Unapproved Commissioner's Meeting Minutes for 02/13/06

February 13, 2006

The Ripley County Commissioners met on Monday, February 13thth, 2006 at the Ripley County Annex, Versailles, Indiana.

 

Commissioner Reiners promptly call the meeting to order at 8:00A.M. and all stood for the opening pledge to the flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell were in attendance.

 

Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.

 

Neil Comer, County Attorney was present to advise the Board on legal matters.

 

Gene Bishop, Maintenance advised the commissioners that Phoenix Refrigeration will be coming in today to update the commissioners on a maintenance plan for the courthouse heating and cooling.

 

Andy Clark, Veteranís Service presented the commissioners with the veteran award recovery report from 01/05 to 12/05.

 

Commissioner Folz made a motion to approve the minutes as corrected for the January 30th, & February 6th, 2006 meetings seconded by Commissioner Nickell. Motion approved unanimously.

 

Wille Lunsford, Phoenix Refrigeration presented information to the commissioners on high efficiency heating & cooling equipment for the courthouse. Lunsford advised that if the commissioners were interested he would provide a quote.

 

Judy Schebler, 911 Coordinator advised the commissioners that she is in need of a new computer and would like the permission of the commissioners to proceed with a grant for this project. Commissioners gave their permission to proceed with the grant.

 

Kelly Vollet, Technology presented  the commissioners with a quote to repair the recording system in superior court at a cost of  approx. $968 to $1,500 and that she would recommend that it be repaired. Commissioner Folz made a motion to rescind the motion to buy a new recording system for superior court and repair the current system seconded by Commissioner Nickell. Motion approved unanimously. Vollet presented a copy of the new handbook for the commissioners to look over before finishing the original.

 

Tad Brinson, Area Planning Commission presented a rezone for Springhillís Investment/ Tom Davee. Commissioner Folz made a motion to approve the rezone of real estate (Part of the N.E. ľ of Section 11, Township 7 North, Range 11 East. Johnson Twp. 1.6117 Acres)  from zone classification R-3 Residential to R-B Roadside Business seconded by Commissioner Nickell. Motion approved unanimously. Commissioners signed An Ordinance to Amend the Unified Zoning Ordinance of Ripley County, Indiana Ordinance NO. 2006-04.

 

Commissioner Folz made a motion to lease software to electronically download the Assessorís personal property forms to DLGF for 03 payable 04 from Appraisal Research seconded by Commissioner Nickell. Motion approved unanimously.

 

Bill Ulerich, Quality Plumbing & Heating talked to the commissioners about a maintenance contract. Commissioners advised that he should work up a quarterly service contract and bring back to the meeting.

 

Dean Cutter presented a concern due to an abandoned building permit for a new house that he is building on 4860 E. Co. 425 South.  Commissioner Folz made a motion to extend the current permit for 6 month for Dean Cutter seconded by Commissioner Nickell. Motion approved unanimously.

 

Commissioner Nickell made a motion to change the bidding of the Diesel Dump Truck from February 27, to March 13th, 2006 at 10:00AM seconded by Commissioner Folz. Motion approved unanimously.

 

Commissioner Nickell made a motion to take bids for the 1998 Gradall XL 4100 Hydraulic Excavator on April 10th, 2006 at 10:00 AM seconded by Commissioner Folz. Motion approved unanimously.


Commissioner Nickell made a motion to adopt the Resolution NO 2006-2 (Consent to Assignment of Franchise) & transfer to Comcast Corporation Transaction seconded by Commissioner Folz. Motion approved unanimously.

 

Scott Huffman, EMS Director updated the commissioners on the extensive training that they have been giving to the other units in the county.

 

Kenneth Copeland presented concerns to commissioners on a building permit and proof of ownership.

 

Pat Thomas, Health Department advised the commissioners that they have a new full time health nurse Vickie Powell. Thomas advised they need to purchase a new cell phone for the County Health Nurse and that it would be paid out of fees collected. Commissioner Folz made a motion to proceed with the purchase of a cell phone for the new health nurse seconded by Commissioner Nickell. Motion approved unanimously.

 

Rob Seig presented questions to the commissioners about Merkel Road and the new road regulations. Commissioners presented a copy of the new purposed regulations for roads in new subdivisions in Ripley County  that are going to be set by the commissioners.

 

Pam Sanders appeared in front of the commissioners about the abatements in Ripley County. Commissioners asked that Sanders do the checking on the County abatement. Sanders advised that she would present this to the Ripley County Economic Development Board and get back with the commissioners on this matter.

 

Commissioners gave permission to Sheila Sexton to get married on the Busching Bridge on Saturday, June 24th, 2006. Commissioners advised that she would need to get with the Ripley County Sheriff Department and close the bridge/road for the ceremony. 

 

Commissioner Reiners signed the Contract for Services with Ripley County 4-H Corporation for $5,000, Ripley County Soil & Water Conservation District for $9,880, Southeastern Indiana Regional Planning Commission for $10,610 & Safe Passage for $14000 for 2006.

 

Commissioner Reiners signed to pay the annual dues for calendar year 2006 for the commissionersí membership in the Indiana Association of County Commissioners.

 

Mary Ann McCoy, Auditor of Ripley County presented the commissioners with a quote from Low Associates for a proposed program change to do conversion of history year payable 2004 to windows tax. The conversion is so the 2003 payable 2004 tax data can be run for the DLGF. Attorney Comer advised according to the contract with Low that was signed in 2002 we should not need to pay for this conversion. McCoy will get back with Low about this matter.

 

Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, February 27th, 2006 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
