Unapproved Commissioner's Meeting Minutes for 04/25/05

April 25, 2005

The Ripley County Board of Commissioners met on Monday, April 25th, 2005 at the Ripley County Annex, Versailles, Indiana.

Commissioner Reiners promptly called the meeting to order at 8:00 AM and all stood for the opening pledge allegiance to flag. Commissioner Reiners, Chuck Folz and Lawrence  Nickell were in attendance for the meeting.

Mary Ann McCoy, Auditor of Ripley County acted as secretary for the Board of Commissioners.

Neil Comer, Attorney was present to advise the Board on legal matters.

The Board signed the payroll check and claim register for April 25th, 2005.

Commissioner Folz made the motion to approve the minutes from April 11th, 2005 seconded by Commissioner Nickell. Motion approved unanimously.

 Commissioner Folz had concerns about the trash on the side of the roads in Ripley County and is working on a program with the Sheriff department.

Gene Bishop, Maintenance presented concerns about the removal of the shingles from the courthouse. Commissioners advised on this project. Bishop also presented a proposal for new chairs in the Superior Court Room from the Office Shop at $195 per chair. Commissioners will consult with Judge Morris concerning the new chairs. Commissioners also agreed to the purchase of a new cell phone case for Bishop.

Kelly Vollet, Technology presented quotes from ETC/$41,946 & Blue River $8,267 for the fiber cabling to the Jail. Vollet advised that the technology committee had recommended that they go with the Blue River quote and apply for a grant.  Commissioners agreed that Vollet should apply for a grant to cover the Blue River quote for $8,267.Vollet also had a question on the price to charge for tax information. No decision made at this time.

Tad Brinson, Area Planning Commission advised that the planning commission had approved the Crescent Hills Subdivision (Ray Werner) roads were to be paved and haven’t been at this date. Attorney Comer reported that the Planning Commission has the authority over this project.

Becky Reatherford, Soil & Water presented an invitation to the Commissioners for the Legislative Tour & Breakfast, May 14th, 2005 at The Reservation, Milan, In.  Reatherford advised that County School training day is Thursday, September 1st, 2005.  Commissioners agreed to let the county highway dig the pits for the County School training site.

Judy Schebler, 911 Coordinator advised that  the 911 Board & Technology board agreed that they stay with Mobil-Com and to raise the surcharge from $1.50 to $1.75. Commissioner Reiners signed the $2500 Grant Application for the Ripley County 911 Communications Department for assistance toward a #3,880.90 radio transmitter housing project to benefit the southeastern portion of Ripley County in regard to emergency service.   

Ginger Bradford, Clerk, Circuit Court advised the commissioners that she and Marilyn Hunt, Election Deputy attended a meeting in Indianapolis and was advised that they can now combine Precincts for elections. Bradford suggested that the commissioners combine W1-P1/W1-P2 & W2-P1 and make it Laughery 2/ W3-P1/W3-P2 and make it Laughery 3 /Center 1 & Center 2 and make it Center 2/ Center 3 would than become Center 2. This would be a cost saving of approx.$5,120 and 25 precinct workers. Commissioner Nickell made the motion to change the precinct line accordingly. Commissioners Folz would like to discuss this with both chairmans (Republican/Democrat). Motion died for the lack of second.   

Dan Evans & Gary Stutler on behalf of the Highway Department expressed concerns about the benefits the highway department employees are receiving. Evans made the following suggestions to the Ripley County handbook.  12 sick days a year instead of the current 6 sick days /may accrue no more than 25 days. Also  change paid vacation at the following rate/1st through 2nd year get 5 days/ 3rd through 5th gets 10days/ 6th through 10th year gets 15days/11th or more years 20day per year. The County Highway Department work hours shall be 7:00AM to 3:00 PM/Monday – Friday/ and receive one-half hour for lunch. Commissioners advised that they are working on the handbook for the county and would take this under consideration.

Robbie Evans expressed concerns about the health insurance/Anthem Insurance Plan. Evans advised that the benefits are not being paid like they were explained, commissioner Reiners advised that Anthem would be in the county to talk to the employees that have a problem.

Jeff French, Versailles Historical Society asked the commissioners for permission to have two Cruise-ins/ Informal Car Show/DJ on June 4 & August 13 from 4:30/8:30. Town of Versailles has given their permission to use the streets. Commissioners  agreed.

Don Dunbar updated the commissioners on the Ripley County Fairgrounds and advised that the new entrance off of Lynn Street will be open this year, for vehicles to enter the fairgrounds.

Bob Faulk, Busching Bridge inspector reported that they are making good progress on the covered bridge project

Mark & Kim Thomas appeared in front of the commissioners concerning the Health Department. Attorney Comer explained that the County Health Board is the one that governs the Health Department and not the responsibly of the Commissioners. Thomas reported that they had filed a grievance with the State Health Board and  would pursue that avenue.

Larry Eaton appeared in front of the commissioners and advised that he had talked to Barnes and Thornburg and they would come after the session is over and give a report.

Mark Klosterkemper, AECON reported to the commissioners about the Busching Bridge  and the Cave Hill Bridge project.

Commissioner Folz made the motion to contract with Malinowski Consulting to do the monthly Title IV-D Claiming for the Clerk & Prosecutor and preparation of the Annual County-Wide Cost Allocation Plan seconded by Commissioner Nickell. Motion approved unanimously. 

Commissioners signed the 2005 Contract For Services with New Horizon Rehabilitation, Inc. for  $ 30,000.

 Commissioner Reiners signed the yearly Elevator Safety Test for the Elevator in the Courthouse (State # 39827).

Commissioner Nickell  made the motion to adjourn  until the next regular meeting on May 9th ,2005 @ 8:00AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Reiners. Motion approved unanimously.
