Commissioner's Meeting Minutes for February 23, 2009

February 23, 2009
The Ripley County Commissioners opened their meeting promptly at 7:00AM, Monday, February 23, 2009 at the Ripley County Highway Department, Osgood, Indiana.
Meeting called to order promptly at 7:00AM with Robert Reiners and Gary Stutler in attendance. Mark Busching was unable to attend at the Highway.
Auditor, Mary Ann McCoy also was present for the meeting at the highway garage.
Pat Kissell, Highway Foreman reported to Commissioners on the bids for the tractors that will take place today at the Commissioners meeting.
Commissioners Reiners advised that there would be a benefit for John Vanosdol on March 21, 2009 at the Friendship Fire House.
Superintendent, Owen Heaton advised the Commissioners that Gibbco Cinder Company can get all the cinders the County can handle.
Commissioners advised that they would not be selling any material or cleaning any roads for the schools, churches & etc.
Superintendent Heaton advised the Commissioners that the dumpster at the Highway/Solid Waste had been picked up when only partly full. Commissioners had concerns about the cost/fee of dumping when only partly full and will call the company when it should be picked up for dumping.
Commissioner Stutler made a motion to go back to 4/10-hour days starting sometime in April (to be determined by Commissioners) seconded by Commissioner Reiners. Motion approved unanimously
Commissioner Stutler made a motion to recess to the Ripley County Annex, Versailles, In. for the rest of the Commissioners meeting seconded by Commissioner Reiners. Motion approved by those in attendance.
Commissioners opened the recessed meeting from the Ripley County Highway Department promptly at 8:00AM, Monday, February 23, 2009 at the Ripley County Annex, Versailles, In. with the Pledge of Allegiance.
Commissioner Robert Reiners, Gary Stutler and Mark Busching were all in attendance.
Auditor McCoy was present for the meeting at the Ripley County Annex.
Neil Comer was present to answer legal questions.
Commissioners agreed to let Ken Hylton, Veterans Service Officer have the Mobil Van at the Ripley County Annex on Oct. 9, 2009 to sign up disabled veterans.
John Lohrum, Maintenance advised the Commissioners that the Town of Versailles will pay for the supplies to fix the Clock on the Court house.
Commissioner Busching made a motion to approve the corrected Commissioner minutes seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Stutler made a motion to approve the claims seconded by Commissioner Busching. Motion approved unanimously.
Kelly Vollet, Technology advised the Commissioners that the Sheriff had presented quotes to the Tech committee for upgrades at the jail. Tech Committee recommended that the Sheriff apply for a grant to do some of his projects. Vollet advised that the Tech Committee approved the new Excise Program from Data Pit Stop/Darren Bates at a one time cost of $2,000 for the Auditor’s Office. Commissioner Busching made a motion to go with the new Excise Program/Auditor’s Office at a cost of $2,000 from the Commissioners training money seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Stutler made a motion to approve the Ripley County Republican’s using the hall of the Courthouse for the reorganization meeting on Saturday, March 7, 2009 at 10:00AM seconded by Commissioner Busching. Motion approved unanimously.
Chuck Malinowski, Malinowski Consulting, Inc. presented the Commissioners with the Countywide Cost Allocation Plan based on financial data for the year ended December 31, 2007.
D.J. Kreal, Correctional Risk Services, Inc. presented information to the Commissioners on a Medical Claims Management Service and Inmate Excess Medical Insurance for Ripley County Jail. Commissioner Busching made a motion to take this under advisement seconded by Commissioner Stutler. Motion approved unanimously.
Julie Brancamp, Park & Recreation updated the Commissioners on the Ripley County Park and advised that they need a new roof on the big shelter (Building #10). Commissioner Stutler will get with Brancamp and look at the quotes for the roof and get back with the Commissioners. Commissioner Busching made a motion to take this under advisement seconded by Commissioner Stutler. Motion approved unanimously.

Commissioner Busching made a motion to take the bids for the tractor & mower under advisement (Attorney Comer & Highway Garage will look at the bids) decision will be made at the Commissioners meeting on March 9, 2009 at 10:00AM seconded by Commissioner Stutler. Motion approved unanimously.
Ken Griffen-District #9/ Public Health Team updated the Commissioners on the Public Health Preparedness & Emergency Response.
Pat Thomas, Health Department advised the Commissioners that the Ripley County LEPC (Local Emergency Planning Committee) & Friendship Volunteer Fire Department, Inc. will be having a table top exercise that includes a worst case scenario occurring during a National Muzzle Loading Rifle Association Event on March 9, 2009 at 6:00-10:00PM at the Friendship Fire Department, Friendship, Indiana.
Superintendent Heaton advised that a letter was sent to Gibbco, Lawrenceburg, Indiana for a minimum of 5,000 tons of cinder material and will be picked up by the County Highway Department. The cost for this material is $3.50 per ton.
Commissioner Stutler made a motion to adjourn until the next Commissioners meeting on March 9, 2009 @ 7:00 AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Busching. Motion approved unanimously.
