Commissioner's Meeting Minutes for 07/02/04
July 2, 2004
The Ripley County Board of
Commissioners met on Friday, July 2nd, 2004 in the Ripley County Annex,
Versailles
,
Indiana
.
John Little, Commissioner President called the meeting to order promptly at
8:00AM with Commissioners Chuck Folz & Robert Reiners in attendance.
Mary Ann McCoy, Auditor of Ripley County acted as secretary for the board of
commissioners.
Neil Comer was present to advise the Board on legal matters.
The Board signed the payroll check register and claim register for July 2nd,
2004.
Commissioner’s signed a Memorandum of Understanding Between The Integrated
Public Safety Commission And Ripley
County presented by Jerry
Fry, Emergency Management.
David Martin, Co Rd 800 & 421 updated the commissioners on a problem with a
ditch on his property. Commissioners advised that he should consult his
attorney.
Katherine Taul, Tourism Director reminded the commissioners of the Milan
Sesquicentennial Celebration,
Milan
,
Indiana
that would be taking place on the weekend of the 4th of July.
Gene Bishop, Maintenance updated the commissioners on the gutters for the Annex.
Commissioner Folz made the motion to purchase the gutters for the Annex seconded
by Commissioner Reiners. Motion approved unanimously.
Commissioner Folz made the motion to approve the minutes of June 21st
seconded by Commissioner Reiners. Motion approved unanimously.
Kelly Vollet, Technology advised the commissioners that a new server for
the new tax system needs to be purchased. Commissioner Reiners made the motion
to purchase the new server from the Riverboat Equipment Fund seconded by
Commissioner Folz. Motion approved unanimously. Vollet also advised that $2500
had been collected from the sale of the old computers and at that time a few
computers were still left for sale to the public.
Commissioner Reiners made the motion to pay claims for the newly constructed
building at the fairgrounds from (Grant/Trustees/ EDIT money) seconded by
Commissioner Folz. Motion approved unanimously.
Glen Eschenbacher, Maximus updated the commissioners on the Title IV-D claiming
services on behalf of the Clerk, Prosecutor & the County. Ginger Bradford,
Ripley County Clerk advised the commissioners that she would like to do the
claim process for the clerk’s office. Commissioners
will made a decision on this at a later date.
Mike Kramer, Med-Ben had performed an estimated 9-1-04 renewal on
Ripley
County
. The billing or fixed rates increased about 37% and the aggregated factors
increased about 27%. Kramer advised that this is very speculative and it would
depend on what may happen on a large claim situation.
Ted Spurlock & Mary Ann Wriggers, Ripley County Economic Development Board
(due to Pam Sanders being in Indy for a Meeting) presented the commissioners a
copy of the 2004 EDC Budget/ Project Overview of data since June 1st
2004. Also provided were copies of the End of Year Report for 2003 and the
January-June 2004 EDC Report. Spurlock
& Wrigger advised the commissioners how EDIT Funds are used that are
provided to the EDC. Commissioner Folz ask for a motion to give 12% of the EDIT
to EDC. Commissioner Little made the motion to give 12% EDIT to EDC and no
second. Commissioner Reiners advised that he wanted to look into it a little
further before any decision was made. Commissioner Folz ask for an motion to
table to next meeting. Commissioner
Reiners made the motion to table to next meeting seconded by Commissioner
Little. Motion approved by 2 (two) Commissioners Little/Reiners. Commissioner
Folz could not vote due to being on the EDC Board.
John Graf, updated the commissioners on the Bridge inspections and inventory for
Ripley
County
.
Commissioner Reiners made the motion to place two new stops signs at 1300 N
& Schneider Rd intersection (Penntown) and making it a 4 (four) way stop
effective August 2nd, 2004 at 12:00 noon seconded by Commissioner
Folz. Motion approved unanimously.
Scott Melling,

Director updated the commissioners about billing concerns.
Commissioner Folz made the motion to estimate $25,000 for courthouse roof
seconded by Commissioner Reiners. Motion approved unanimously.
Commissioner Folz made the motion to adjourn until the next meeting on July
19th, 2004 @ 8:00 AM, in the Ripley County Annex,
