Unapproved Commissioner's Meeting Minutes for 05/23/05

May 23, 2005

The Ripley County Board of Commissioners met on Monday, May 23^rd, 2005 at the Ripley County Annex, Versailles , Indiana .

       Commissioner Reiners promptly called the meeting to order at 8:00 AM and all stood for the    

       opening pledge allegiance to flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell

        were in attendance for the meeting.

Mary Ann McCoy, Auditor of Ripley County acted as secretary for the Board of Commissioners.

Neil Comer, Attorney was present to advise the Board on legal matters.

The Board signed the payroll check and claim register for May 23^rd, 2005.

Commissioner Nickell made the motion to approve the minutes from May 9^th, 2005 seconded by Commissioner Folz. Motion approved unanimously.

Gene Bishop, Maintenance advised the commissioners that a chiller in the attic of the courthouse has went out and needs to be replaced. Commissioners will check on this matter. Bishop updated the commissioners on other projects at the courthouse.

Tad Brinson, Area Planning Commission presented the commissioners with the resignation of Henry Nickell from the Area Planning Commission Board. Commissioner Nickell made the motion to appoint Maureen Sheets, 3589 W Co Rd 800 S, Versailles, In. to replace Henry Nickell as the Commissioners appointment to the Area Planning Board seconded by Commissioner Folz. Motion approved unanimously.

Kelly Vollet, Technology Coordinator advised that the Technology Board had set standards for the computer and printers for Ripley County and would like to add Dell laser printers to the list. This is due to the state contracting with Dell. Commissioners agreed to the addition of Dell to the computer/printer list for Ripley County .  Vollet advised that she would be on vacation the week of June 6^th, 2005.  Vollet also advised that the Town of Versailles has approved the fiber cable running from the Annex to the Ripley County Jail.

 Tammy Borgman, Recorder and several other office holders advised the commissioners that at the last Budget meeting with the Council, it was stated, no raises for anyone in 2006. Borgman & Office Holders are requesting that the commissioners consider giving 5 additional days as (personal days) off due to the salary freeze for 2006, after they have worked one year. Commissioners will make a decision on this matter after the budget is set for 2006.

Ginger Bradford, Clerk, Circuit Court updated the commissioners on the (15) Polling places and their handicap accessibility.  Bradford advised that the new handicap voting machines from the state will cost approx. $5,700 & the state should pick up approx $4,000 for each machine. Commissioner Folz made the motion for the commissioners to sign the Resolution Concerning the Accessibility of Polling Places and The Administration of (HAVA-THE HELP AMERICA VOTE ACT OF 20020 FUNDS) for the Clerk (Ginger Bradford) and to see if dollars are available for the handicap voting machines seconded by Commissioner Nickell. Motion approved unanimously.  

Commissioner Folz made the motion to change the voting place for Otter Creek 1 & 2 from Holton Fire House to Holton Community Building seconded by Commissioner Nickell. Motion approved unanimously.

Clerk Bradford advised the commissioners that Shelby/New Marion Fire Department is not handicap accessible and that she had talked to the New Marion Church, they will get back to the commissioners on this change. Bradford also advised that Adam/Sunman Community Building is not handicap accessible and may make a change to the Legion  in Sunman, Laughery 1/Coon Hunters Building has a ramp but no rails, needs to be corrected & Washington 1/Elrod Community Building has a ramp and may meet the handicap accessibility.

  Bradford questioned the commissioners on the building for storage/contract with Louise Mitchell. Commissioners advised that they are working on the contract. Bradford also presented concerns about the structure of the county buildings/courthouse floors.  Commissioners advised that they would have John Graf, Barth & Assoc. to check for stress cracks and the floor in the courthouse (second Floor).

John Graf, Barth & Associates updated the commissioners on the Common Construction Wage Determination hearing for Ripley County Bridge #100 on Coonhunters Road over Mollenkramer Reservoir. Commissioner Folz made the motion to appoint Robert Reiners as county legislative body for the wage determination hearing on bridge #100 seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Folz made the motion to appoint Bill Schrader as the taxpayers appointment of the awarding agency & Owen Heaton awarding agency appointee representing industry for the wage determination hearing on bridge #100 seconded by Commissioner Nickell. Motion approved unanimously.

Commissioners requested that John Graf get someone to look at the cooling & heating system for the courthouse.

Bob Faulk, Busching Bridge inspector updated the commissioners on the progress of the Busching bridge project.

Commissioners received from the Ripley County Park Board recommended values for the buildings at the Ripley County Park .

Commissioner Folz made a motion to make Hopewell Road & 300 W a 4 way stop instead of  a 2 way stop effective June 27^th, 2005 @ 12:00 Noon seconded by Commissioner Nickell. Motion approved unanimously.

Larry Eaton updated the commissioners about the 2005 Lobbyist Activity Report.

Jerry Vollmer & Brad Samples, Main Source Insurance updated the commissioners with the claim report for the current year.

Commissioners agreed that Tim McCormick will go over the heath Insurance quotes for Ripley County for 2006.

Dana Riddle, SIRPC updated the commissioner on the Rural Business Enterprise Grant/ Revolving Loan Fund/ USDA Rural Development.

Commissioners signed the Contract for Services with Heart House Inc. for 2005 for $5,000.

John Graf, Barth Associates reported back to the commissioners that the courthouse looks the same as it did 12 to 15 years ago.

Commissioner Folz made the motion to adjourn until the next regular meeting on June 6th, 2005 @ 8:00AM at the Ripley County Annex, Versailles , Indiana seconded by Commissioner Nickell. Motion approved unanimously.
