Commissioner's Meeting Minutes for 04/12/04
April 12, 2004
The Ripley County Board of Commissioners met on
Monday, April 12th, 2004
in the Ripley County Annex,
Versailles
,
Indiana
.
John Little, Commissioner President called the meeting to order promptly at
8:00AM with Commissioners Chuck Folz & Robert Reiners in attendance.
Mary Ann McCoy, Auditor of Ripley County acted as secretary for the board of
commissioners.
Neil Comer was present to advise the Board on legal matters.
The Board signed the payroll check register and claim register for
April 12th, 2004
.
Commissioner Folz made the motion to approve the meeting minutes of
March 29th, 2004
as corrected and seconded by Commissioner Reiners. Motion approved unanimously.
Kelly Vollet, Technology Coordinator updated the commissioners on grants from
the Rising Sun Foundation and Commissioner Reiners reported that the final
report for Grant#700 has been taken care of. Vollet also reported that the
dialer for the generator is in and it will call Gene Bishop first, John Little
second and Kelly Vollet last when there is a problem. Dialer for the Fire Alarm
is installed and completed today. Vollet also reported that she had e-mailed Mr.
Balmat with the updated copy of the county handbook.
Tab Brinson, Planning Commission advised the commissioner’s that the Planning
Commission gave an unfavorable recommendation to the rezoning of Ertel
Cellars’s 3.990 acres. Commissioner Reiners advised that he felt that the
commissioners should stay with the decision of the Planning Commission and that
if they apply again, they should not be charged an additional fee. Commissioner
Folz made the motion to deny the zoning code of LB for the Ertel Cellers acres
in
Adams
twp and seconded by Commissioner Reiners. Motion
approved unanimously.
Commissioner Folz made the motion approve the rezone of the William T. Neal
property (N.E. ¼ Section 27, Township 8 North, Range 11 East, Center Twp 7.8508
Acres) from A-2 to L-B seconded by Commissioner Reiners. Motion approved
unanimously.
Commissioner Reiners made the motion to approve the
Gaslight
Village
property (N.E. ¼ Section, 11, Township 7 North, Range 11 East, Johnson Twp.
And the Town of
Versailles
) from existing U-D to A-2 & R-3 seconded by Commissioner Folz. Motion
approved unanimously.
Commissioner Folz made the motion to approve the ordinance to amend section
80.43(75) of said Area Zoning Code of Ripley County, Indiana, (75) (Kennel) (Any
lot or use on which or where four (4) or more dogs, cats or other small animals,
more than six (6) months of age, are kept for the purpose of breeding, boarding,
training or show of animals, except where accessory to an agricultural use or
veterinary clinic use.) seconded by Commissioner Reiners. Motion approved
unanimously.
Andy Clark, Veterans Service Officer presented the commissioners with Veteran
Award Recovery hand out from first ¼ thru 03/04 and updated the commissioners
on the 59th Annual County Service Officer Training Conference
sponsored by the Indiana Department of Veterans Affairs. The Conference will be
in
Indianapolis

June 7th-10th, 2004

John Kinker, appeared in front of the Commissioners with concerns about
St Nicholas Rd.
due to the safety of children at the Church/ School. Kinker is a representative
for the St. Nicholas Church/School and is asking that the road be closed.
Attorney Comer advised the Commissioners that
it is an extensive process to
close a public road and that petitions/ notice is part of that process. Kinker
will work on this to do the proper process.
Ginger Bradford, Clerk of the Ripley Circuit Court presented the commissioners
with the designated polling places for the Primary Election. Commissioners

Katherine Taul, Tourism Director updated the commissioners
on the May 15th event and asked that the courthouse be open from 8 AM
to 1PM. Commissioners gave permission for Washington Street to be blocked for
the opening remarks on May 15th and for the courthouse to be open for
the historical event. Taul asked that one of
Commissioners do the opening remarks.
Judge Taul, Circuit Court, appeared in front of the Commissioners with concerns
on the air conditioning on the seconded floor of the courthouse.
Commissioners signed the State-Local Public Agency Agreement, Construction and
Project Management For Federal Aid Project for Bridge #8 over Branch of Laughery
Creek on
Cavehill Road
.
John Schuerman appeared in front of the Commissioners about Bridge #8
Cave Hill Road with concerns of private screening from the bridge/road.
Bill Davison, Sheriff of Ripley County presented the Commissioners with the
month end reports on the jail. Davison reported that 113 were housed in the jail
over the weekend at a savings of approx. $22,000.
Commissioner Reiners made the motion to adjourn till the next meeting on Monday,
April 26th at
