Unapproved Commissioner's Meeting Minutes for 06/20/05

June 20, 2005

The Ripley County Board of Commissioners met on Monday, June 20th, 2005 at the Ripley County Annex, Versailles, Indiana. Commissioner Reiners promptly called the meeting to order at 8:00 AM and all stood for the opening pledge allegiance to flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell attended the meeting.

Mary Ann McCoy, Auditor of Ripley County acted as secretary for the Board of Commissioners.

Neil Comer, Attorney was present to advise the Board on legal matters.

The Board signed the payroll check and claim register for June 20th, 2005.

Commissioner Folz made the motion to approve the minutes from June 6th, 2005 seconded by Commissioner Nickell. Motion approved unanimously.

Gene Bishop, Maintenance updated the commissioners on work that is being done in the courthouse.

Commissioner Folz made the motion to approve An Ordinance to Amend the Unified Zoning Ordinance of Ripley County, Indiana Part of the S. ½ of Section 21, Township 10 North, Range 12 East (Adams Twp. 3.29 Acres) (Lawrence Meyer/Lammers Pike) from R-1 to R-B seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Nickell made the motion to approve An Ordinance to Amend the Unified Zoning Ordinance of Ripley County, Indiana Part of the N.W.1/4 of Section 4, Township 9 North, Range 12 East (Adams Twp. 2.0 Acres) (Dennis Belter) from A-2 to R-B seconded by Commissioner Folz. Motion approved unanimously.

Sam Row presented to the commissioners the recommendation from the Zoning Commission on handling complaints regarding unsafe building in Ripley County and the enforcement of the Ripley County Unsafe Building Law, Ordinance No # 2004-31. Commissioner Nickell made the motion to give Area Planning & Zoning the authority to continue with Unsafe Building Law procedure seconded by Commissioner Folz. Motion approved unanimously.

Karen McKinley, River Valley Resources presented the commissioners with the Community Work Experience Program Agreement for Ripley County. Commissioner Folz made the motion to go with the Community Work Experience Program/Ripley County Division of Family Resources seconded by Commissioner Nickell. Motion approved unanimously.

Kelly Vollet, Technology Coordinator suggested that the commissioners were in need of a projector screen for the Commissioners Room. Vollet presented a price of $238 for a 7ft. screen. 

Commissioner Nickell made the motion to sign the Lease Agreement for Commercial Property with Louise Mitchell to use the Hunter Building/Washington Street for storage of records for Ripley County seconded by Commissioner Folz. Motion approved unanimously.

Becky Reatherford, Ripley County Soil & Water Conservation requested that the appropriation of $9,800 be included in the Commissioners budget for 2006.

Scott Melling, EMS Director & Jason Smith, Rescue 69 updated the commissioners on concerns (serving Ripley County & Jennings County) that had been brought to the commissioners at the last meeting. Smith advised that no contracts have been signed with Jennings County and that no tax dollars from Ripley County will go for service to Jennings County (two separate accounting systems).  Commissioner Reiners suggested that they take a long look at the way they are doing this project and thanked both units for support to Ripley County.

Bob Faulk updated the commissioners on the Busching Bridge project and stated that they should be finished by late July.

Commissioner Nickell made the motion to approve the purchase of the 7Ft projector screen from Cum Cap Fund for $238 seconded by Commissioner Folz. Motion approved unanimously.

Ginga Sandlin, Safe Passage & Rick Hertel Prosecutor requested that money be appropriated for Safe Passage in the commissioners’ 2006 budget.

Charlene Keck, Health Department Vital Records presented concerns about taking the CPR training due to the liability.

Paul Hardy Sr., Austin Hardy Insurance advised the commissioners that he would like to get claims history & names of people on the current health insurance.

Commissioner Nickell made the motion to purchase outside chiller unit for the courthouse due to an emergency (Cooling system went down & not enough time to bid or manufacture and a compatible unit was found in Alabama at a competitive price) seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Nickell made a motion to rescind the motion for the adoption of the Unsafe Building Law procedure seconded by Commissioner Folz. Motion approved unanimously. 

Commissioner Nickell made a motion to sign the GFC Agreement to provide consulting Services to Ripley County seconded by Commissioner Folz. Motion approved unanimously.

Commissioners signed the Contract for Services with Safe Passage, Inc for $24,000 for the 2005 year.

Commissioners signed the Contract for Services with Community Mental Health Center, Inc. for $150,000 for the 2005 year.

Commissioners signed the Contract for Services with Family Connections for $5,000 for the 2005 year.

Commissioner Reiners signed the Indiana Department of Transportation LPA Claim Voucher for the Ripley County Bridge # 46/ Busching Covered Bridge.

Commissioner Folz made the motion to adjourn until the next regular meeting on July 1, 2005 @ 8:00AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
