Commissioner's Meeting Minutes for April 6, 2009

April 6, 2009
The Ripley County Commissioners opened their meeting promptly at 7:00AM, Monday, April 6, 2009 at the Ripley County Highway Department, Osgood, Indiana.
Meeting called to order promptly at 7:00AM with Robert Reiners, Gary Stutler and Mark Busching were in attendance at the Highway Department.
Auditor, Mary Ann McCoy also was present for the meeting at the Highway Department.
Commissioners, Highway Superintendent and Foremen discussed the new tractors and mowers.
Commissioner Busching made a motion to go to a 4 ten (10) hour day effective April 20th, 2009 (no lunch hour) 6:30AM to 4:30PM seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Reiners and Highway meet with FEMA last week and if Ripley County is declared a disaster the county could receive approximately $98,000. Reiners thanked the Ripley County Highway for all their work at getting the numbers together for FEMA.
Junior Heaton, Highway Superintendent will check on the cost of a hoop barn and concrete floor for salt storage at the highway department.
Commissioner Busching made a motion to recess to the Ripley County Annex, Versailles, In. for the rest of the Commissioners meeting seconded by Commissioner Stutler. Motion approved unanimously.
Commissioners opened the recessed meeting from the Ripley County Highway Department promptly at 8:00AM, Monday, April 6th, 2009 at the Ripley County Annex, Versailles, In. with the Pledge of Allegiance.
Commissioner Robert Reiners, Gary Stutler and Mark Busching were all in attendance at the Ripley County Annex for the rest of the Commissioners meeting.
Auditor McCoy was present for the meeting at the Ripley County Annex.
County Attorney Neil Comer was present to answer legal questions.
John Lohrum, Maintenance had nothing to report. Lohrum will check on prices for new hardware on the courthouse doors.
Commissioner Busching made a motion to take under advisement the QPH contract until Commissioners check with QPH about the raise in the hourly rate for 2009 seconded by Commissioner Stutler. Motion approved unanimously.
Kelly Vollet, Technology advised the Commissioners that she had gotten quotes from Cardinal, Terminix and Arab for the courthouse, annex and surveyors offices. Cardinal was the lowest quote at a cost of $110 per month. Commissioner Stutler made a motion to go with Cardinal at a cost of $110 a month seconded by Commissioner Busching. Motion approved unanimously.
Junior Heaton, Ripley County Highway Superintendent contacted the salt companies and no one is selling salt at this time except Evans. Cost of salt is $65 a ton.
Commissioners gave permission to Pat Thomas, Ripley County Health Department to have CPR classes in the Emergency Management Office.
Andy Bryant, Environmental Health Specialist presented a request to bore a septic line under East Lakeview Drive/south side of Bischoff Lake in Adams Twp for Joe Smith, 14365 Washington St., Batesville, In. for his new home. Commissioner Busching made a motion to give permission to bore septic line under East Lakeview Drive at a depth of 36 INS seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Stutler made a motion to send a letter to Prentha Cochran, PC Recovery concerning the PRI’s and the new telephone system seconded by Commissioner Busching. Motion approved unanimously. Commissioners signed the letter to Cochran and it will be sent certified mail.
Commissioners thanked Wayne Peace for all his hard work on the FEMA project in getting money refunded to the county due to the bad weather.
Commissioner Busching made a motion to go with Apex for the new CORBA Insurance for Ripley County seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Busching made a motion to approve the Commissioner minutes from the March 23rd meeting seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Busching made a motion in recognition and congratulations to JCD Eagles in winning the Class A State Basketball Championship seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Stutler made a motion to adjourn until the next Commissioners meeting on April 20th, 2009 @ 7:00 AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Busching. Motion approved unanimously.
