Commissioner's Meeting Minutes for July 13, 2009

July 13, 2009
The Ripley County Commissioners opened their meeting promptly at 7:00AM, Monday, July 13th, 2009 at the Ripley County Highway Department, Osgood, Indiana.
Meeting was called to order promptly at 7:00AM with Robert Reiners, Gary Stutler and Mark Busching in attendance at the Highway Department.
Mary Ann McCoy, Ripley County Auditor was not present for the meeting at the Highway Department due to health.
Commissioners recessed to the Ripley County Annex, Versailles, In. for the rest of the Commissioners meeting.
Commissioner Busching made a motion to reconvene the Commissioners meeting from the Ripley County Highway Department, Monday, July 13th, 2009 at the Ripley County Annex, Versailles, In. promptly at 8:00AM with the Pledge of Allegiance seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Robert Reiners, Gary Stutler and Mark Busching were all in attendance at the Ripley County Annex for the rest of the Commissioners meeting.
Auditor McCoy was not present for the meeting at the Ripley County Annex and County Attorney Neil Comer was present to answer legal questions.
John Lohrum, Ripley County Maintenance was not present due to being on vacation.
Becky Mullins, Ripley County Maintenance requested eight new chairs for the Superior Court Room. Commissioners suggested that Mullins get a quote from the Office Shop.
Kelly Vollet, Technology Coordinator advised the Commissioner for Johnnie Lohrum that the tree by the cannon at the Courthouse is dead and should be taken down. Stutler will have Hughes Tree Trimming to look at the dead tree.
Vollet also advised that the network line has been raised about two feet and the cost of $135 can be taken from Cum Cap. Bauer’s tree has been trimmed and a wagon at the fairgrounds is not needed anymore. Commissioners wondered if it could be put on the internet auction. Junior Heaton, County Highway Superintendent will contact Vollet about selling the wagon.
Commissioner Busching made a motion to rescind the contract from Smith Tree Service per lack of performance and award to Hughes Tree Trimming (finish work at fairgrounds) seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Busching made a motion to approve the June 29th, 2009 Commissioner Minutes seconded by Commissioner Stutler. Motion approved unanimously.
Commissioners will contact the Amish about giving a quote on roofing Building #10 at the Ripley County Fairgrounds.
Opened Bid: Sealing Court House
McKittrick Contracting, Inc. $23,700
Commissioners advised the Sheriff department that the Highway will work on the door at the Sheriff Department.
Dave Pippin presented quotes from Maxwell $23,497 and Poole $24,800 for the doors at the Jail. Commissioner Stutler made a motion to go with Maxwell at $23,497 seconded by Commissioner Busching. Motion approved unanimously.
Commissioner Reiners advised that the grant for the integrator for the Jail was turned down.
Brad Samples, Mainsource Insurance presented evaluation of properties to the Commissioners. Total county insurance value is 21 Million with the Courthouse insurance at 5.5 Million. Samples presented statement of values to the Commissioner to look at and sign at a later date. Samples has gone over the county vehicles and will send a credit for the ones that are taken off the insurance. Samples advised that the jail is to do a sprinkler test every quarter and Commissioners will contact the Sheriff about doing the testing.
Commissioners requested Attorney Comer to do a resolution for the funds from the Highway Pop Machine.
Commissioners discussed a possible replacement of the Happy Hollow Bridge (old wood bridge) on 500N with a steel bridge. Commissioners will get quotes on this replacement of the bridge.
Jeff French and Commissioners will meet this afternoon to look at the obstruction in the water course site filed by Evelyn Smith against Michael Webb. Hearing on the petition will be July 27th, 2009 @10:30AM Commissioners Room.
Commissioners presented concerns to the County Attorney about the spray painted signs in the county.
Scott Huffman, EMS Director presented concerns to the Commissioners about air lifting problems.
Commissioner Busching made a motion to adjourn the Commissioners Meeting until the next meet on Monday, July 27th @ 7:00AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Stutler. Motion approved unanimously.
