Commissioner's Meeting Minutes for 03/29/04
March 29, 2004
The Ripley County Board of Commissioners met on
Monday, March 29th, 2004
in the Ripley County Annex,
Versailles
,
Indiana
.
John Little, Commissioner President called the meeting to order promptly at
8:00AM with Commissioners Chuck Folz & Robert Reiners in attendance.
Mary Ann McCoy, Auditor of Ripley County acted as secretary for the board of
commissioners.
Neil Comer was present to advise the Board on legal matters.
The Board signed the payroll check register and claim register for
March 29th, 2004
.
Commissioner Folz made the motion to approve the meeting minutes of
March 15th, 2004
and seconded by commissioner Little. Motion approved unanimously.
Commissioner Folz made the motion to make
Wednesday April 7th, 2004
“Harold Seamon Appreciation
Day” in
Ripley
County
and seconded by Commissioner Reiners. Motion approved unanimously.
Kelly Vollet, Technology Coordinator updated the commissioners on the grant for
$50,000 from Rising Sun Regional Foundation. Vollet reported to the
commissioners that
Ripley
County
would not receive the grant until a report is made on Grant#700 & Grant
#234. Commissioners will work on getting this taken care of. Vollet also advised
that she will need additional $3,000 to go with the $50,000 Grant for the
purchase of the computers. Commissioners agreed to pay the additional $3,000 out
of the general fund. Money will be generated from the sale of the old computers
to those interested in purchasing. Vollet reported that she has ordered the new
server for the new GIS system and that it would be in around the 8th/12th
of April and that she has several licenses to give out to different offices.
Vollet also reported on the dialer for the generator and advised the
commissioners that she has made keys for the sheriff / 911 to be used in case of
an emergency.
Tab Brinson, Area Planning Commission reported a complaint in the Sunman area
and commissioners will do some checking on this. Brinson also reported a
complaint on smoking in the
Annex
Building
.
Donald Dunbar, Council President reported to commissioners on the riverboat fund
and advised that the revenue is down.
Dunbar
advised the commissioners that the county had spent approx. $34,300.00 for
Legal Services and that the riverboat revenue is down approx. one half million.
Mary McCarty, Regional Planning Commission appeared in front of the
commissioners and advised that they are reapplying for a Grant for the Osgood
Public Library. John Little, Commissioner president signed Readiness To Proceed
Certification, Resolution Authorizing Application Submission and Local Match
Commitment, Status of Required Environmental Review Process, Status of Permit,
Status Of Site Control, Indiana Department of Commerce Community Development
Block Grant Small Cities Program Assurances and Certification, Civil Rights
Certification, CDBG Disclosure Report and The Resolution of Ripley County,
Indiana, Authorizing the Submittal of the Community Focus Fund Grant Application
to the Indiana Department of Commerce and Addressing Related Matters. This will
be at no cost to the County.
Gene Bishop, Maintenance updated the commissioners on projects he is working on.
Commissioners asked that he check on the air conditioning for the Second floor
in the courthouse.
Katherine Taul, Ripley County Tourism Executive Director updated the
commissioners on the May 15th program and introduced Lu Ann Mays, as
the new Assistant Tourism Director.
Scott Melling,
EMS
Director appeared in front of the commissioners and advised that they would be
sending out Customer Service Surveys the first of April.
Melling presented Commissioners with contracts for Emergency Ambulance
Service and Attorney Comer will look over the contracts. Commissioner Reiners
made the motion to adopt the Ripley County Uniform Emergency Ambulance Service
Rules and Regulations seconded by Commissioner Folz. Motion approved
unanimously. Melling also advised the commissioners that Southern Franklin
County is willing to talk to
Ripley
County
about covering a portion of
Franklin
County
at a cost. Commissioners will take this under advisement.
Earline Copeland, Ripley County Treasurer updated the commissioners on the
Postage Machine now in use in the courthouse. Copeland advised the commissioners
that the existing contract would run out in December 2004.
Copeland presented the commissioners with the Pitney Bowes Mailing
Proposal at a cost of $918 a month (a savings of approx. $3.00 per mo.).
Commissioners agreed to this at a lower
cost than the previous program.
Larry Eaton, appeared in front of the Commissioners with an update on the
riverboat funding (Rising Sun) and advised that the they are presently changing
their fiscal year to a calendar year. Eaton advised that they were down approx.
40% and that he is in the process of checking on this matter for the
commissioners.
John Little, Commissioner President signed two Grant Agreements and Receipts
between The City of Rising Sun and Ripley County.
Janet Duval,
250 West Co Road
appeared in front of the commissioners with concerns about the road and water
drainage. Duval advised that this has been a constant flooding issue.
Commissioner Reiners will check on this situation and try to come up with a
solution.
Andy Pickell, Beam, Longest & Neff who is taking the place of Brittany
Martin, updated the commissioners on the Bridge#46 project.
Commissioner Reiners made the motion to adjourn till the
next meeting on Monday, April 12th at
8:00AM
