Unapproved Commissioner's Meeting Minutes for 05/08/06
May 8, 2006
The Ripley County Commissioners met on Monday, May 8th, 2006 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M. and all stood for the opening pledge to the flag. Commissioners Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Neil Comer, County Attorney was present to advise the Board on legal matters.
Rick Hertel, Prosecutor updated the commissioners on the use of his funds and advised that a letter had been sent to each commissioner. Hertel will wait to see what the commissioner’s decision on turning in receipts with his claims for reimbursements. The Ripley County Hand Book states that all claims are to have a copy of the sales receipt.
Johnnie Lohrum, Maintenance advised the commissioners that he had painted the bottom part of the elevator. Commissioner Nickell suggested that the new company come in and take a look at the heating and cooling units and that some work needs to be done on the chiller before turning on the cooling units.
Commissioner Folz made a motion to give a six month extension building permit for the Sunman American Legion, Sunman, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
Tad Brinson, Area Planning Commission will furnish the material to do lettering on a county car and Jerry Gilpin will do the lettering for the county,
Andy Bryant, Health Department purposed that Steve Acton, North Finks Rd. is asking for an easement to drill under the county road for an alternate septic site. Acton is in need of two septic sites for his home site and needs to drill under the county road. Commissioners requested paper work for the County Attorney to look over before making a decision.
Commissioner Folz made a motion to approve the minutes from the April 24th, 2006 meeting seconded by Commissioner Nickell. Motion approved unanimously.
Kelly Vollet, Technology advised the commissioners that Ripley County helped Switzerland County on election night with a problem concerning their new election machines. Vollet also updated the commissioners on the copy of the Ripley County Air photography for Dearborn County.
Becky Reatherford, Soil & Water asked permission from the commissioner’s to purchase two cell phones for Soil & Water and the board for S&W will pay the rental for the rest of the year (2006). Soil & Water would put this in their budget for 2007. Auditor McCoy will check the commissioners’ budget to see if they have enough money to take care of this for Soil & Water for 2006.
Julie Berry, Ripley County Regional Foundation met with the commissioners and surrounding city and towns concerning the Lawrenceburg Grant Applications. Jim Taul, Town of Versailles, $350,000 for a sports complex for Versailles, Robert Furst, Town of Holton, money for purchasing of ground for housing and possible park expansion, Kris Schneider, Town of Sunman, approx. $300,000 to $500,000 for a sewer line to Sunman (Seaver’s Development), John Engman, Town of Milan, money to replace the sewer lines, Bill Vankirk, Town of Napoleon, Jeff Volz, Town of Osgood & Beth West, City of Batesville attended to collect information. Ted Spurlock, Ripley County Economic Development suggested a grant to purchase land for the county wide Ripley County Industrial Park. Several of the towns have expressed interest in the project. Commissioners Reiners advised that they wanted to work together on the grants and that the county is looking at grants for bridges & repair of high volume roads. Julie Berry, Ripley County Regional Foundation advised that the grant should be tied to Economic Development and that they will probably try to spread it out over the nine counties and that the deadline of June 2 is fast approaching. Commissioner Reiners advised that no matter what the projects are the commissioners will sign a letter of support for the projects and thanked everyone for their attendance.
Earline Copeland, Ripley County Treasurer presented CD quotes and the commissioners advised the Treasurer to purchase a 6 months CD for the cum cap fund.
John Graf advised the commissioners that they have done a utility map for the Town of Napoleon and wanted a copy of the counties GIS layer. Commissioner Folz made a motion to share GIS system information with the Town of Napoleon contingent on the sharing of their information and providing the disks for the information seconded by Commissioner Nickell. Motion approved unanimously. Graf updated the commissioners on Bridge #100 and advised that in the bid the rift raft can be hauled by the company or the county. Commissioners agreed that the company will do the hauling. Graf advised that they may need to move the structure a few feet at no cost to the county for bridge #100, due to some problems.
Attorney Comer updated the commissioners on bridge # 8 and advised that he had e-mailed Marilyn England and that the paper work may not be back till the commissioner’s meeting on the 22nd of May.
Tim Hare, T.H. & Associates (Benefits Consultant) presented the commissioners with information on cutting the health insurance premiums for the county.
Commissioner Reiners signed the Grant Agreement and Receipt between Ohio County and Ripley County for the sum of $45,150.50.
Commissioners tabled the decision on the per diem/ receipt process and gave permission to the Auditor to pay the current bills presented by Prosecutor Hertel.
Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, May 22nd, 2006 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Reiners. Motion approved unanimously.
