Unapproved Commissioner's Meeting Minutes for 05/22/06

The Ripley County Commissioners met on Monday, May, 22nd, 2006 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M., all stood for the opening pledge to the flag and a moment of silence in memory of Gene Bishop. Commissioners Robert Reiners and Chuck Folz were in attendance and due to a health problem Lawrence Nickell was not in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Neil Comer, County Attorney was present to advise the Board on legal matters.
Commissioner Reiners advised Rick Hertel, Prosecutor to continue as they were doing and the commissioners would make a decision on the claim process as soon as commissioner Nickell returns to work.
Johnnie Lohrum, Maintenance updated the commissioners on the work that he is working on at the courthouse and EMS. Auditor McCoy advised the commissioners that Fred Swinney, Outdoor Creative Concepts would like to donate a picnic table to be placed by the memorial, in memory of his father. Commissioners will make a decision on this matter when commissioner Nickell returns.
Commissioner Folz made a motion to approve the minutes from the May 8th, 2006 meeting seconded by Commissioner Reiners. Motion approved unanimously.
Tad Brinson, Area Planning Commission had nothing to report to the commissioners.
Steve Meyer, Building Inspector reported that under the Indiana State Code a Mobile Home with a steel frame has got to have an Indiana State Seal on it and they can not be accepted in Indiana without the State Seal. Meyer advised that if the county had a building code it can override the state code.
Cathy May had concerns about the stop signs being placed around the courthouse. Commissioner Reiners advised that it is up to the town to place the signs around the courthouse.
Kelly Vollet advised the commissioners that Becky Reatherford, Soil & Water had requested at the tech meeting, that the county pay for 2 cell phones for 2006 and they would pick it up for 2007. Tech committee approved one cell phone and take from the commissioner’s budget for 2006. Vollet also advised that the recorder in the commissioner’s room is in need of a new surge protector. Commissioner Folz made a motion to purchase a new surge protector and take out of the commissioner budget seconded by commissioner Reiners. Motion approved unanimously.
Kevin Reid, H. C. Nutting Co. updated the commissioners on a wireless telecommunication. Commissioners Reiners advised that any cell towers have to go through Tad Brinson, Ripley County Planning Commission.
Tim Merkel & Dennis LeBlanc, Merkel Road presented concerns about the safety of the road. Merkel advised that rift raft is along the edge of the road, restricts the water and forces the water into the road. Several accidents have happen on this road in the last three months. A sign in the ditch and the bridge is too small. Commissioner Reiners advised that Merkel Road has been a problem for a while and that they had talked to the Highway Department about this matter. Reiners said that the bridge will be replaced and the county will try to widen the road a foot on each side. Reiners advised that one of the biggest problems is the water from the Industrial Park and that he would call the Mayor of Batesville to see if the city will work with the county to try and correct this problem. The commissioners were advised that another problem was the speed on this road and Commissioner Reiners will speak to the Sheriff about this concern.
Andy Bryant, Health Department and Steve Ankney presented an easement for a septic system line running from the septic tank to beneath Finks Rd. to the absorption field located at T. 8N., R. 11E Section 23, Center Twp. Commissioners will have Attorney Comer look at this matter.
John Gause, Anthem Insurance updated the commissioners on the health insurance for Ripley County. Gause advised that the county has a positive fund balance in the amount of $105,489.54 accumulate in accordance with the refund agreement. 30% or $31,646.86 of the fund balance is available for withdraw in cash, used to pay premium invoices, or transferred to a protected deposit balance.
Larry Eaton, Attorney for Towns of Holton, Milan, Napoleon & Versailles and would like to do an Inter local agreement with Ripley County and the Planning Commission to have the county building inspector do inspections for the towns. Eaton advised that inspections are a problem and they need someone at the towns’ expense to check unsafe building. They would need to make inspections, appear at hearings, extra expense would be paid by the towns. Attorney Eaton will take care of working up an agreement and bring back to the commissioners.
David Osborne, County Extension updated the commissioners on the County Park Liability polities and advised that he had gotten in touch with Purdue. Purdue delivered a certified copy of insurance to Jerry Vollmer.
Doug Skinner, Hoosier Dental & Vision Plans updated the commissioners on the plans and will return to the next meeting with information.
Commissioner Folz made a motion to go with Quality Plumbing & Heating, Greensburg, Indiana at $645 monthly for quarterly PMI’s / $7,740 annually seconded by Commissioner Reiners. Motion approved unanimously.
Donald Dunbar, Council Member advised the commissioners that the wagering money in the amount of approx. $95,000 a year should be invested and the interest going back to the fund.
Commissioner Folz made a motion to sign the GFC Contract for the twelve months (one year) of the Consulting Services with the agreement covering period beginning Thursday, June 1st, 2006 and ending on Friday, June 1st, 2007 seconded by Commissioner Reiners. Motion approved unanimously.
Commissioner Folz made a motion to let the ending balance ($31,646.86) ride with Anthem seconded by Commissioner Reiners. Motion approved unanimously.
Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, June 5th, 2006 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Reiners. Motion approved unanimously.
