Commissioner's Meeting Unapproved Minutes for February 22, 2010

Commissioners meeting opened promptly at 7:00AM on Monday, February 22, 2010 at the Ripley County Highway Department, Osgood, Indiana.
Commissioners Robert Reiners, Gary Stutler and Mark Busching were all in attendance for the Commissioners meeting.
Auditor Wagner was present for the meeting at the Ripley County Highway Garage.
The commissioners discussed clarification of the emergency levels-who has jurisdiction of what roads and when to go to level 3. They decided to discuss this further with Wayne Peace-Emergency Management.
Discussed was the need to replace the cinders used early in the spring to assure enough would be on hand when needed and on ways to provide more salt storage. No decision was made at this time. Pat Kissell reported that a new front end loader would probably be in the range of $150,000. He is to check to see if it would be possible to obtain State pricing.
Commissioner Stutler advised he had been in contact with the Corps of Engineers about moving sand/gravel bars in Laughery Creek. He stated approval should be received once an aerial view was submitted to Corps of Engineers. They discussed using the gravel removed at the county highway garage for base.
With nothing else to discuss, Commissioner Busching made a motion to recess to the Commissioner’s room. Commissioner Stutler seconded and the motion passed.
Commissioner Busching made the motion to reconvene while Commissioner Stutler seconded, motion passed. The meeting was reconvened at 8:00 am at the Ripley County Annex building in Versailles, Indiana and opened with the pledge of allegiance.
Commissioners Reiners, Busching, and Stutler were present as well as Auditor Wagner and Attorney Neil Comer.
Maintenance: Johnnie Lohrum
John advised the commissioners there was still a small leak in roof. He advised he has repaired as well as he can for now and will check it when the weather breaks.
Technology Coordinator: Ms. Kelly Vollet
Ms. Vollet advised that Apex Benefit Group had provided a letter to be signed by the commissioners to allow them to use the loss history etc. for the county health quotes. The commissioners signed the letter. Ms. Vollet was advised the auditor’s office had not yet received the computer grant money and she was to call Neil Comer.
Ripley County Economic Development: Mr. Gary Norman
Mr. Norman advised that Belltech would soon be advertising for employees at the Versailles location.
Also he had contacted those with tax abatement and would get deadline dates from the Auditor’s office.
The commissioners received the resignation letter from Ms. Stacey Staggs for the Region 9 Workforce Development. Commissioner Busching made a motion to accept the letter and commissioner Stutler seconded with motion passing. Commissioner Stutler then made a motion to appoint Mr. Gary Norman to the vacancy with commissioner Busching’s second. Motion approved unanimously.
The letter of appointment to Region 9 Workforce Development was signed by the commissioners and given to Mr. Norman.
Ripley County Tourism Bureau: Ms. Katherine Taul
Ms. Taul asked the commissioners about the stone bridge restorations information she had given them previously. A discussion followed about the requirements & whether or not grant money was available. Jr. Heaton advised that some federal money was available to restore bridges. The commissioners tabled this to a later date.
Emergency Management: Mr. Wayne Peace
The commissioners discussed the request from Hill Rom to put the restaurant inspections online. With this being public record it was decided to put the reports on the county website. Mr. Peace would confer with Ms. Pat Thomas, Health Department.
Also discussed was the county travel emergency levels. Mr. Peace advised the commissioners that county levels only pertained to county roads and not state highways or city streets. Also there was no ordinance at this time providing for fines if these levels are not obeyed. The commissioners instructed Mr. Peace to contact the State Police, County Sheriff Department, Communications Department and any others that would be affected to clarify.
Area Planning Commission: Mr. Tad Brinson
Commissioner Stutler questioned Mr. Brinson about a building permit and septic requirements. Mr. Brinson explained these to Commissioner Stutler and what needed to be done to complete the request.
Mr. Brinson was questioned about properties that had burned and needed cleaned up. He advised he was pursuing them and would stay on top of them.
Mr. Brinson was also given information pertaining to the 2010 census to follow up on.
Rumschlag Technical Services: Mr. Leo Rumschlag
Mr. Rumschlag appeared to present his qualifications for bridge inspections. He provided examples of his reports and what he provides. He stated he is an Independent and requested that he be considered by the commissioners for the needed bridge inspections.
Directions: Ms. Cathy Dwyer and Ms. Kim Johnson
Ms. Dwyer requested use of the courthouse lawn for a display for an awareness campaign for violence toward women on or about April 29-weather permitting. Commissioner Busching made motion to allow Ms. Dwyer use of the courthouse lawn on or about April 29,2010. Commissioner Stutler seconded and Motion approved unanimously.
Engel’s Maps: Mr. Kerry Langdon
Mr. Langdon provided the commissioners with information on the county maps. After discussion commissioner Busching made a motion to purchase 15000 fold-up and 200 flat county maps. Ms. Catherine Taul is to provide the layout. Cost to be $15,000.00 Commissioner Stutler seconded and the Motion approved unanimously.
Bernardin Lochmuehler: Mr. Doug Ralston and Mr. James Gulick
Mr. Gulick spoke on the firms qualifications for the bridge inspections and provided brochures, etc. He requested the commissioners also consider his firm for the county bridge inspections.
Mr. Donald Dunbar:
Mr. Dunbar requested the highway garage employees be thanked for their hard work during the snow.
Mr. Dunbar also asked the status on the county annex building and the testing of the wells for contamination. The commissioners discussed who should be contacted about the testing and what wells would need to be tested. Mr. Dunbar provided a diagram of the location of the wells.
Mr. Neil Comer, counsel, stated that the commissioners could hire a firm to advise them without going through the bidding process. Commissioner Busching is to call Midwest Engineering.
CPI: Mr. Steve Meyer
Mr. Meyer reported to the commissioners that he had inspected two crossings and one would qualify to use a concrete box. The other (CR 450) would require other options and he would present those to them when received. He also invited the commissioners to the Expo at Greenwood, Indiana on 3/31/10 for information on bridges, culverts, etc.
Commissioners signed payroll sheets, claim vouchers, claims to be paid from commissioner’s budget, Cardinal Pest Control Contract January 25 and February 8 minutes, and the appointment to Region 9 Workforce Development Board.
With nothing further to attend to Commissioner Stutler moved to adjourn with a second from Commissioner Busching. Motion passed and meeting was adjourned.
