Commissioner's Meeting Minutes for April 20, 2009

April 20, 2009
The Ripley County Commissioners opened their meeting promptly at 7:00AM, Monday, April 20th, 2009 at the Ripley County Highway Department, Osgood, Indiana.
Meeting called to order promptly at 7:00AM with Robert Reiners, Gary Stutler and Mark Busching in attendance at the Highway Department.
Mary Ann McCoy, Ripley County Auditor also was present for the meeting at the Highway Department.
Melvin Meisberger, George Bultman, Phil Mohr, Julie Brancamp, Ripley County Park Board and Steve Linville, Osgood Town Board presented a request to the Commissioners for help with funding of a waste/storm sewer line down Fairground Rd. due to water standing in the fairgrounds. Meisberger also requested that the old barn on the fairgrounds be taken down by the County Highway. Commissioner Busching made a motion to take under advisement seconded by Commissioner Stutler. Motion approved unanimously.
Julie Brancamp, Ripley County Park Director requested stone to be put between the Junior Leader Stand and Farm Bureau Building at the Ripley County Fairgrounds. Commissioners will take this under advisement.
Commissioner Busching made a motion to send 3 men from the Highway Garage to take the barn down at the fairground, metal off of roof, take to Schneider’s Scrap Metal and remove a tree stump seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Stutler advised that he had checked on the hoop building (30’ by 48’) for the county highway putting it up with concrete floor was approx. $15,000.
Commissioner Busching made a motion to sign the Highway Garage Annual Report for 2008 seconded by Commissioner Stutler. Motion approved unanimously.
Ron May will be sending papers for the county to sign.
Commissioner Busching made a motion to recess to the Ripley County Annex, Versailles, In. for the rest of the Commissioners meeting seconded by Commissioner Stutler. Motion approved unanimously.
Commissioners Busching made a motion to reconvene the Commissioners meeting from the Ripley County Highway Department, Monday, April 20th, 2009 at the Ripley County Annex, Versailles, In. promptly at 8:00AM with the Pledge of Allegiance seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Robert Reiners, Gary Stutler and Mark Busching were all in attendance at the Ripley County Annex for the rest of the Commissioners meeting.
Auditor McCoy was present for the meeting at the Ripley County Annex.
County Attorney Neil Comer was present to answer legal questions.
Commissioner Busching made a motion to appropriate $10,000 for Ripley County Fairground expenses for (Waste Water/Storm sewer) and $6,000 for Show mobile rental (non profit organizations) from the Endowment Fund seconded by Commissioner Stutler. Motion approved unanimously.
John Lohrum, Maintenance requested permission to sell the old mower on the internet auction at a minimum price of $100. Lohrum also advised the Commissioners that in the Probation Office there is a smell of mold coming from the walls. Lohrum wondered if he could use some bleach around the floor of the wall.
Commissioner Busching made a motion to approve the Versailles Lions Club using the Courthouse bathrooms and the square on June 27th, 2009 seconded by Commissioner Stutler. Motion approved unanimously.
Kelly Vollet, Technology advised the Commissioners that at the Tech meeting Rick Hertel, Ripley County Prosecutor requested a new copierfor the Prosecutor’s Office. Vollet advised that she is not finished looking at copiers for the Prosecutor.
Commissioners gave permission to the Earline Copeland, Ripley County Treasurer to pay her attorney John Watson a retainer fee of $750 for the Inn Keeper investigation.
Tad Brinson, Area Planning presented to the Commissioners a rezone for the Fraley property with a favorable recommendation from Area Planning Board. Commissioner Stutler made a motion to approve the Ordinance to Amend the Unified Zoning Ordinance of Ripley County, Indiana for Section 1. Lot A of the Effie May Subdivision. Pt. of Sec. 13, Twp. 7N, Rng. 12E Washington Twp. & Lot B of the Effie May Subdivision. Pt. Of Sec. 13, Twp. 7N. Rng. 12 E Washington Twp from R-2 Residential to Roadside Business by Ed Fraley seconded by Commissioner Busching. Motion approved unanimously.
Commissioner Reiners advised that the hourly rate from QPH for 2009 will stay (regular time) the same price and over time rate will be $77 & $83. Commissioner Stutler made a motion to sign the QPH Preventive Maintenance Contract Agreement-Contract Renewal for 2009 seconded by Commissioner Busching. Motion approved unanimously. Commissioners signed the contracts.
Commissioner Busching made a motion to approve the Commissioner minutes for the April 6th, 2009 meeting seconded by Commissioner Stutler. Motion approved unanimously.
Carol Monroe, Field Representative for United American and Liberty National Life Insurance Company presented information to the Commissioners on a Cash Benefit Cancer Policy of $50,000 cash for a first- time cancer diagnosis and a Health Guard Critical Illness Supplement for the Ripley County employees. Commissioner Busching made a motion to allow Monroe to explain the policies to the Ripley County Employees seconded by Commissioner Stutler. Motion approved unanimously.
Pat Thomas, Ripley County Health Department and Sam George, Certified Hazardous Material Manager presented to the Commissioners a Hazardous Material Emergency Planning Grant Proposal by the Ripley County Local Emergency Planning Committee for a Hazardous Transportation Flow Study for Ripley County. George advised that this is funded by state and would not be any cost to the county. Commissioner Stutler made a motion to accept the bid of $20,000 for the Hazardous Material Emergency Planning Grant seconded by Commissioner Busching. Motion approved unanimously. Thomas advised that the cost would not fall back on the county and that $10,500 has been appropriated by the state. Thomas also explained that if the state doesn’t come up with the balance, it would be taken from the LEPC funds. George stated that if the money was not appropriated by the state they would go with what is given.
Commissioner Stutler made a motion to approve the blacktop and chip & seal of county roads (Michigan Rd., from US 50 to US 421, Friendship Road from SR 62 to US 50, Millhousen Rd. from Decatur County Line to US 421 & Railroad Rd., Railroad Rd. from Michigan Rd to Osgood limits) seconded by Commissioner Busching. Motion approved unanimously. Provided Ripley County receives Stimulus money from the Federal Government thru the State of Indiana.
Commissioners signed the letters to Indiana Department of Transportation for the projects listed below: HMA Overlay-PM on Michigan Rd., from US 50 to US 421-ARRA, HMA Overlay-PM on Friendship Road, from SR 62 to US 50-ARRA, HMA Overlay-PM on Millhousen Rd., from Decatur County Line to US 421- ARRA & Chip & Seal on Railroad Rd. from Michigan Rd. to Osgood limits-ARRA.
Wayne Peace, Emergency Management Director updated the Commissioners on the email that he had received from Jeffrey J. Kavanaugh, IDEM Office of Land Quality State Cleanup Section per the Juanita Bauer site in Versailles, Indiana, Ripley County and that they were in the process of scheduling a meeting with their legal staff to assess the next steps on how to proceed with the Bauer site. Kavanaugh advised that a meeting was tentatively scheduled for next week and that they would contact the county with an update.
Commissioner Busching made a motion to adjourn until the next Commissioners meeting on May 4th, 2009 @ 7:00 AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Stutler. Motion approved unanimously.
