Commissioner's Meeting Minutes for 06/21/04
June 21, 2004

Commissioners met on
Monday June 21st, 2004
in the Ripley County Annex,
Versailles
,
Indiana
.
John Little, Commissioner President called the meeting to order promptly at
8:00AM with Commissioners Chuck Folz & Robert Reiners in attendance.
Mary Ann McCoy, Auditor of Ripley County acted as secretary for the board of
commissioners.
Neil Comer was present to advise the Board on legal matters.
The Board signed the payroll check register and claim register for
June 21st, 2004
.
Kelly Vollet, Technology updated the commissioners on the state program that
would allow the public to pay property taxes on line with a credit card at no
cost to the county. Commissioner Folz made the motion to sign the Intellenet
Commission Authorized User Service Agreement and the Amendment-Schedule A
Service Order for Electronic Payments seconded by Commissioner Reiners. Motion
approved unanimously.
Vollet also advised that Maximus has entered into an agreement to acquire
Manatron’s Judicial Suite of products and services.
Commissioner Reiners made the motion to allow the assignment of Manatron
to Maximus seconded by Commissioner Folz. Motion approved unanimously.
ene Bishop, Maintenance updated the commissioner on the air condition/Court
House, gutters/Annex and turned in a bid on a new lawn mower for the county.
Judge Morris, Judge Taul and several other Office Holders appeared in front of
the commissioners with concerns about the day off on
June 11, 2004
. Judge Morris advised the commissioners that if they withheld the pay for that
day, they could have to pay double and attorney fees.
Commissioner Little advised that they had decided that they would pay
those that were on salary and the hourly would not get paid.
Jim Lovins, Dog Warden appeared in front of the commissioners and advised that
he would be on vacation for 10 days and that Nick Knownton would be his
replacement for those days off.
Sam Row, Area Planning Commission appeared in front of the commissioners about
the HNTB/Comprehensive Plan and recommended that the county hire Harry C.
Sheridan as a consultant for the purposes of providing advice and direction to
the Contracting Agency and the Ripley County Area Plan Commission.
Commissioner Reiners made an motion to hire Harry C. Sheridan to work
with the Area Planning Commission /Comprehensive Plan seconded by Commissioner
Folz. Motion approved unanimously.
Commissioner Reiners made a motion to increase the budget of Soil & Water
$872.00 seconded by Commissioner Little. Motion approved unanimously.
John Bauer, Maximus appeared in front of the commissioner and updated them on
the services of Maximus. Commissioners signed the Agreement To Provide
Professional Consulting Services to Ripley County for (1) year. Maximus will
prepare the plan based upon year-end financial data for 2004.
John Gause/Apex Benefits Groups Inc. endorsed by Association of Indiana County
appeared in front of the commissioners about the health insurance in the county.
Gause will prepare a quote for the health insurance for 2005.
Commissioner Reiners made the motion to give a favorable recommendation of
$5,000 to the council per the commissioner’s budget for 2005 seconded by
Commissioner Folz. Motion to approve was unanimous.
Bill Davison, Sheriff of Ripley County updated the commissioners on the jail
inspection. It was suggested that a new 11ft fence/with gate be installed for
the security of the jail. Commissioner Reiners made the motion to install the
fence and gate seconded by Commissioner Folz. Motion approved unanimously.
Paul Anderson, Farm Bureau appeared in front of the commissioners with concerns
about the closing of the CSX Railroad and would like for the county to send a
letter in support.
Commissioners advised that
Ripley
County
contracts the Dog Warden.
Commissioner Folz made a motion to approve the minutes as corrected seconded by
Commissioner Reiners. Motion approved unanimously.
Commissioner Folz made a motion to proceed with a suit against CSX Railroad for
collection of the Railroad Bridge CSX
Seconded by Commissioner Reiners.
Motion approved unanimously.
Commissioner Reiners made a motion to sign the agreement for Consulting Services
for 2005 budget preparation and any/all funding and financing with Frank Cumming
seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Reiners made a motion to put $10,610 in the commissioners budget
for Southeastern Indiana Regional Planning Commission and seconded by
Commissioner Folz. Motion approved unanimously.
Commissioner Reiners made the motion to go with Maximus for (1) year agreement
to prepare a plan based upon year-end financial data for 2004 seconded by
Commissioner Folz. Motion approved unanimously.
Scott Melling, EMS Director updated the commissioners on the billing for
Ripley
County
and advised the commissioners that the
EMS
budget for 2004 is short $150,000.
Commissioners signed the Right-Of-Entry/Busching Bridge from the Indiana
Department of Natural Resources.
Commissioner Folz made the motion to adjourn until the next meeting on
July 19th, 2004
