Unapproved Commissioner's Meeting Minutes for 06/19/06
June 19, 2006
The Ripley County Commissioners met on Monday, June 19th, 2006 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M. all stood for the opening pledge to the flag.
Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Neil Comer, County Attorney was present to advise the Board on legal matters.
Johnnie Lohrum, Maintenance updated the commissioners on the work that he is working on at the courthouse/EMS and advised that the rider mower is broken. Lohrum advised that we will need to purchase a new mower and a snow blower for the winter months.
Commissioner Folz made a motion to change the regular meeting of the Ripley County Commissioners from Monday, July 3rd to Friday, June 30th, 2006 seconded by Commissioner Nickell. Motion approved unanimously.
Gene Huntington, Friendship, Indiana presented concerns about the yellow lines/signs at the camp grounds in Friendship, Indiana. Huntington suggested that the signs be put up the week before and left up through the shoot week. Commissioner Nickell will take care of this matter.
Commissioner Reiners presented the position of Emergency Management Director for Ripley County to Danny Mulford presently the Assistant Emergency Management Director. Danny Mulford, Deputy Emergency Management Director advised the commissioners that he could not accept the directors position and advised that he would continue as the part time deputy director. Mulford recommended Wayne Peace as the EMA Director. Commissioner Folz made a motion to appoint Wayne Peace as the new Emergency Management Director effective July 1st, 2006 seconded by Commissioner Nickell. Motion approved unanimously.
Kelly Vollet, Technology Director advised the commissioners that the fire lock box is in place at the courthouse and keys for the courthouse are inside the lock box. Master keys to the lock box at the courthouse are in the hands of the Versailles Fire Department.
Tad Brinson, Area Planning Commission and Steve Meyer, Building Inspector advised the commissioners that the building code fees had not been changed since 2001 and presented a draft of changes to the Residential Permit Fee Schedule and the Commercial Permit Fee Schedule.
Robert Demaree, Colonial Insurance advised that he is the agent of record for Colonial Insurance and advised that he would be bringing in someone to come to the county on a regular schedule.
Derek Callaway, 5576 E. North 1150, Sunman, In. (Spades) appeared in front of the commissions about a building permit extension on his personal home he is building. Commissioner Folz made a motion to approve a 6 months or less extension of a building permit for his personal home seconded by Commissioner Reiners. Motion approved unanimously.
Ted Spurlock board member of the Economic Development Board presented Pam Weiler, Batesville/ Sunman area as the new secretary for Economic Development. Spurlock advised they have had approx. 20 applications for the new Economic Development Director and they will start interviewing on Wednesday, June 21st, 2006.
Kris Hall, Heart house presented a budget of $5,000 for the year of 2007 to the Ripley County Commissioners. Hall advised that the budget is the same as 2006.
Julie Schafer, Lifetime Resources/Catch a Ride presented a budget for $28,000 for the year of 2007 to the Ripley County Commissioners.
Commissioner Folz made a motion to approve the minutes of the June 5th commissioners meeting seconded by Commissioner Reiners. Motion approved unanimously.
Auditor McCoy presented a budget for $10,300 for The Ripley County Historical Society, Inc for the year 2007.
Herman Strumpf updated the commissioners on a project that he is working on concerning piping water to the county. Strumpf advised that he has a meeting set with Representative Duncan on Tuesday evening and will get back to the commissioners on this project.
Jeff French, Ripley County Surveyor and Bryan & Terri Trowbridge, 250 West have 20 acres on 250 West and wants to build a new house. French advised that the Trowbridge’s would like the county to grant permission to run the septic system on the county right of way to the Mark Smith’s natural drainage swell. Trowbridge will take to Smith and bring back to the Commissioners.
Jeff French, Ripley County Surveyor and Grover Miller purposing a 3 lot subdivision on 300 South off Benham Road. Miller advised that he needs a letter from the Commissioners saying that the road is capable of travel. Ripley County Highway & Commissioner Nickell will look at the road in the Miller subdivision.
Commissioner Folz made a motion to approve and sign the Annual Report of The Board of Commissioners seconded by Commissioner Reiners. Motion approved unanimously.
Ginger Bradford, Ripley County Clerk presented concerns to the commissioners on the payroll pickup. Commissioners do not want any payroll checks picked up until they approve them on their meeting day. Bradford advised that it isn’t fair to the rest who are not on direct deposit to have to wait to get their checks on commissioner's meeting day, when the rest have their money in their bank account the morning of pay day. Auditor McCoy will check with the bank on this matter.
Ric Hertel, Ripley County Prosecutor advised the commissioners that he receives a Victim Assistants Grant and is contracted with the state. Commissioners advised that it had been decided that original receipts are to be turned in with claim to be reimbursed
John Graf updated the commissioners on Bridge#100.
Commissioner Folz made a motion to adjourn until the next regular meeting on Friday, June 30th, 2006 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Reiners. Motion approved unanimously.
