Commissioner's Meeting Minutes for 04/26/04
April 26, 2004
The Ripley County Board of
Commissioners met on Monday, April 26th, 2004 in the Ripley County Annex,
Versailles, Indiana.
John Little, Commissioner President called the meeting to order promptly at
8:00AM with Commissioners Chuck Folz & Robert Reiners in attendance.
Mary Ann McCoy, Auditor of Ripley County acted as secretary for the board of
commissioners.
Neil Comer was present to advise the Board on legal matters.
The Board signed the payroll check register and claim register for April 26th,
2004.
Commissioner Folz made the motion to approve the meeting minutes of April 12th,
2004 and seconded by Commissioner Reiners. Motion approved unanimously.
Commissioner Folz advised that CSX Transportation is considering abandonment of
a portion of its rail line from Aurora to North Vernon/ Dearborn, Jennings &
Ripley Counties. Commissioners have been advised that the last run would be June
1st and that land would possibly be given back to the landowner.
Andy Clark, Veterans Service Officer advised the commissioners that he is in
need of a van to transport Veterans. Commissioner Reiners will check on applying
for a grant to purchase a van for the transporting of county veterans.
Kelly Vollet, Technology Coordinator advised the commissioners that a company
had contacted the Assessor about purchasing county information. Vollet advised
that they want the information to resell. Attorney Comer will work on an
Ordinance for this process. Vollet updated the commissioners that River Valley
Resources had re-worded the work site training agreement. Commissioner Little
signed the agreement. Vollet advised that the student would be working closely
with the department as on site training.
Tab Brinson, Planning Commission updated the commissioners on the closing of CSX
Transportation in June and advised that there is a meeting of the Counties
effected coming up on June 25th with Rail & Trail.
Tina Horton and several people from the Humane Society appeared in front of the
commissioners with concerns about the well being of the dogs in the shelter.
Horton advised the commissioners that they have a petition to close the dog
shelter down with approx. 186 signatures on it.
Commissioner Little advised that Orville Martin was the dogcatcher for
Ripley County at the present time. Huffmaster advised that the dogs are being
drugged at the shelter / not getting back to the proper owner and had other
concerns about the conditions of the shelter. Commissioners advised those
present to work up recommendation/ideas for the dog shelter and get back to the
Commissioners before the next meeting. Huffmaster advised that they would work
up an Animal Control Policy and Procedures for the commissioners to consider.
Timothy Sabin , Hopewell Rd & 600 W appeared in front of commissioners with
concerns about an abandoned road, 200 yds from his property. Sabin wondered what
the process is to get the road opened & graveled. Commissioner Little
advised that they will look at the county record and ask that Sabin return in 2
weeks to the commissioners meeting.
John Schuerman and Jim Allen, Southeastern Indiana Realtors Association appeared
in front of the commissioners with concerns about Schuerman’s driveway (Cave
Hill Road) and getting out on the highway. Schuerman advised the commissioners
that they are losing level entry and need to design the road further east.
Schuerman suggested that the county appeal the Federal Government and put the
bridge back where it was originally. Schuerman said that he would give the
property to the county if commissioners would put it the way he purposes.
.Commissioners signed the Economic
Development Income Tax Capital Improvement Plan for 2003/2004.
Andy Pickell/Beam, Longest & Neff updated the commissioners on bridge # 46
Busching Bridge (Covered Bridge) and bridge # 180 (Railroad Bridge).
Don Dunbar advised the commissioners that in the EDIT plan for 2005/2006 they
need to add Infrastructure for whatever one half of the Economic
Development/Chamber receives in the plan.
Commissioner
Folz made the motion to adjourn until the next meeting on May 10, 2003 @ 8:00
AM, in the Ripley County Annex, Versailles, Indiana seconded by Commissioner
Reiners. Motion approved unanimously.
