Unapproved Commissioner's Meeting Minutes for 04/11/05
April 11, 2005
The Ripley County Board of Commissioners met on Monday, April 11th, 2005 at the Ripley County Annex, Versailles, Indiana. Commissioner Reiners promptly called the meeting to order at 8:00 AM and all stood for the opening pledge allegiance to flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell were in attendance for the meeting.
Mary Ann McCoy, Auditor of Ripley County acted as secretary for the Board of Commissioners.
Neil Comer, Attorney was present to advise the Board on legal matters.
The Board signed the payroll check and claim register for April 11th, 2005.
Commissioner Nickell made the motion to approve the minutes from March 14th & 28th 2005 seconded by Commissioner Folz. Motion approved unanimously.
Gene Bishop, Maintenance presented the commissioners with the Steinhardt Heating & Air Conditioning 2005 contract for Courthouse & Annex. Commissioner Folz made a motion to approve the Annual Contract to renew with Steinhardt Heating & Air Conditioning for 2005 seconded by Commissioner Nickell. Motion approved unanimously.
Kelly Vollet, Technology reported to the commissioners that for the new State Wide Voters Election System the state is giving two new computers as back up for the voter election system. Ripley County is responsible for running the line from the D-Mark in the Courthouse basement to the Election room on the 2nd floor. ETC/Sunman Telephone has presented a quote for running the lines for $989 and Blue River Telecommunications is coming on Tuesday, April 12 to give a quote. Vollet also advised that a letter had been faxed to Governor Danielís and copies to State Senator Nugent, Representative Duncan, Bischoff & Bright, Mayor Marksberry/Rising Sun, Ohio County Council & Switzerland County Council concerning the redistribution of river boat gaming taxes.
Bill Davison, Ripley County Sheriff advised the commissioners that gasoline has gone up .50 a gallon and that they had spent an additional $12,000 due to the cost of gasoline. Sheriff advised that he had sent two trustees to help clean up some of the roads, due to the litter on the county roads. Davison reported that $251,368 had been turned into the county general fund for 2005.
Sam Row presented concerns to the commissioners about comp time being paid at an hourly rate in some of the annex offices. Auditor McCoy reported that they were being paid at a salary rate, not hourly, due to the payroll sheets that are prepared by the office holders.
John Graff advised the commissioners that William Kramer & Son have mailed references. Commissioner Nickell made the motion to accept Wm. Kramer & Son, Inc. quote of $46,830/roofing of the courthouse, after checking Kramerís references seconded by Commissioner Folz. Motion approved unanimously. Commissioners will meet Thursday, April 14th, 2005 @ 9:00 AM with Kramer & Son about the roofing of the courthouse. Commissioners recommended that John Graff go ahead and do the surveying for bridge #38. Commissioner Reiners advised that he had talked to Lorrie Johnson and she will get back to the commissioners about bridge #100.
Donald Dunbar reported that the Planning Commission is turning in Approx. $23, 953 to the General Fund from fees per the state board of accounts.
Mark Thomas presented concerns to the commissioners about the local Board of Health and the commissioners recommended that he talk to Neil Comer, County Attorney.
Charles Malinowski presented the commissioners with a county cost plan and a monthly Title IV-D Claiming plan for Ripley County. Commissioners will take this under consideration.
Bob Alexander, Abate of Indiana, Inc. (charitable Not-for-Profit organization) presented a request to have a motorcycle run on June 25th, 2005 starting at the Yellow Dog Saloon. Commissioners recommended that they contact the Versailles Town Council.
Ted Spurlock, Ripley County Economic Development Board Member asked that the commissioners appoint Von McGuire to take Pam Sanders place on the Ripley County Re-Development Commission. Commissioners asked that they receive a letter from Pam Sander as to the re-appointment.
Mark Klosterkemper, AECON, Inc. updated the commissioners on the Busching Bridge and reported that he will have some change orders for the next meeting. Commissioner Nickell decided to go with ĺ in siding instead of 1in due to the weight. Klosterkemper will give the commissioners a monthly report on the Busching Bridge.
John Gause, Apex Benefits Group Inc. met with the commissioners about the county health insurance. Gause reported that he would have someone come in and spend a day with the county employees concerning the health insurance issues.
Commissioner Folz made the motion to recess until Thursday, April 14th 2005 @ 9:00AM at the Ripley County Annex, Versailles, Indiana concerning the roofing of the courthouse seconded by Commissioner Reiners. Motion approved unanimously.

Commissioners reconvened Thursday, April 14th, 2005 @ 9:00AM and met with
William Kramer concerning the roofing of the Courthouse. Commissioner Reiners
signed the Notice to Proceed for Wm. Kramer & Son, Inc. / Ripley County
Courthouse Roof Restoration project. Commissioner Reiners reported that one end of the
Courthouse will be closed while working on the roof and that a Dumpster will be placed
in the street, for the roofing taken off the courthouse.
Commissioner Folz made the motion to appoint Von McGuire to replace Pam Sanders to
the Ripley County Re-Development Commission seconded by Commissioner Nickell.
Motion approved unanimously.
Commissioner Reiners signed a letter to Dr. Lovett concerning the claim that was turned
in without attached copies of the expenses.
Commissioner Reiners signed the Community Development Block Grant (CDBG)
Program Certification of Project Completion for PN-002-005.
Commissioners adjourned on April 14th, 2005 until the next regular meeting on April 25th,
2005 @ 8:00AM at the Ripley County Annex, Versailles, Indiana.
