Unapproved Commissioner's Meeting Minutes for 05/10/04

May 10, 2004

The Ripley County Board of Commissioners met on Monday, May 10th, 2004 in the Ripley County Annex, Versailles , Indiana .

John Little, Commissioner President called the meeting to order promptly at 8:00AM with Commissioners Chuck Folz & Robert Reiners in attendance.

Mary Ann McCoy, Auditor of Ripley County acted as secretary for the board of commissioners.

Neil Comer was present to advise the Board on legal matters.

The Board signed the payroll check register and claim register for May 10th, 2004 .

Commissioner Reiners made the motion to approve the meeting minutes of April 26^th, 2004 and seconded by Commissioner Folz. Motion approved unanimously.

Gene Bishop, Maintenance updated the commissioners on the work being done on the Elevator and the Air Conditioning.

Andy Clark, Veterans Service Officer advised the commissioners that he would have his office closed on Monday due to being out of town.

Kelly Vollet, Technology Coordinator advised the commissioners that the Ripley County Learning Network Committee had met on April 27^th, 2004 at the Southeastern Career Center in Versailles , Indiana .  Fred Sagester provided an overview of the RCLN an its History and future connection to the proposed Virtual Certified Technology Park .  John Neal provided an overview of the application that is being prepared by this organization and being funded by the RCLN. Vollet also advised the commissioners that with the new T-1 Line hook up, the county would save approx. $4,000 a year. Vollet also presented a copy of an Ordinance to prohibit information obtained from the county for commercial purpose. Attorney Comer will look at this Ordinance for the county.

Tad Brinson, Planning Commission presented the commissioners with an Ordinance to Amend the Unified Zoning Ordinance for Ertel property (Part of the N.E. ¼ Section 16, Township 9 North, Range 12 East. Adams Twp. 3.990 Acres) from R-B to A-1. Commissioner Reiners made the motion to approve the zoning ordinance of the Ertel property from R-B to A-1 seconded by Commissioner Folz. Motion approved unanimously.   Brinson also updated the commissioner on the Rail to Trail meeting he had with Pam Sanders & Economic Development Board and also advised that Jennings and Dearborn County are working on the trail for their counties.

John Graff, Howard Barth & Associates, Inc. advised the commissioners that he would be starting on the Bridge Inspection & Historical Bridges report for Ripley County and will report back to the commissioners.

Commissioner Reiners made a motion to appoint Ralph Adams, 7028 S. Co. Rd. 175 East, Versailles , Indiana 47042 (effective immediately) as dog Warden for Ripley County seconded by Commissioner Folz. Motion approved unanimously.  Contract for Services/ Dog Warden signed by Ralph Adams  & Commissioner Little due to the recent death of Orville Martin, County Dog Warden.  Ralph Adams Ripley County Dog Warren phone # 812-667-1051.

Bud Honnert, on behalf of Mary Rehberger appeared in front of the commissioners with concerns about closing an alley in Penntown. Honnert advised that Mary Rehberger currently owns the house where the alley is and would like for it to be closed. Honnert will need to consult an attorney for help to proceed with this action. 

David McCree, questioned the commissioners on what kind of grievance policy Ripley County has and explained that he had 17 years of EMS experience and had nothing but the counties interest at heart. Scott Melling, EMS Director updated the commissioners on the termination, with copies of the Scripted Termination Meeting, Incident Log & letter to employee.  Attorney Comer advised that the department head is given the right to make a decision that who will/will not work for them. McCree ask the commissioners what avenue dose he pursue. Commissioner Reiners also advised that it is the department head that has the authority to let an employee go and that the commissioner’s do not interfere with that decision.

Bill Davison, Ripley County Sheriff presented the commissioners with an update on the jail.

Commissioner Little signed the grant agreement and receipt between Ohio County and Ripley County .

Commissioners Little/Reiners signed the Maximus Agreement effective January 1, 2004 to provide monthly Title IV-D claiming services on behalf of your Clerk’s Office and Prosecutor’s Office.  Maximus professional fees of  $1,600 for each set of monthly billing statement that is prepared for the county submission to the state, for reimbursement of expenditures during FY 2004 and beyond for Ripley County .

Commissioner Reiners made the motion to adjourn until the next meeting on May 24th, 2004 @ 8:00 AM , in the Ripley County Annex, Versailles , Indiana seconded by Commissioner Little. Motion approved unanimously.
