Unapproved Commissioner's Meeting Minutes for 04/23/07
April 23, 2007
The Ripley County Commissioners met on Monday, April 23rd, 2007 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.
Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Neil Comer, County Attorney was present to advise the Commissioners on legal matters.
John Lohrum, Maintenance advised the Commissioners that he has installed 15 fans in county offices. Commissioner Nickell made a motion to open an account at Lowe’s with a $1,000 limit seconded by Commissioner Folz. Motion approved unanimously
Commissioner Folz made a motion to approve the payment of $12,942.13 from the Cumulative Fund Balance (to pay shortfall on account to Anthem) seconded by Commissioner Nickell. Motion approve unanimously. Commissioner Reiners signed a letter to (Ms.C. Darlene Bradley) Anthem Blue Cross & Blue Shield giving authorization to use $12,942.13 from the Cumulative Fund Balance.
Kelly Vollet, Technology, was on vacation.
Tad Brinson, Area Planning and Steve Myer, Building Inspector advised the commissioners that they had nothing to report on at this time.
Commissioner Folz made a motion to approve the minutes from the Commissioner’s meeting on April 9th seconded by Commissioner Nickell. Motion provided unanimously.
Commissioner Folz made a motion to approve the claims seconded by Commissioner Nickell. Motion approved unanimously.
Rick Roberts, Linda Simers and Jim Grigby appeared in front of the Commissioners concerning a drainage problem and a sewer permit. Roberts & Simers advised the Commissioners that the water backs up on the property where the septic and sewer is going. Andy Bryant will check on the permit. Commissioners advised Roberts that he will need to file a drainage complaint in the Auditor’s office and then they will take a look at the problem.
Tom Grills, Ripley County Sheriff and Deputy Pippin presented concerns to the Commissioners about ordinances and advised that he would like to do a handling charge for medication disbursement. Pippin advised that they are having trouble with backups on their UPS and will be getting quotes for this project. Grills advised the Commissioners that he has two new cars and wondered who is to sign the titles. Commissioners gave permission to Grills to sign the titles to the new cars.
Katherine Taul, Tourism updated the Commissioners on the map book project and asked for permission to send the front and back plus insides of the map book to CORprint (Marketing, Design & Print Management). Commissioners suggested that she call and see if Engel Maps could do this and report back to the commissioners.
Brian Holzhausen and Eric Bishop updated the Commissioners on an Adventure Race event in Ripley County on May 12th and asked for permission to do rope repelling over Laughery Creek, North of Versailles and East of Osgood where an old covered bridge was. Commissioner Reiners presented concerns about the insurance responsibility. Attorney Comer advised that the county considers it abandoned property and will need to work with the property owners.
Sandy Howard, Ripley County Local Coordinating Council Against Substance Abuse presented request to withdraw funds from the Drug Free Fund for the following grants. Law Enforcement/Criminal Justice: Osgood Police Department/ $3,000 Laptop Computer, Ripley County Prosecutor’s Office/$3,000 Training, Prevention/Education: Ripley County Prevent Child Abuse Council/$2000 for computer, training, materials/ Choices Program: $1,400 Substance Abuse Education Project Batesville Schools/ Family Connections: $1,541 Tobacco Cessation Program, Intervention/Treatment: Safe Passage Domestic Violence Shelter: $1,125 Training/LifeWorks Counseling Center: $4,875 Adolescent Recovery Program and Administration: Salary/ Materials/ Training/ Miscellaneous: $6,000. Commissioners Folz made a motion to approve the grants request from the Drug Free Fund seconded Commissioner Nickell. Motion approved unanimously.
Becky Cairns, Technology Assistant advised the Commissioners that the fiber line had been cut and needs to be fixed. Commissioners requested an estimated quote from Blue River. Cairns reported back to the Commissioners that the approximate cost of fixing the line is $2,500 to $6,000. Commissioner Nickell made a motion to have Blue River fix the cut fiber line seconded by Commissioner Folz. Motion approved unanimously.
Wayne Peace, EMA Director presented a 2006 Homeland Security Grant Program Sub-Grant Agreement to the Ripley County Commissioners. Commissioners Folz made a motion to approve asking for the 2006 Homeland Security Grant for laptops seconded by Commissioner Nickell. Motion approved unanimously. Commissioners signed the 2006 Homeland Security Grant Program Sub-Grant Agreement for the EMA.
Commissioner Nickell made a motion to adopt the Resolution by Commissioners of Ripley County, Indiana, Approving the Formation of a Regional Water District with Decatur County and Jennings County seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Nickell made a motion to enter into an Interlocal Cooperation Agreement Between Decatur, Ripley and Jennings Counties, State of Indiana (agrees to appropriate and contribute $5,000 for start up costs) seconded by Commissioner Folz. Motion approved unanimously.
Mary Ann McCoy, Ripley County Auditor and Neil Comer County Attorney signed the Declaration of County Tax Rates for the fiscal year of July 1, 2007 thru June 30, 2008 for the GAGIT at .01 and CEDIT at .0038.
Council President Dunbar updated the Commissioners on projects at the Ripley County Park and Recreation.
Commissioner Nickell made a motion to adjourn until the next regular meeting on Monday, May 7th, 2007 @ 8:00A.M. at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Folz. Motion approved unanimously.
