Unapproved Commissioner's Meeting Minutes for 02/28/05
February 28, 2005
The Ripley County Board of Commissioners met on Monday, February 28th, 2005 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00 AM and all stood for the opening pledge allegiance to flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell were in attendance for the meeting.
Mary Ann McCoy, Auditor of Ripley County acted as secretary for the Board of Commissioners.
Neil Comer, Attorney was present to advise the Board on legal matters.
The Board signed the payroll check and claim register for February 28th, 2005.
Andy Clark, Veterans Service Officer updated the commissioners on his $24,000 grant from Rising Sun Regional Foundation for the handicap Van for Ripley County.
Bill Davison, Ripley County Sheriff advised the commissioners that they had taken in $2,490 a day, the last three days of the February 2005.
Andy Scholle presented concerns to the commissioners about Co. Rd. 975 N between Ahrens & Fulmer property and would like to open up approximately 90 feet. Commissioners advised that he should check with the surveyor and see if the road had been closed/abandoned and come back when Attorney Comer is present.
Kelly Vollet, Technology advised the commissioners that her assistant Helen Lohrum had found a new job and wondered if she should advertise for the position. Low has the new tax server in and no training was put in the contract. Training will need to come from the Treasurers & Auditor training budget. Vollet advised the commissioners that she had 10 free licenses for the GIS system and has 2 licenses left. Vollet would like to give one to Voter Election. Commissioner Nickell made the motion to give one GIS license (for precinct layers) to Ginger Bradford, Clerk for the Election System seconded by Commissioner Folz. Motion approved unanimously. Commissioners would like to take the last GIS license under consideration. Cost of a new license is $1,000 and the annual payment is approximately $3,000 that will be paid by 911. Vollet had a question on the handbook (prorated vacation) and commissioners will have Attorney Comer take a look at the handbook.
Julie Siebert presented concerns to the commissioners about Ripley County taking over SR 229 from the state and the possible liability that may cause the county.
Mark Klosterkemper, AECON,Inc. updated the commissioners on the Busching Bridge #46/stone wall is in bad shape/lumber that has been taken off is too bad to put back on the bridge. Klosterkemper reported that he is trying to get some money & help from the state. Approximately $40,704 is needed to fund the siding for the bridge. Commissioners & Klosterkemper will meet with the INDOT Friday, March 4th, 10:00 AM at the Annex.
Dennis McKrittrick, advised the commissioners that the planning commission came back with two decisions to widen road (Co Rd 725E) 16ft/or only 4 lots. Commissioners will further discuss this matter and reach a decision.
Doug Foster, Staples, advised the commissioners that he would like to make a proposal to the county for office supplies. Commissioners advised that he needs to check with each office holder.
Earline Copeland, Treasurer, advised the commissioners that she had received bids for a 5 month CD/Rainy Day Fund. Commissioners asked that she wait for a while before investing the Rainy Day Fund.
Letta Ryle, Office Shop, advised the commissioners that they now give Ripley County contract prices.
Mary Ann McCoy, Auditor & Adina Roberts, 1st Deputy asked that the commissioners give direction on how they want the heath insurance handled from the department budgets. In the past $90 Health & $15 Dental per person from the each department that has budgeted for insurance. Commissioner Nickell made the motion to continue with taking $90/$15 from each department’s budget seconded by Commissioner Folz. Motion approved unanimously.
Andy Scholle returned and advised the commissioners that the old roadbed of Co Rd 975 N is the property line. Commissioners advise that he does have the right to open up the road (90Ft of Rd) but it will have to be brought back up to County specks.
Sandy VanDerbur, Red Cross Director, presented the commissioners with a Proclamation of American Red Cross Month. Commissioner Folz made a motion to make the month of March Red Cross Month seconded by Commissioner Nickell. Motion approved unanimously.
Wayne Peace, Health Department presented concerns to commissioners about the burning of trash in the county.
Frank Thompson advised the commissioners that he is the new Area Director for Congressman Sodrel and will be opening an office in approx. 2 weeks at 822 South Adams, Versailles, In.
Commissioner Folz made a motion to approve the minutes as corrected from the meeting on February 14th, 2005 seconded by commissioner Nickell. Motion approved unanimously.
Commissioner Folz made the motion to recess and re-convene Friday, March 4th @ 10:00 AM in the Annex.
Commissioner Reiners reopened the recessed meeting @ 10:00AM from Monday, February 28th, 2005 with all present.
Attorney Comer was present to advise on any legal matters.
Auditor McCoy was present to record the minutes of the meeting.
Steve Dilk, INDOT met with the Commissioners, Highway Dept. , Engineer & Contractor concerning the Busching Bridge #46 project. Bridge #46 agreement was approx $498,000 at the time of the contract but an additional $40,704 is needed. Enhancement project was 80% Federal Funds & 20% Local Match. Due to a change at the state they now have a cap system. Mark Klosterkemper suggested that the county get some numbers together and appeal the state for additional funds. Klosterkemper will get information, draft a letter and get to Attorney Comer to submit to INDOT.
Commissioner Folz made the motion to approve the Passage of the Dog Ordinance
Seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Reiners signed the Grant Agreement And Receipt between The City Of Rising Sun and Ripley County.
Commissioner Folz made the motion to adjourn until the next regular commissioner meeting on Monday, March 14th, 2005 at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
