Unapproved Commissioner's Meeting Minutes for July 14, 2008

The Ripley County Commissioners met on Monday, July 14, 2008 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.
Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Neil Comer, County Attorney, was present to advise the Commissioners on legal matters.
Johnnie Lohrum, Maintenance updated the Commissioners on the projects at the courthouse. Lohrum advised that emergency lights have been replaced and that he getting ready to refinish the courthouse doors.
Commissioner Reiners advised that an engineer from Barth Associates has looked at the link in the Courthouse Clock tower.
Commissioner Folz advised that his district foreman and himself looked at the possible project on Plattsburg road. Chuck advised that the road is too narrow and at this time it is cost prohibitive to open up this road.
Kelly Vollet, Technology advised the Commissioners that the replacement cost on the equipment and carpet that was damaged/loss by water doesnít seem to be correct and she will contact Brad Samples the insurance agent about this concern. Vollet also advised that there is a $1,000 deductible. Vollet advised the Commissioners that one of the phone lines has been canceled in the Recorderís Office due to it not being used.
Tad Brinson, Area Planning Commission had an unfavorable vote of 10-0 rezone from the Planning Commission for Charles J. Gillman, David A. White & Paula A. White property from the zone classification of R-1 Residential to zone classification U-D Unit Development. David Osborn spoke unfavorably for the re-zone due to the subdivision of 5 lots sharing one drive (shared access) and advised that they felt that this didnít fit what had been done in the past in a typical subdivision. Commissioner Reiners asked if anyone wanted to speak in favor of the project. Jeff French, Ripley County Surveyor advised that he had been employed by Gillman & White to prepare this unit development plans for the Commission. Charles J. Gillman and David A. White spoke in favor of the development. (1. Commissioner Reiners & Highway Personnel visited site 2 times. 2. The major concern of Reiners & the Highway Department were too many driveway cuts on Coonhunters Rd. because of poor visibility entering the Roadway. The one public Road to serve 5 lots was considered a much safer access to Coonhunters Rd. 3. Private drives are permitted in Ripley County comprehensive plan. 4. The word subdivision is used in Unit Development as presented to Commissioners. 5. The Commissioners did add covenants, which are to be clearly defined to homeowners before purchasing lots 6-7-8-9-10. (1.The maintenance of this private road is to be the responsibility of homeowners. 2. The private drive must be 18íwide from Coonhunters to cul de sac. 3.If possible the area of Coonhunters & County Rd. 1400 N be lowered & rounded off for better visibility entering Coonhunters Rd. Underground utility are already in place.) 6. Mail box concerns to be addressed by request of current resident. 7. With the above reasons the Commissioners considered this to be a proper (FIT) with the surrounding adjourning area of upscale Homes & gave a unanimous favorable recommendation for the re-zone. Commissioner Folz made a motion to approve the rezone of Part of the S.E. ľ of Section 29, Township 10 North, and Range 12 East. Laughery Township 31.579 acres from R-1 Residential to U-D Unit Development seconded by Commissioner Nickell. Motion approved unanimously.
Ginger Bradford, Ripley County Clerk updated the Commissioners on the voting machines for the next election and advised that they have 19 machines and that 5 are not working. Bradford advised that to upgrade three machines would cost $500 to $600, $1,995 to replace reader, $2,800 to recondition each and $5,665 (machine only) for new ones. Bradford will check to see if there is any help from the state and get back with the Commissioners.
Ken Hylton, Ripley County Veterans Service presented concerns to the Commissioners about his fuel bills. Commissioners suggested that he use an empty tank at the Highway Department for fuel.
Commissioner Nickell made a motion to approve the minutes from the June 30th, 2008 meeting seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Nickell made a motion to approve the amended EDIT Plan presented by Attorney Comer for 2007-2008 seconded by Commissioner Folz. Motion approved unanimously.
Pat Thomas, Ripley County Health Department presented Ripley County Mass Prophylaxis Plan Promulgation. Commissioner Folz made a motion to sign the Ripley County Mass Prophylaxis Plan Promulgation seconded by Commissioner Nickell.
Motion approved unanimously.
Commissioner Folz made a motion to sign the Ripley County Influenza Pandemic Plan seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Folz made a motion to adjourn until the next Ripley County Commissioners Meeting on Monday, July 28th, 2008 @ 8:00AM in the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
