Unapproved Commissioner's Meeting Minutes for 07/17/06
July 17, 2006
The Ripley County Commissioners met on Monday, July 17th, 2006 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M. all stood for the opening pledge to the flag.
Robert Reiners, Chuck Folz were in attendance. Lawrence Nickell was not present due to illness.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Neil Comer, County Attorney was present to advise the Board on legal matters.
Johnnie Lohrum, Maintenance updated the commissioners on the projects at the courthouse and annex. Lohrum advised the commissioners that the table in the Judgeís conference room is in need of a new top, carpet in the 3rd floor hall needs to be replaced and advised that the lights had all been changed. Commissioners will take a look at the hall carpet and get back with Mr. Lohrum.
Andy Clark, Veteranís Director updated the commissioners that the Veteranís Van has a trip to the city two days this week.
Commissioner Folz made a motion to accept the minutes from the June 30th commissioner meeting seconded by Commissioner Reiners. Motion approved unanimously.
Kelly Vollet, Technology Director advised the commissioners that some of the phone extensions had gone out and that it was due to a bad fiber line. Vollet advised that it had been fixed under the maintenance contract at no cost to the county. Commissioner Folz asked if Wayne Peace, Emergency Management could get a copy of the WTH program. Vollet advised that all the licenses are taken.
Tad Brinson, Area Planning Commission & Steve Meyer, Building Inspector appeared in front of the commissioners. Commissioners advised that they donít want to raise the permits at this time and would not make a decision until Commissioner Nickell returns. Brinson & Meyer presented amended Ordinances for Section 81.04 Figure1, Step 1(B) (28) and 80.39 (D) (8). Commissioner Folz made a motion to accept the amended Ordinance for Section 81.04, Figure 1, Step 1 (B)(28) seconded by Commissioner Reiners. Motion approved unanimously. Commissioner Folz made a motion to approve the amended Ordinance for Section 80.39 (D)(8) seconded by Commissioner Reiners. Motion approved unanimously.
Wayne Peace, Emergency Management Director advised the commissioners that he has set up the NIMS training for the Ripley County Highway.
Scott Huffman, EMS Director updated the commissioners on the flight problems. Huffman advised that they had collected approx. $70,000 in the last few months. EMS is setting up at the Ripley County Fair as first aid for the fair.
Jeff French, Ripley County Surveyor advised that he needs a letter from the commissioners on the condition of the road at County Line Road south of Eastern Avenue for the Dorothy Diem lots. Commissioners will prepare a letter in the next few days. Commissioner Reiners advised that the 2 lot subdivision is a problem and thinks that it should be 3 lots or more.
Doug Skinner, Hoosier Dental & Vision Plans presented a VSP Voluntary Vision plan for the county employees at no cost to the county. Commissioners gave permission for the vision material to be given out with the next payroll. Skinner will come into the courthouse at a later date to talk to the county employees who are interested in the voluntary vision plan.
Tad Brinson, Area Planning Division questioned what is the penalty if they donít get the inspections by the Ripley County Building Inspector. Commissioners advised that Attorney Comer will send a letter to those that donít get the inspections.
Roger Lang and Wayne Bailey SRSD Commonwealth Engineer appeared in front of commissioners with a petition to the Commissioner, Indiana Department of Environmental (IDEM), pursuant to IC 13-26, for an order directing that a regional sewer district be organized as an independent political entity of the State of Indiana, and as a body corporate and politic. The proposed name of the regional sewer district shall be the Sunman Regional Sewer District, of Ripley County. The portion of Ripley County which is specifically 126 acres along the I-74 corridor and bounded by Hwy 101, Hwy 46 and I-74 has been targeted for private commercial development. Commissioner Reiners had concerns on the cost and how it would affect the people of Sunman and the county. Commissioners would like this to go back to the Town Of Sunman.
Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, July 31th, 2006 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Reiners. Motion approved unanimously.
