Unapproved Commissioner's Meeting Minutes for 04/9/07

April 9, 2007

The Ripley County Commissioners met on Monday, April 9th, 2007 at the Ripley County Annex, Versailles, Indiana.

Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.

Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.

Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.

Neil Comer, County Attorney was present to advise the Commissioners on legal matters.

Commissioner Folz made a motion to approve the minutes from the March 26th, 2007 commissioner meeting seconded by Commissioner Reiners. Motion approved by Folz and Reiners. Commissioner Nickell abstained due to not being present at the last meeting.

John Lohrum, Maintenance advised the Commissioners that the new mower has been delivered and is working really well and that he has installed more ceiling fans in the offices.

Tom Grills, Ripley County Sheriff presented concerns to the Commissioners about ordinances.

Kelly Vollet, Technology, Jeff French, Surveyor and Sue French, 1st Deputy Surveyor presented a request to the Commissioners concerning a grant from Rising Sun Foundation for the update of the GIS system for the county. Deputy French is currently working on the rural areas. Surveyor French advised that he could possibly give a match of $20,000 on the whole project from the perpetuation fund. French will need to check with the State Board Accounts to see if the funds could be used for this project. Commissioners agreed to support the grant application.

Commissioner Nickell made a motion to sign the Data Exchange Agreement with WTH Technology that will provide adjacent counties with up to date data on Ripley Countyís Roads, Highways, Drives and Addresses seconded by Commissioner Folz. Motion approved unanimously.

Tad Brinson, Area Planning and Steve Myer, Building Inspector advised the commissioners that they had nothing to report on at this time.

Kathy Eaton, IDOT updated the Commissioners on Bridge projects in Ripley County. Eaton and Commissioners agreed to make Bridge #89 an active project. Eaton advised that there isnít any federal money available at the present time for Bridge#38. Commissioners will put the Bridge# 38 project on hold for the present. John Graf advised the Commissioners that they are progressing with Bridge# 8 at the present time.

Larry Volz, Delaware Camp Grounds  advised that he had received a letter from John Ertel, Attorney for Area Planning Commission/ BZA pertaining to  92 camp sites and was not sure what it meant. Tad Brinson, Area Planning Commission advised Volz that he could go ahead and operate the original 50 sites at the camp grounds.  Commissioners advised that it was out of their hands and a decision will be made at the BZA meeting on the 24th of April.

Mark Kloesterkemper, Acon Engineering updated the Commissioners on bridge projects in the county.

Kerry Langdon, Engels Maps updated the Commissioners on the new books maps for Ripley County. Commissioner Reiners advised those present that Ripley County is receiving a grant from the Rising Sun Foundation in the amount of $15,000 plus for the book map project. Langdon advised that the cost of the maps would be approximately $14,900 for 5,000 book maps for Ripley County. Commissioners agreed to move on with the book map project.

Commissioner Nickell made a motion to give the current folder maps away free to the public seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Folz made a motion to approve SRI for the 2007 Tax Sale Services in Ripley County seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Reiners signed the approval to pay Low Associates $2,000 for the Conversion of History Year payable 2004 to Windows Tax System for Ripley County Taxes.

Commissioner Reiners signed the Grant Agreement and Receipt between the City of Rising Sun and Ripley County. Commissioners received $39,183.57 from City of Rising Sun for the 3rd Quarter.

Commissioner Reiners signed a letter to Rising Sun Regional Foundation Inc. advising the Foundation that the Ripley County Park and Recreation had received additional money from the Reynolds Foundation toward the concrete paving in front of the community building at the fairgrounds.

Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, April 23rd, 2007 @ 8:00A.M. at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell.
