Commissioner's Meeting Minutes for June 29, 2009

June 29, 2009

The Ripley County Commissioners opened their meeting promptly at 7:00AM, Monday, June 29, 2009 at the Ripley County Highway Department, Osgood, Indiana.

Meeting was called to order promptly at 7:00AM with Robert Reiners, Gary Stutler and Mark Busching in attendance at the Highway Department.

Mary Ann McCoy, Ripley County Auditor also was present for the meeting at the Highway Department.

Julie Brancamp, Ripley County Park/Fairgrounds updated the Commissioners on the park grounds and presented the Commissioners quotes for tree removal & clean up at the Park/Fairgrounds from the following: Rosemeyer’s Painting & Tree Service   $9,500, Grossman Tree Service $7,240, Hughes Tree Service $7,000 and Smith Tree Service $3,500.

Commissioner Busching made a motion to accept the bid on the tree removal from Smith’s Tree Service for $3,500 seconded by Commissioner Stutler. Motion approved unanimously.

Commissioner Busching made a motion to recess to the Ripley County Annex, Versailles, In. for the rest of the Commissioners meeting, seconded by Commissioner Stutler. Motion approved unanimously.

Commissioner Busching made a motion to reconvene the Commissioners meeting from the Ripley County Highway Department, Monday, June 29, 2009 at the Ripley County Annex, Versailles, In. promptly at 8:00AM with the Pledge of Allegiance seconded by Commissioner Stutler. Motion approved unanimously.

Commissioner Robert Reiners, Gary Stutler and Mark Busching were all in attendance at the Ripley County Annex for the rest of the Commissioners meeting.

Auditor McCoy was present for the meeting at the Ripley County Annex and County Attorney Neil Comer was present to answer legal questions.

Commissioner Busching made a motion to approve the minutes from the Commissioners meeting on June 15, 2009 seconded by Commissioner Stutler. Motion approved unanimously.

John Lohrum, Ripley County Maintenance advised the Commissioners that Quality Plumbing and Heating were down last week to work on the air conditioning and everything is running at the present time. Lohrum advised the Commissioners that the sidewalk in front of the Juanita Bauer residents/County Annex is in need of repair and that he had talked to the Town of Versailles and that the Trash Pickup is in need of an electric/telephone line being raised (to keep from hitting truck).

Kelly Vollet, Technology Director advised the Commissioner that Prenta Cochran PC Systems advised that she had finished the audit of the phone bills and her fees are based on 50% of the total saving. Two years from the last Commissioners meeting should be the ending date of PC Services contract.

Ron May, AECON thanked the Commissioners and people of Ripley County for their ambulance service in the county. May advised the Commissioners that Bridge #39/Michigan Road is not in the Federal System and recommended not doing anything at the present time. Commissioners need to get Bridge # 39 in the Federal aid system.

Commissioner Busching made a motion to sign the certification that no additional right of way was required for the attached construction projects for (Chip & Seal on CR850W, from Holton town limits to CR500N, thence east on CR500N to Cr 850 W, thence north on CR 850W to Cr 600N, thence west on CR 600N to CR 900W, thence North on CR 900W to the Decatur County Line and HMA Overlay-PM Friendship Road from SR62 to CR 300S, thence west on CR 300S to CR 400E, thence north on CR 400E to US 50) seconded by Commissioner Stutler. Motion approved unanimously. Commissioner Stutler made a motion to sign the  Utility Coordination Certification for Placement of Chip & Seal on CR850W, From Holton town limits to CR 500N, thence east on CR500N to CR 850 W, thence north on CR-850 to CR 600N, thence west on CR 600N to CR 900W, thence North on CR 900W to the Decatur County Line, and Railroad Road from Michigan Road to Osgood in Ripley County and HMA Overlay-PM, Friendship Road from SR 62 to CR 300S, thence west on CR 300S to CR 400E, thence north on CR 400E to US 50, Michigan Road from U.S. Rte. 50 to U.S. Rte. 421, and Millhousen Road from the Decatur County line to U.S. Rte. 421 in Ripley County, Indiana seconded by Commissioner Busching. Motion approved unanimously.

Oliver E. Nelson, Energy Systems Group updated the Commissioners on an energy saving program. Commissioners Busching made a motion to take the Energy System program under advisement seconded by Commissioner Stutler. Motion approved unanimously.

Shawna Bushhorn, Ripley County Assessor presented the Ripley County GIS Limited Use Agreement from Tyler Technologies, Inc. Commissioner Busching made a motion to sign the GIS Limited Use Agreement between Ripley County and Tyler Technologies, Inc seconded by Commissioner Stutler. Motion approved unanimously.

Jeff French, Ripley County Surveyor suggested that the Commissioners do a site visit per the Petition for Removal of Obstruction in Water Course filed by Evelyn Smith, 4677 E St Rd 350, Milan, Indiana against Michael Webb, 4871 E. St. Rd 350, Milan, Indiana on Thursday, July 13th @ 2:00PM at the site.

Commissioner Busching made a motion to pay the claim from Quality Plumbing and Heating for the failing compressor for $1,620 seconded by Commissioner Stutler. Motion approved unanimously.

Commissioner Stutler made a motion to sign the Ripley County Public Health Emergency Response (All Hazards) Plan & Memorandum of Understanding between Ripley County Health Department and Commissioners seconded by Commissioner Busching. Motion approved unanimously.

Commissioner Stutler made a motion to adopt the Ordinance of Ripley County/Setting fees for County Coroner seconded by Commissioner Busching. Motion approved unanimously.

Commissioner President Reiners signed the claim from Southeastern Indiana Regional Planning Commission for $50.

Commissioner President Reiners signed the Contract for Services between Ripley County and the Ripley County Historical Society for the 2009 services.

Commissioner Busching made a motion to adjourn the Commissioners Meeting until the next meet on Monday, July 13th @ 7:00AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Stutler. Motion approved unanimously.
