Unapproved Commissioner's Meeting Minutes for April 7, 2008

The Ripley County Commissioners met on Monday, April 7th, 2008 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.
Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Neil Comer, County Attorney, was present to advise the Commissioners on legal matters.
Johnnie Lohrum, Maintenance advised that he had treated the new trees at approx. $42 a tree and going to paint the third floor. Lohrum advised that he had two bids for fixing the courthouse doors from Fortrees Safe & Lock, Inc. $6,744.40 and Access Door Controls, LLC $6,975.
Ron Buchann, Coroner of Ripley County advised the Commissioners that he is going to wait to have the van lettered and to purchase the cover for the cot until next year.
Tad Brinson, Area Planning Commission presented a re-zone for the Commissioners consideration. Commissioner Folz made a motion to approve as submitted An Ordinance to Amend the Unified Zoning Ordinance of Ripley County, Indiana, as Amended/Part of the W. Half of the N. W. ¼ of Section 22, Township 10 North, Range 12 East. Adams Twp. 609 Acres from the existing R-1 Residential to 25 Ac. G-B & 35 Ac. R-B seconded by Commissioner Nickell. Motion approved unanimously.
Kelly Vollet, Technology updated the Commissioners about that the Ripley County Online Auction that will be starting Monday 14th, and that the digital recording is in the Superior Court.
Ken Hylton, Veteran Officer advised the Commissioners that the gas problem is taken care of.
John Gause and Toni Stinson, ApEX Benfits Group inc. updated the Commissioners on the final reconciliation resulting from the termination of the refund agreement with Anthem Blue Cross and Blue Shield. Maximum contract was $139,535.38, which was reduced by the $94,000 submitted to Anthem in the 4th quarter of 2007. Remaining balance due to Anthem was $45,535.38 minus the protected fund of $39,622.42 leaving an outstanding balance of $5,912.96. Commissioner Folz made a motion to pay the balance of $5,912.96 to finish out the year 2007 seconded by Commissioner Nickell. Motion approved unanimously. Commissioner President Reiners signed the letter to Anthem in re to Available Fund Balance, Schedule of Financial Variables for the Refund Agreement between Ripley County Government and Anthem Insurance Company and Special Billing Request Form.
Commissioners signed a letter of support for Rural Development Housing Preservation Grant for Area 12 Council on Aging and Community Services, Inc. dba Lifetime Housing Group.
Brandi Fischvogt, INDOT updated the Commissioners on Bridge # 89 and the Local Federal Aid Programs that are available to the counties.
Commissioners agreed that in might the County Highway Garage will be having an auction on surplus inventory.
Ted Spurlock presented the Commissioners the 2007 Annual Report on the Rising Sun Regional Foundation and advised that $20,901,844 in grants was given throughout the region.
Commissioner Nickell made a motion to approve the voting places for Ripley County as follows second by Commissioner Folz. Motion approved unanimously.

Commissioner Reiners signed the Grant Agreement and Receipt between The City of Rising Sun and Ripley County.
Commissioner Nickell made a motion to renew the contract with Purdue at $38,650 for 2007 seconded by Commissioner Folz. Motion approved unanimously. Commissioner President Reiners signed the Extension Contractual Services Agreement between Purdue University and Government of Ripley County, Indiana.
Commissioner Folz made a motion to approve the minutes from the March 24th, 2008 Commissioners meeting seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Folz made a motion to rescend the motion to appoint Violet Baker as the Annex House Keeping seconded by Commissioner Nickell. Motion approved unanimously.
Tad Brinson, Area Planning Commission advised the Commissioners that they would like to have Dwight Bowman become a part time employee and building inspector. Commissioner agreed that they could have two full time building inspectors and when not busy he can work in the Area Planning Office. Per Council Approval.
Commissioner President Reiners signed the Natural Gas Line Easement between Ripley County and the Civil Town of Osgood, Indiana.
Commissioner Nickell made a motion to adjourn until the next Ripley County Commissioner’s Meeting on Monday, April 21, 2008 @ 8:00AM in the Ripley County Annex, Versailles, Indiana seconded by Commissioner Folz... Motion approved unanimously.
