Unapproved Commissioner's Meeting Minutes for March 10, 2008

The Ripley County Commissioners met on Monday, March 10th, 2008 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.
Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Attorney John Ertel was present in the place of Neil Comer, County Attorney, to advise the Commissioners on legal matters.
Johnnie Lohrum, Maintenance advised the Commissioners that on the third floor they are in need of a new water fountain. Lohrum also advised that the new trees need fertilized, a lock smith is coming in to work on the courthouse doors and QPH is coming in to look at some valves. Walsman Supply, Batesville presented a quote for the new carpet on the third floor of the courthouse. Commissioners are waiting on other quotes before making a decision on this matter.
Kelly Vollet, Technology advised the Commissioners that she had a quote for a new PA system for the courthouse from Designed Sound & Video, Greensburg, Indiana. Commissioner Folz made a motion to accept the bid for $3,368.95 for the PA system from Design Sound & Video, Greensburg, Indiana seconded by Commissioner Nickell. Motion approved unanimously. Vollet also advised the Commissioners that her assistant is setting up an on-line auction. Commissioner agreed that the web site would be a good way of disposing of old equipment, etc.
Tad Brinson, Area Planning Commission advised the Commissioners that some of the surveys are getting through without a signature and wondered if Attorney Ertel could do a ordinance to correct the matter. Brinson advised that Randy Cooley had visited the Area Planning Commission and suggested that the county needs to update the building codes. Attorney Ertel is going to look at the building codes and see what needs to be updated.
Julie Brancamp, Ripley County Parks & Recreation presented the Commissioners with the Master Plan for 2007-2012 for the Ripley County Parks and Recreation.
Commissioner Folz made a motion to enter into an agreement with Fountaintown Gas Company, Inc and Ripley County to use Ripley County’s GIS (available data) to enhance its operations and services in the county seconded by Commissioner Nickell. Motion approved unanimously. Commissioners signed the County and Utility GIS Data Exchange Agreement with Fountaintown Gas Company, Inc and Ripley County.
Ron Buchanan, Ripley County Coroner presented requests to the Commissioners for a new cot and cover at an approx. cost of $1,800 for cot and $300 for cover. Commissioners suggested going to the council for an additional appropriation for the new cot and cover.
Commissioner Folz made a motion to approve and ratify the Snow Emergency Proclamation and the Local Disaster Emergency Declaration presented by Wayne Peace, Emergency Management Director seconded by Commissioner Nickell. Motion approved unanimously. Commissioners signed the Snow Emergency Proclamation and Local Disaster Emergency Declaration for the Ripley County.
Commissioner Folz made a motion to re-appoint Kaye Hunger, 353 E. 600 South, Versailles, Indiana as the Ripley County Commissioner’s Representative to Historic Hoosier Hills RC&D Council Board of Directors seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Nickell made a motion to approve the corrected minutes from the February 25th, 2008 Commissioners meeting seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Nickell made a motion to renew the QPA Contract with Ripley County for the Ripley County Courthouse, for 1 year from the date of signing at a cost of $695 monthly seconded by Commissioner Folz. Motion approved unanimously.
Commissioners signed the Wavier of Acquisition Rights with Full Donation of the real estate of 3.814 acres located at Industrial Park Way to the Town of Versailles for the Versailles Volunteer Fire Department Fire Station Project.
President Reiners signed the Auditor’s Audit Agreement with PC Recovery System for recovery of overcharge telecommunication billing.
President Reiners signed the Elevator Safety Test for 1 Elevator/ State# 39827/ Ripley County Courthouse, Versailles, Indiana.
Commissioner Folz made a motion to adjourn until the next Ripley County Commissioner’s Meeting on Monday, March 24th, 2008 @ 8:00AM in the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
