Commissioner's Meeting Minutes for March 9, 2009

March 9, 2009
The Ripley County Commissioners opened their meeting promptly at 7:00AM, Monday, March 9th, 2009 at the Ripley County Highway Department, Osgood, Indiana.
Meeting called to order promptly at 7:00AM with Robert Reiners and Gary Stutler in attendance. Mark Busching was unable to attend at the Highway.
Auditor, Mary Ann McCoy also was present for the meeting at the highway garage.
Pat Kissell, Highway Foreman reported to Commissioners on the bids for the tractors that had been received at the Commissioners meeting. Commissioners will take the tractor bids under advisement.
Commissioner Reiners advised that some the Commissioners and Highway Foreman will be attending the Road School.
Commissioner Stutler made a motion to recess to the Ripley County Annex, Versailles, In. for the rest of the Commissioners meeting seconded by Commissioner Reiners. Motion approved by those in attendance.
Commissioners opened the recessed meeting from the Ripley County Highway Department promptly at 8:00AM, Monday, March 9th, 2009 at the Ripley County Annex, Versailles, In. with the Pledge of Allegiance.
Commissioner Robert Reiners, Gary Stutler and Mark Busching were all in attendance.
Auditor McCoy was present for the meeting at the Ripley County Annex.
Neil Comer was present to answer legal questions.
John Lohrum, Maintenance presented the Commissioners with a letter from AMCO Elevators, Inc for the Annual Safety Test for (1) Elevator. Commissioner Busching made a motion to have AMCO come check the elevator seconded by Commissioner Stutler. Motion approved unanimously.
Shawna Bushhorn, Ripley County Assessor advised the Commissioners that she would not be making a decision on the Reassessment bid till the next meeting.
Kelly Vollet, Technology advised the Commissioners that we now have an emergency hotline (812-689-5559). Vollet advised that Wayne Peace recommended that Ripley County stay as they are at the present time and go to the same weather levels as Homeland Security sometime in June. Vollet advised the Commissioners that she had recommended PRI at a 50% saving to the Commissioners back in 2002 and believed that Cochran should not receive the saving because it had already been researched by Vollet. Vollet advised that she had talked to the County Attorney Comer and he had advised that Cochran was not initialed to the saving. Prenta Cochran, PC Recovery had recommended that we go with Qwest for long distance for Ripley County. Commissioner Busching made a motion to switch to Qwest Communications seconded by Commissioner Stutler. Motion approved unanimously. Vollet advised that she has some wooden chairs from Treasurer’s Office and would like permission to put then on the online auction. Commissioner Busching made a motion to advertise the wood chairs on the online auction seconded by Commissioner Stutler. Motion approved unanimously.
Lu Ann Menchhofer, Child Development Associates presented a request to transfer funds for the Child Development Associate Assistance. Commissioner Stutler made a motion to approve the transfer for Child Development Associate Assistance seconded by Commissioner Busching. Motion approved unanimously.
Rick Fledderman, Batesville City Mayor advised the Commissioners of the concerns of City of Batesville, Dr. Roberts, Superintendent of Batesville School concerning the weather levels and all (Dearborn, Franklin & Ripley County) being on the same levels. Fledderman advised that they would like to see all the counties on the same levels. Wayne Peace, Emergency Management Director advised that the state will try and make changes to the levels by June. This will be addressed after Homeland Security makes a decision.
Commissioner Busching made a motion to appoint Robert Reiners as the Regional Workforce Representative seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Stutler made a motion to approve the corrected minutes seconded by Commissioner Busching. Motion approved unanimously.
Commissioner Busching made a motion to approve the claims seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Busching made a motion to approve the Uniform Conflict of Interest Disclosure Statement for Anthony J. Wood, 3659 East Olean Road, Versailles, Indiana seconded by Commissioner Reiners. Motion approve by Busching and Reiners. Stutler abstained.
Wayne Peace, Emergency Management advised the Commissioners that he would be meeting with National Weather Service today.
Commissioner Reiners advised that they would take all bids under advisement until a later date.
Commissioner Reiners would like to pay tribute and thank Kenneth Copeland, Ripley County Republican Chairman for his hard work and years of service to the Republican Party. Reiners congratulated Ginger Bradford, Ripley County Republican Chairman, Marilyn Hunt, Treasurer and Mary Ann McCoy, Secretary of the Republican Central Committee.
Julie Berry, Midwestern Engineers Inc. advised the Commissioners that she is the new employee of Midwestern Engineers (Quality Engineering Service) and would like to service Ripley County if they would need any professional services.
Commissioner Reiners signed letters to Fort Dearborn Life Insurance Company and One America Group giving notice of intent to amend our policy to create a class for elected officials and that as of March 1st, 2009 the policy should contain the following two classes of eligible employees; (Class I—All elected county officials working at least 12 hours per year / Class II—All other full time employees). One America Group giving notice of intent to amend our policy to create a class for elected officials and that as of November 1, 2008 our policy should contain the following two classes of eligible employees; (Class I—All elected county officials working at least 12 hours per year / Class II—All other full time employees).
Commissioner Busching made a motion to pay highway employees over time for plowing snow, all other over time is compensated as comp time seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Busching made a motion to adjourn until the next Commissioners meeting on March 23rd, 2009 @ 7:00 AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Stutler. Motion approved unanimously.
