Unapproved Commissioner's Meeting Minutes for June 16, 2008

June 16, 2008

The Ripley County Commissioners met on Monday, June 16th, 2008 at the Ripley County Annex, Versailles, Indiana.

Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.

Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance. 

Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.

Neil Comer, County Attorney, was present to advise the Commissioners on legal matters.

Johnnie Lohrum, Maintenance advised that Commissioner Nickell & Lohrum had gone to the Versailles Town Board Meeting and advised the town board that the courthouse clock has moister under the clock. Lohrum advised that the Versailles Town Board will be sending a contractor to look at this situation.

Commissioner Nickell made a motion to approve the Commissioner minutes of June 2nd seconded by Commissioner Folz. Motion approved unanimously.

Amy Copeland, Brown Township Trustee questioned who was to pay for the batteries in the Cross Plain weather siren. Commissioner Nickell advised that the Cross Plains Foundation is to pay for the batteries & replacement of the batteries.

Tad Brinson, Area Planning Commission advised the Commissioners that he had two favorable rezones from the Planning Commission.  Commissioner Folz made a motion to approve the rezone for Part of the East Half of the N.E. ¼ of Section 1, Township 6 North, Range 10 East. Shelby Twp. / 5123 W. Co. Rd. 500S., Holton, In.  Five (5) acres (from the three (3) acres to five (5) due to acres too small for what they are doing per Commissioner) from A-2 Agricultural to Roadside Business  for Levi Beiler seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Folz made a motion to approve the rezone of Part of the N. W. ¼ of Section 6, Township 6 North, Range 11 East. Shelby Twp./4918 W. Co. Rod 500S, Holton, Indiana for five (5) acres from A-1 Agricultural to Roadside Business for Elam Beiler seconded by Commissioner Nickell. Motion approved unanimously.

Kelly Vollet, Technology advised the Commissioner that the Sheriff’s Department & 911 server went down and she is currently working to get it back up and running. Vollet also advised that she will not be having a technology meeting this month.

Kathy L. Kelly, Southeastern Indiana Regional Planning Commission updated the Commissioners on the Grants that they had assisted Ripley County  with since 1985.

Julie Schafer, Lifetime Resources updated the Commissioners on services to Ripley County for the fiscal year 2007. Schafer advised that approx. 1,631 residents were served in Ripley County for 2007 and their local request from Ripley County is $28,000 for the 2009 budget.

Tom Grills, Ripley County Sheriff updated the Commissioners on some issues (elevator & service doors) at the Jail. Commissioners will have John Graf take a look at the situation. Commissioners agreed to let Grills have a door installed in the fencing at the Jail. QPH will look at the control board at the Jail and see what is needed.

Commissioners signed the Policyholder Disclosure Notice of Terrorism Insurance coverage for the HCC Insurance Company.

Commissioners promptly at 10:00AM awarded the quotes for Bridge #89.

E & H ----------$92,007.10

CPI--------------$88,699.81

Commissioners advised that they were going with E & H for Bridge # 89  and advises that CPI was not a complete quote. Commissioner Folz made a motion to award the quote to E & H for bridge #89 at a cost of $92,007.10 seconded by Commissioner Nickell. Motion approved unanimously.

Donna McCool, Sunman, Indiana advised the Commissioners that a petition for the Sunman Regional Sewer District is under consideration by IDEM.  Commissioners advised that they did not signed the petition and that at this time it would impose a lot of cost to the people of Ripley County. Commissioner Folz made a motion to send a letter to Lynne L. Newlon, IDEM in reference to the Sunman Regional Sewer District seconded by Commissioner Nickell. Motion approved unanimously.   Commissioners signed a letter to the attention of Lynne L. Newlon, IDEM in relation to the Sunman Regional District and advised that the Commissioners declined and collectively felt that there was not a need for the sewer district. Commissioners do not support the petition and do not see sufficient need for the Regional Sewer District.

Virgil Woluing & Ron Smith appeared in front of the Commissioners with a concern about Prattsburg Rd (250yd section) that is closed and would like for it to be reopened. Commissioners advised that it would be the property owners that would need to request that the road be opened and that the road would have to brought up to the county’s specifications at the cost to the property owners.

Auditor McCoy advised the Commissioners that the state will be paying .44 per mile as the new mileage rate effective July 1st. Commissioners agreed to change the mileage rate to .44 effective July 1st.

Commissioner Folz made a motion to adjourn until the next Ripley County Commissioners Meeting on Monday, June 30th, 2008 @ 8:00AM in the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell.  Motion approved unanimously.
