Commissioner's Meeting Minutes for May 18, 2009

May 18, 2009
The Ripley County Commissioners opened their meeting promptly at 7:00AM, Monday, May 18th, 2009 at the Ripley County Highway Department, Osgood, Indiana.
Meeting was called to order promptly at 7:00AM with Robert Reiners, Gary Stutler and Mark Busching in attendance at the Highway Department.
Mary Ann McCoy, Ripley County Auditor also was present for the meeting at the Highway Department.
Superintendent Heaton will check with Paul Rohe about using a distributor/chip box (20ft) with wings and what they would charge the county.
Superintendent Heaton advised the Commissioners that he had talked to FEMA and that Ripley County should receive approximately $65,000 plus for the ice removal.
Commissioner Busching advised Gary Norman, Ripley County Economic Development Director that money is not available to enhance the county’s portion of Country Club Drive, Milan, Indiana.
Commissioner Stutler advised that he had received a call from Melvin Meisberger concerning the Amish putting a sign on the corner of 550 & SR421. Meisberger wanted to know what county policy is for signs.
Commissioner Busching made a motion to recess to the Ripley County Annex, Versailles, In. for the rest of the Commissioners meeting, seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Busching made a motion to reconvene the Commissioners meeting from the Ripley County Highway Department, Monday, May 18th, 2009 at the Ripley County Annex, Versailles, In. promptly at 8:00AM with the Pledge of Allegiance seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Robert Reiners, Gary Stutler and Mark Busching were all in attendance at the Ripley County Annex for the rest of the Commissioners meeting.
Auditor McCoy was present for the meeting at the Ripley County Annex and
County Attorney Neil Comer was present to answer legal questions.
John Lohrum, Maintenance advised the Commissioners that had talked to the Town of Versailles about getting a quote from Atlas Company, on fixing the Clock Tower/Court House. Lohrum will take the quote to the Town of Versailles meeting on June 11, 2009.
Commissioner Busching advised that the sidewalk to the handicap ramp at the Courthouse needs to be fixed. Lohrum will get a quote to replace that section of the sidewalk.
Commissioner Stutler advised that the windows on the south of the courthouse need to be repaired (caulking around the windows) and suggested that Lohrum get a quote to repair the entire windows in the courthouse.
Kelly Vollet, Technology Director advised the Commissioner that Pam Moon, CASA worker is moving out of the Annex and would like to purchase the filing cabinet & desk. Commissioner Busching made motion to put the CASA furniture on the internet seconded by Commissioner Stutler. Motion approved unanimously.
Vollet updated the Commissioners on phase two of the property tax & personal property tax testing. There are three vendors doing the testing; Appraisal Reserve $7,250, Krow Co. $7,800 & GNA Assessment $5,000.
Aaron Bell-Southeastern Indiana Solid Waste District introduced himself to the Commissioners as the new director of Solid Waste and thanked the Commissioners for their help at the Recycle Center. Bell advised the Commissioners that the Center had been sprayed and some new rules on collections due to the bed bug issue.
Patty Ruble, Rachel Edwards & Robbie Evans (former Ripley County Assessor Office employees) updated the Commissioners about issues of concern while working in the Assessor’s Office. Ruble advised the Commissioners that Edwards resigned after her full-time position was reduced to a part-time employee, Evans had resigned and Ruble was fired in the last few weeks. Commissioners advised that they would have the County Attorney, Neil Comer listen to the recording and ask for his advice on this situation.
Katherine Taul, Tourism Director updated the Commissioners on the Indianapolis Colts coming to the Courthouse square and advised that they would be in Versailles on Thursday evening, June 18th from 4:00PM to 6:00PM.
Commissioner Busching made a motion to approve the corrected minutes for the Commissioners meeting on May 4th, 2009 seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Busching made a motion to approve the QPH contract to replace the Trane split system servicing the hallway and the adjacent rooms of the jail seconded by Commissioner Stutler. Motion approved unanimously.
Frankie Klayer, Fuel Legacy International presented the Commissioners with advice on their product that can be used in the gas, diesel and duo-fuel as an enhancer. Commissioner Busching made a motion to take under advisement the Fuel Legacy product enhancer seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Stutler made a motion to appoint Mark Busching as Robert Reiner’s proxy for the Home Land Security seconded by Commissioner Reiners. Motion approved unanimously.
Commissioner Busching made a motion to appoint Pat Thomas, Ripley County Health Director as the District Planning Council/ Emergency Manager for District #9 seconded by Commissioner Stutler. Motion approved unanimously.
Commissioners signed the Annual Report of the Board of Commissioners for the Principal Congressional Fund.
Commissioner Busching made a motion to adopt the EDIT Plan for 2009-2010 seconded by Commissioner Stutler. Motion approved unanimously.
Chuck Folz presented concerns to Commissioners that the 4H is being charged by the Park Board for using the Ripley County Park for the fair.
Commissioner Busching made a motion to adjourn until the next Commissioners meeting on June 1st, 2009 @ 7:00 AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Stutler. Motion approved unanimously.
