Unapproved Commissioner's Meeting Minutes for 03/27/06

The Ripley County Commissioners met on Monday, March 27th, 2006 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly call the meeting to order at 8:00A.M. and all stood for the opening pledge to the flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Neil Comer, County Attorney was present to advise the Board on legal matters.
Commissioner Folz made a motion to approve the minutes from the March 13th, 2006 meeting seconded by Commissioner Nickell. Motion approved unanimously.
Andy Clark, Veterans Director updated the commissioners with a veteran award recovery report from 1/06 thru 2/06.
Commissioner Nickell advised the commissioners that Gene Bishop, Maintenance would be off another week due to illness.
Tad Brinson, Area Planning Commission & Steve Meyer, Building Inspector questioned the commissioners on a burned out house and are in need of approval from the commissioners to either fix it up or tear it down. Commissioners will check with Attorney Comer on this problem and the pole barn building and no permit.
Kelly Vollet, Technology advised the commissioners that Crossmanís Fire & Safety reported that the courthouse fire alarm panel needs to be replaced. The approx. cost of a new panel is $700 or $800. Vollet reported on the 911 procedure for the courthouse concerning a fire. Commissioners agreed that Gene Bishop, Maintenance should be at the top of the list for the fire alarm procedure. Commissioner Folz made a motion to approve a lock box be placed at the courthouse (remove a brick & replace with a lock box) enclose a set of courthouse keys for the Versailles Fire Department Chief & Assistant Chief. Motion approved unanimously.
Ginger Bradford, Clerk Ripley Circuit updated the commissioners on the area zoning code ordinance concerning the placement of political signs in Ripley County. Bradford advised that signs are to be put up 30 days before the election and taken down 7 days after the election.
Donald Dunbar, Council President updated the commissioners on the courthouse survey that had been presented to the office holders concerning footage for a new annex building.
Commissioner Nickell made a motion to approve the claims as presented seconded by Commissioner Folz. Motion approved unanimously.
Roger Lang & John Campbell, Sunman, Indiana presented a Petition to the Commissioners and Indiana Department of Environmental Management (IDEM), for an order directing that a regional sewer district be organized as an independent political entity of the State of Indiana, and as a body corporate and politic. Lang & Campbell advised commissioners that this is a petition that they will submit to IDEM for approval. Attorney Comer advised the commissioners that some cost would be involved with the project. Commissioners will make a decision on this matter at the next meeting.
Earline Copeland, Ripley County Treasurer advised the commissioners that they have a need to use the internet for bankruptcy filed in Ripley County using a PACER program at a cost of .60 cents per minute. Commissioner Folz made a motion to approve the use of the PACER program with cost taken out of Commissionerís Contractual Services seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner President Reiners signed the Citizen Participation Report for the CDBG Community Focus Fund Grant. Commissioners signed The Resolution of the Ripley County Commissioners of Ripley County, Indiana, and Hoosier Hills Regional Water District, Inc. Authorizing the Local Match of the CDBG Community Focus Fund Grant Application to the Indiana Office of Community and Rural Affairs and Addressing Related Matters.
Rick Hertel, Ripley County Local Coordinating Council against Substance Abuse advised the commissioners on behalf of Sandy Day Howard, Coordinator. Hertel presented the commissioners with the following grants that were awarded at the March meeting from Drug Free Fund ($22,000) and $6,000 from our councilís current operating fund. Total Allocated for Projects and Operating Expense is $28,000.
Law Enforcement/Criminal Justice:
$1,000 Ripley County Prosecutorís Office Training
$2,000 Versailles Police Department Trailer For Presentations
Prevention / Education:
$1,500 Prevent Child Abuse Ripley County Operating Budget
$1,500 Family Connections Tobacco Free Kids Program
$1,500 Batesville School Corporation Choices Program
Intervention / Treatment:
$2,800 Ripley County Probation Office Juvenile Substance Abuse Ed.
$16,000 Operating Budget (to be equally disbursed from the three groups above)
Commissioner Nickell made the motion to send to the county council with the commissionerís recommendation seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Folz made a motion to go with Freightliners Cincinnati. Inc. / 2007 M2-106V (Mercedes Powered) bid of $70,562 for the new Diesel Dump Truck seconded by Commissioner Nickell. Motion approved unanimously.
Donald Dunbar, Council President presented the commissioners with a survey that had been presented to all of the office holders in the courthouse, concerning square footage needed for the offices. Dunbar asked that the commissioners consider presenting to the council a plan for the future (due to possible money from Dearborn Co & Toll Road Money) for some of the EDIT monies to be deferred to a building fund for a new annex building. The new annex will take the cooperation of the commissioners and the council.
John Graff, Barth & Associates advised the commissioners that they would be starting on Bridge#100 in about a week. Attorney Comer reported that he will be revising the deeds affecting Bridge #8 and will be done by the next Commissionerís meeting.
Commissioner Reiners signed the Rising Sun Regional Foundation Grant award agreement for the $2,500 grant for Ripley County Tourism Bureau.
Mark Klosterkemper, AECON, Inc updated the commissioners on Bridge #8 project.
Commissioner Reiners signed the Contract for Services with New Horizon Rehabilitation, Inc for $30,000 and Family Connections for $5,000.
County Attorney Comer, advised the commissioners that the building inspector has the authority to hire an attorney to go after the omitted building permits.
Commissioners signed a letter to Mr. Lang, American Legion Post, Sunman, Indiana advising Mr. Lang that they agree that the polling place for Adams 2 will be in existence for the next five year and agreed to upgrade the existing driveway in lieu of payment for rental of American Legion Post.
Commissioner Folz made a motion to change the average budget payment the cost of gas for the buildings $850 to $1500 per month with South Eastern Indiana Natural Gas Co. Inc. seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Nickell made a motion to amend the purchase of the chairs from Cum Cap Budget for the commissioners room seconded by Commissioner Folz. Motion approved unanimously. Commissioner Nickell made a motion to take the purchase of the chairs from Rising Sun Riverboat Budget/ Equipment seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, April 10th, 2006 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
