Unapproved Commissioner's Meeting Minutes for 02/14/05

February 14, 2005

The Ripley County Board of Commissioners met on Monday, February 14th, 2005 at the Ripley County Annex, Versailles, Indiana.

Commissioner Reiners promptly called the meeting to order at 8:00 AM, all stood for the opening pledge allegiance to flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell were in attendance for the meeting.

Mary Ann McCoy, Auditor of Ripley County acted as secretary for the Board of Commissioners.

Neil Comer, Attorney was present to advise the Board on legal matters.

The Board signed the payroll check and claim register for February 14th, 2005.

Andy Clark, Veterans Service Officer had concerns about the grant for the handicap Van for Ripley County.

Dennis McKittrick appeared in front of the commissioners with concerns about 725E South of County Rd 200 N.

Commissioner Nickell made the motion to approve the minutes from the meeting on January 31st, 2005 seconded by Commissioner Folz. Motion approved unanimously.

Gene Bishop, Maintenance updated Commissioners on the maintenance that he has been working on in the Annex/Courthouse. Commissioners also advised that they would be bidding the roofing of the courthouse.

Kelly Vollet, Technology advised the commissioners that she has old computers & printers that she would like to advertise for sale. Commissioners advised that she check with Attorney Comer about the advertisement for the newspaper.

Commissioner Nickell made a motion to set July 27th, 2005, Song Fest/Gospel Night in memory of John Maxwell at the Ripley County Fair seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Folz made the motion to appoint Nick Stewart to the Batesville Memorial Public Library Board of Trustee and to sign the Uniform Conflict of Interest Disclosure Statement seconded by Commissioner Nickell. Motion approved unanimously.

Judy Schebler, 911 Coordinator advised that they would be sounding the weather alarm for Elrod, Cross Plains & Rexville.

Ginger Bradford, Ripley County Circuit Court Clerk updated the commissioners on the Voters Registration change  & new cable lines that will need to be installed. This will need to done by December 1st and will have to come out of the commissionerís budget.   Bradford also advised that the Hunter Building is for sale @ approx. $163,000.

E J Burwinkel presented concerns about a noise problem in Shelby Township/925 South. Commissioners will check on this matter for Mr. Burwinkel.

Mary Enright & James K Ude, Indiana Department of Transportation discussed the possibly of Ripley County & City of Batesville taking over SR 229 from SR 48 to SR 46.  This is approximately 9.2 miles, eight in Ripley County and 1.2 in Batesville. The state would like to keep the SR 229 from SR 48 to Napoleon and rename that portion of the road. Rick Fledderman, Mayor of Batesville advised that they would look at the portion in City of Batesville. Commissioners & City of Batesville will discuss this matter.

Bill Davison, Sheriff presented the Commissioners with the 2004 Ripley County Jail Stats and a Statistical Comparison from 2001 to 2004.

Ted Spurlock, Economic Development Board/Town of Versailles advised the commissioners that they are in need of 3.8 acres and would like to have the first chance to purchase the ground owned by Ripley County in the Economic Park. Spurlock advised that UPS contract is up in 2006 & they do not want UPS to leave this area.  Commissioner Folz made a motion to have Attorney Comer prepare a proposal to purchase acreage from Ripley County at the appraised value seconded by Commissioner Nickell. Motion approved unanimously.  

Commissioner Reiners signed the Public Entity Renewal Application & Survey/Trident Insurance Services from MainSource Insurance/Osgood Branch/ Jerry Vollmer, Agent.

Commissioners broke for lunch @ 11:40 AM and resumed at 1:00 PM.

Commissioner Folz made a motion to accept, upon the completion of paving the extension of County Road 725 East, located South of County Road 200 North, in the Northwest Quarter of Section 31, Township 8 North, Range 13 East, Washington Township & inspected by the Ripley County Highway Department seconded by Commissioner Nickell. Motion approved unanimously

Commissioner Nickell made the motion to have SRI do the Tax Sale for Ripley County and for SRI to raise their collection fee from $50 to $60 and Ripley County Fee to stay at $25 the same that it has been in the past seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Nickell made the motion to approve  $750 for Ginger Bradford, Clerk & approx. $3,300 for Mary Ann McCoy, Auditor for training from contractual services seconded by Commissioner Folz. Motion approved unanimously.

Commissioners signed the Deposit Premium Agreement/Schedule of Financial Variables between Ripley County & Anthem Insurance Company.

             Commissioner Nickell made the motion to adjourn until the next regular commissioner meeting on Monday, February 28th, 2005 at the         Ripley County Annex, Versailles, Indiana seconded by Commissioner Folz. Motion approved unanimously.
