Unapproved Commissioner's Meeting Minutes for 06/05/06

June 05, 2006

The Ripley County Commissioners met on Monday, June 5th, 2006 at the Ripley County Annex, Versailles, Indiana.

Commissioner Reiners promptly called the meeting to order at 8:00A.M. all stood for the opening pledge to the flag.

 Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.

Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.

Neil Comer, County Attorney was present to advise the Board on legal matters.

Don Dickey & Robert McCreary, Labor Commission & Consultant to the Governor, updated the commissioners on the state construction wage policies. McCreary advised that they do not want the apprenticeship program taken out of the Indiana Common Construction Wage Act. Commissioner Reiners advised that they will send a letter of support.

 Johnnie Lohrum, Maintenance updated the commissioners on the work that he is working on at the courthouse and advised that he had found cigarette butt holders for $66 each at Holcombís True Value Home Center, Inc. Commissioner Folz made a motion to approve the purchase of 6 butt holders seconded by Commissioner Nickell. Motion approved unanimously.

Tad Brinson, Area Planning Commission and Steve Meyer, Building Inspector advised the commissioners that they need to upgrade the building code. Meyer advised that permits are running out and money will be returned to the county general. A letter will be sent advising that the permit is running out and that they will loose the deposit. Reiners advised that if the permit is running out, they will have to come in front of the commissioners for an extension. Brinson will draft a new building permit ordinance for the commissioners.

Gary Stutler advised the commissioners that complaints had been made due to him painting yellow lines and no parking sign on the county road, at the entrance to the Old Mill Camp grounds. Commissioner Nickell had given permission to Stutler to place a no parking sign for two weeks during the shoot. Stutler advised that they would come back after the shoot and make it official. Commissioners will check with the county attorney on this matter.

Kelly Vollet advised the commissioners that testing on the fiber cable was successful and project is completed.

Becky Reatherford, Soil & Water presented to the commissioners the 2007 budget request of $13,000. This is a raise due to a required payment of rent to the Natural Resources Conservation Service and they would like to acquire 2 cell phones for SWCD.

Andy Bryant, Ripley County Health Department and Steve Ankney presented an easement for a septic system line running from the septic tank to beneath Finks Rd. to the absorption field located at T. 8N, R. 11E, Section 23 Center Twp. Commissioner Nickell made a motion to run the easement for septic system under Finks Rd seconded by Commissioner Folz. Motion approved unanimously.

 

 

 

Commissioner Folz made a motion to approve the minutes from the May 22nd, 2006 seconded by Commissioner Reiners. Motion approved by Folz and Reiners, due to Commissioner Nickell not being present at the last meeting.

Jerry F. Fry, Ripley County EMA Director advised the commissioners that he had decided to resign as Director of the Ripley County Emergency Management Agency effective July 1st, 2006. Fry advised that it needs to be a full time employee instead of a part time. Commissioner Folz made a motion to accept the resignation of Jerry F. Fry, Director of the Ripley County Emergency Management Agency effective July 1st, 2006 seconded by Commissioner Nickell. Motion approved unanimously. Commissioners thanked Fry for his hard work as the EMA Director.

Covell  Mills & Denver Mills appeared in front of the commissioners with questions on the roads (depth of rock & black top) for the subdivision  whether this is to be done now are later.  Mills advised that the subdivision is approved. Commissioners advised that according to the guidelines for roads in new subdivisions a GEO Tech firm must be hired by the developer, at his or her own expense, to test the road site before any work begins. The test may require boring, compaction test or whatever the tech firm deems necessary to check for a good road base and finish. The firm will submit a written report to Superintendent of the Ripley County Highway Department, The County Surveyor, Executive Director of the Planning and Zoning Department.

Commissioner Folz made a motion to give permission to the Versailles Lions Club to use the courthouse lawn and lower level of the restrooms during the Chicken BBQ & Car Show on Saturday, June 24th, 2006 seconded by Commissioner Nickell. Motion approved unanimously.

Doug Skinner, Hoosier Dental Plans appeared in front of the commissioner with new vision and dental plans. Commissioner Reiners suggested that he come back and talk to the employees to see if the employees are interested in the plan, in the mean time do some comparisons to the current plan.

Commissioner Reiners advised that Fred Swinney, Outdoor Creative Concepts would like to donate a bench in memory of his father, William Adrian Swinney. Commissioner Nickell will take care of this matter.

Commissioner Folz made a motion that all checks are be held until claims are signed seconded by Commissioner Nickell. Motion approved unanimously.

John Graf advised the commissioners that work is being done on Bridge#100 and advised that it would be possibly 5 months before bidding is done on Bridge #8.

Commissioners had questions on the claim paid to Evans Supply and requested that the Recorder, Tammy Borgman answer some questions. Commissioners questioned that Robbie Evans is working at home instead of in the Recorders Office. Borgman advised the commissioners that Robbie Evans is working on miscellaneous records for the recorders office at home and being paid under Evans Supply due to the taxes. Borgman advised that she had spoke to Tammy White at the State Board Accounts and if contracted as a vendor, taxes can be taken out and reported under the corporation. Borgman advised that she is paying Robbie Evans out of the Perpetuation Fund on a contractual basis to check on the miscellaneous records. 

 

 

Commissioners had a short discussion on reimbursement of meals/Per Diem to the county employees in reference to Prosecutor Hertel from a prior meeting. Commissioner Folz made a motion that all bills turned into the Auditorís office will be accompanied by an actual receipt (no hand written receipts) seconded by Commissioner Nickell. Motion approved unanimously.

Commissioners decided that Commissioner Nickell will take care of the matter at the Old Mill Camp Ground, Friendship reference (no parking sign).

Commissioners received word from the Indiana Department of Natural Resources that the Versailles School and Tyson Auditorium , 100 S High Street, Versailles, In. has been entered in the National Register of Historic Places on April 19, 2006.

Commissioners signed a letter to Jim Amos, Director Margaret Mary Community Hospital and Nancy Marticke, Vice President, Patient Services asking that they continue financial assistance to the EMS program in Ripley County.

Commissioners decided that the commissionerís meeting on July 3rd, 2006 be changed to Friday, June 30th, 2006 due to the holiday.

Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, June 19th, 2006 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Reiners. Motion approved unanimously.
