Unapproved Commissioner's Meeting Minutes for 05/09/05

May 9, 2005

The Ripley County Board of Commissioners met on Monday, May 9th, 2005 at the Ripley County Annex, Versailles, Indiana.

Commissioner Reiners promptly called the meeting to order at 8:00 AM and all stood for the opening pledge allegiance to flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell were in attendance for the meeting.

Mary Ann McCoy, Auditor of Ripley County acted as secretary for the Board of Commissioners.

Neil Comer, Attorney was present to advise the Board on legal matters.

The Board signed the payroll check and claim register for May 9th, 2005.

Commissioner Folz made the motion to approve the minutes from May 9th, 2005 seconded by Commissioner Nickell. Motion approved unanimously.

  Kelly Vollet, Technology updated the commissioners on the upgrading of the fiber cable from the Ripley County Annex to the Ripley County Jail. Vollet advised that she had prepared a letter to the Versailles Town Board to ask for permission to run the cable down to the jail.

Commissioner Nickell made the motion to charge $200 for the tax rolls information seconded by Commissioner Folz. Motion approved unanimously.

 

Gene Bishop, Maintenance had concerns as to when they would be starting on the courthouse roof. Bishop advised the commissioners that the trees on the West Side of the courthouse are in need of trimming and the fence around the air conditioner needs to be replaced. Commissioner Folz made a motion to change the fence around the air conditioner units (south side of the courthouse) seconded by Commissioner Nickell. Motion approved unanimously. Commissioners agreed to pay for the expenses for the lawn mower out of Cum Cap Fund.

Mary Ann Wiggers, Tourism updated the commissioners on the possibility of a new Inn in the Versailles State Park. Wiggers requested a letter from the commissioners in support of (Inn/Versailles State Park) to be sent to Gary Miller, Indiana Department of Natural Resources Division of State Parks. Wiggers also requested that the commissioners support giving abatements for the project. Commissioners agreed to support the project.

Katherine Taul, Tourism Director asked the commissioners for a two-year funding commitment from EDIT monies for tourism. Commissioner Reiners advised that they have no control of the state changes on the EDIT monies. Commissioners advised that they would consult with Frank Cummings about the EDIT and get back to the Tourism Director.

John Graf, Howard Barth & Associates, Inc. updated the commissioners on the roof project for the Courthouse. Commissioner Nickell made the motion to sign the change order #1/Ripley County Courthouse Roof Restoration (change from 30 year warranty shingles to 40 year warranty shingles) seconded by Commissioner Folz. Motion approved unanimously. Graf also updated the commissioners on the progress of Bridge #38/Old Michigan Road over Big Creek & Bridge #100 Coonhunter’s & Legion Rd.

Several County Office holders had concerns about a memo they had received from the Auditor’s Office regarding the payroll problem. In order to correct a problem from January payroll, one day’s pay from each pay period starting June 6th for 10 pays. This would give employees a pay period at the end of December. The memo gave an option to hold a day of pay and have extra pay at the end of the year or they could go 5 weeks without pay from the middle of December to the middle of January 2006. Commissioners agreed to hold 10 days pay to correct the payroll problem.

Sandy Howard, Ripley County Local Coordinating Council Against Substance Abuse presented her request to withdraw  $44,245 from Drug Free Fund to support their spring grant rounds. Commissioners agreed. Howard thanked the commissioners for their support to the Child Abuse program.

Bob Faulk, Busching Bridge inspector updated the commissioners on the progress of the Busching Bridge project.

Commissioners signed the Elevator Safety Test for 1 Elevator/State # 39827.

Commissioners signed the 2005 Ripley County Contractual Service Agreement with Purdue University and Ripley County/David Osborne/Ripley County CED.

Commissioners signed the Contract For Service with New Horizons Rehabilitation, Inc for $30,000.

Tab Brinson, Area Planning Commission & Ron Duebber, Building Inspector appeared in front of the commissioners concerning a pole building being build with out a permit on State Rd 101. Building with out a permit is a fine of $2,500. Attorney Comer advised that this is in the hands of the Planning Commission.

Mark Klosterkemper, AECON reported to the commissioners about the Busching Bridge and stated that he would draft a letter to the State Preservation Office for the Commissioners concerning the windows in the Busching Bridge.

 

Commissioner Folz made the motion to adjourned until the next regular meeting on May 23rd, 2005 @ 8:00AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
