Unapproved Commissioner's Meeting Minutes for 05/21/07

The Ripley County Commissioners met on Monday, May 21th, 2007 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.
Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Neil Comer, County Attorney was present to advise the Commissioners on legal matters.
John Lohrum, Maintenance updated the commissioners on projects in courthouse and advised the commissioners that he would be on vacation from the 18th of June through the 22nd.
Commissioner Folz made a motion to approve the minutes from the May 7th meeting seconded Commissioner Nickell. Motion approve unanimously.
Kelly Vollet, Technology and Shawna Bushhorn, Ripley County Assessor presented quotes from the Office Shop for a new Panasonic copier for $3,241.15 and the quote from Jackson Office Supply was $800 higher. Bushhorn advised that she would be able to give approx. $800 from her sales disclosure fund. Vollet advised that the Technology committee had recommended that the copy machine be purchased for the Assessor’s Office. Commissioner Folz made a motion to purchase the Panasonic Copier from the Office Shop for $3,241.15 paid from Riverboat equipment seconded by Commissioner Nickell. Motion approved unanimously.
Tad Brinson, Area Planning Commission & Steve Meyer, Building Inspector presented the commissioners (2) two unsafe building structure reports on Patrick Gray, 6021 E. US 50 Dillsboro, In/legal description/Effie May, Sub lot A and William H. Lovins, 5333 E. Co. Rd. 505, Milan, Indiana/ Property Address/5933 E. US. 50 Dillsboro, Indiana/ Legal Description/ Pt. N. E. ¼, 14-7-12. Commissioners will check on this situation.
Commissioner Nickell made a motion to approve the claims presented seconded by Commissioner Folz. Motion approved unanimously.
Sally Beckley, Lifetime Resources presented a request for the annual funding of $28,000 for Lifetime Resources. Commissioner Nickell made a motion to approve the request of $28,000 for Lifetime Resources for (1) one year seconded by Commissioner Folz. Motion approve unanimously.
Brad Samples and Randy Teltoe, Main Source Insurance updated the commissioners on the Inland Marine Insurance Proposal for the covered bridge #46. Bridge structure including foundations and approaches located at Laughery Creek east of Versailles, In Ripley County at a cost/ Direct damage/Limit $2,702,725/Rate $.734/Deductible $25,000/Premium $19,838. Flood & Earth Movement quote is $405. Commissioners will take this under consideration.
Duane Swingle 600 E. off of State Road 48 had a problem with the way the ditch is at the present time and asked the commissioners to straighten up the ditch. Swingle also presented a request to have the 550 (dead end road) chip & seal redone. Commissioners and Highway Superintendent will take a look at the situations and report back to Swingle.
Herman Strumpf reported to the commissioners on the Tri-County water district. Strumpf thanked the commissioners for the Indiana First report and advised the commissioners that he has two areas that he needs information on. Commissioners will look at this and get back to Mr. Strumpf.
James Bloemker, 2036 N. US Hwy. 421, Osgood, In. presented a Petition for Removal of Obstruction in Water Course. Bloemker advised the commissioners that his residence is across the road from a field that is being plowed to the highway ditch therefore the soil washes into his lake causing it to fill with soil every few years. Bloemker also advised the lake has been dug out 3 times in the last 13 years. Commissioners advised Mr. Bloemker that they will look at this situation.
Doug Thayer, Ripley County Park Board advised the commissioners that he had no complaints but that he had stopped to thank the commissioners for their help in purchasing the ground at the Ripley County Fairgrounds.
Commissioners consented to have the covers of the new Ripley County Book Map be sent to CORPRINT for publication. Katherine Taul, Tourism Director will report back to the commissioners with a proof of the covers for the book map.
Commissioner Nickell made a motion to appoint Anthony J. Wood to serve on the Friendship Regional Sewer District board seconded by Commissioner Folz. Motion approved unanimously. Commissioners signed a Uniform Conflict of Interest Disclosure Statement for Anthony J. Wood.
Jeff French, Ripley County Surveyor gave his drainage report to the commissioners due to the petition that had been filed with the drainage board concerning Rickey Roberts against Mark Acree. French reported that it is his opinion that to eliminate ponding of water onto the County Road Right-of-Way and the Robert’s property that the water level of the Acree Pond should be lowered by a minimum of 15 inches. French recommended that the County Drainage Board and County Highway Department Personnel visit the site to view the extent of flooding onto the Road right-of-way and the Roberts’s property, as well as damage to the County Road.
Commissioner Nickell made a motion to approve the Interlocal Cooperation Agreement to Share Riverboat Gaming Revenue, is hereby entered into by and among Switzerland County; BELTERRA RESORT INDIANA, LLC, a Nevada limited liability company; and Jefferson County, for itself and on behalf of other Jefferson County organizations; CRAWFORD COUNTY; and Ripley County , for itself and Sunman and Holton effective July 1st, 2007 seconded by Commissioner Folz. Motion approved unanimously. Commissioner President Reiners signed the Interlocal agreement.
Commissioner Folz made a motion to approve the contract with Frank Cummings, GFC, LLC for the consulting services agreement at a cost of $6,000 for a period beginning on Friday, June 1st, 2007 and ending on Sunday, June 1st, 2008 seconded by commissioner Nickell. Motion approved unanimously.
Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, June 4th, 2007 @ 8:00A.M. at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
