Duebber, Building Inspector advised that the complaint came from the town of Holton. Commissioner Reiners advised that the complaint came from Town of Holton not from Ripley County. Duebber advised that there were other people that had also gotten tagged in the town of Holton.
Assessor Bushhorn appeared in front of the commissioners with concerns about when they would be starting on the assessorís office ceiling. Commissioners advised that she needed to contact John Graff.
Julie Brancamp, Park Manger/Ripley County Fairground had concerns about the Contractual Agreements. Attorney Comer advised that there probably should be a contract between the Park Board & 4H. Brancramp asked for permission to apply for a $2,500 Grant from Rising Sun Foundation for a Lean-to for Commercial Building #1 at the Ripley County Fair Grounds. Commissioners are OK with this Grant Application.
Frank Arkenberg appeared in front of the commissioners concerning red tagged buildings.
Tad Brinson, Area Planning Commission & Commissioners had concerns about the Unsafe Building Code/Law. The Ordinance would need to be amended giving hearing authority to whom ever the commissioners would want to appoint. Commissioners will take all of this under advisement and make a decision at a later date.
Ginger Bradford, Clerk, Ripley Circuit Court appeared with concerns about the shelving for the storage room. Commissioners will take care of the shelving for the new storage area. Commissioners decided to split the cost for the paving three voting places to make them handicap assessable (Rosewood, Elrod & New Marion). Attorney Comer recommended that the county have something signed saying that we can use the building for the next 5 year.
Charles F. Malinowski, Malinowski consulting updated the commissioners on the County-Wide Allocation Plan, Title IV-D Monthly Expense claims for Clerk/Prosecutor. Commissioner Folz made a motion to go with Malinowski Consulting for the 2003 Annual County-Wide Cost Allocation Plan seconded by Commissioner Nickell. Motion approved unanimously.
Ruth Plant & Robert Demaree, Colonial Insurance presented the commissioners with a Communications & Enrollment Service plan. Commissioners took this under advisement.
Bob Flank updated the commissioners on the Busching Bridge Project.
Scott Melling, EMS Director advised the commissioners that lightning had struck the EMS Building and they have lost all the computer equipment. Vollet advised she will take a look at the computer equipment and get back with the commissioners. Melling reported that he had called the Insurance Company about the loss of the equipment. Melling advised the commissioners that he had moved from Indiana to Ohio and that he would like to take the administrative roll. Commissioner Folz made the motion to appoint Jerry Vollmer/Main Source as the agent of record for VFIS/Volunteer Fire Insurance Service effective today/July 18th, 2005 seconded by Commissioner Nickell. Motion approved unanimously.
Jerry Vollmer & Brad Samples, Main Source Insurance presented claim sheet to the commissioners. Commissioners gave permission to Main Source/Jerry Vollmer & Brad Samples to meet with each department for the purpose of biding health insurance for 2006.
Commissioner Nickell made a motion to sign the consulting contract with McCormick-Metsker Agency, Inc/Tim McCormick for the health insurance for 2006 at the cost of no more than $4,000 seconded by Commissioner Folz. Motion approved unanimously.
Commissioners adjourned until the next regular meeting on Monday, August 1st, 2005 @ 8:00AM at the Ripley County Annex, Versailles, Indiana.
