Commissioner's Meeting Minutes for 02/13/04
February 13, 2004
The Ripley County Board of Commissioners met on
Friday, February 13th, 2004
, 2004 in the Ripley County Annex,
Versailles
,
Indiana
.
John Little, Commissioner President called the meeting to order promptly at
8:00AM with Commissioners Chuck Folz & Robert Reiners in attendance.
Mary Ann McCoy, Auditor of Ripley County acted as secretary for the board of
commissioners.
Neil Comer was present to advise the Board on legal matters.
The Board signed the payroll check register and claim register for
February 13, 2004
.
Gene Bishop Maintenance appeared in front of the Commissioners with some
measurements that the commission had requested.
Kelly Vollet, Technology Director, was not present for this meeting.
Tab Brinson, Area Planning Commission, presented
the Commissioners with an Ordinance to Amend Section 80.99 of The Area
Zoning Code Of Ripley County, Indiana, 1991, As Amended, By Adding Section
80.99D/ Making Each Day That A Violation Exists Or Continues, A Separate Offense
And Violation Of The Area Zoning Code Of Ripley County, Indiana. Several people
from the county presented concerns to the Commissioners and the Planning Board.
Sam Row, President Planning Commission/Tab Brinson, Area Planning Commission
explained the reasons for the Amended Ordinance. After a short discussion,
Commissioner Reiners made a motion to send the Amended Ordinance back to the
Planning Commission to go back over the Ordinance seconded by Commissioner Folz.
Motion approved unanimously.
Tab Brinson, Area Planning Commission presented the Commissioners with an
Ordinance to Amend Section 80.39 Of The Area Zoning Code of Ripley County,
Indiana, 1991, As Amended, By Adding Section 80.39(Y) Making An Owner, Builder,
Contractor Or Agent Thereof Responsible For Obtaining A Building Permit Prior To
Beginning Construction On A Building And Also Making Said Persons Responsible
And Subject To The Remedies And Penalties Of
Section 80.99. Several people were present with concerns on the Amended
Ordinance. Commissioner Folz made the motion to approve the Amended Ordinance
seconded by Commissioner Reiners. Motion
approved unanimously.
Ted Spurlock, Secretary & Treasurer of Town Of
Versailles
asked the Commissioners if they had a vacant lot on the
square
of
Versailles
, to be used for a new community building for the Town of
Versailles
. Commissioners advised that the square is taken and didn’t have any place
available at this time.
Pat Thomas, Health Department advised the Commissioners
that she will pay for the dial up for the generator at the Annex. Thomas advised
that she would pay out of bio Fund. Thomas also advised that they now have hand
held radios for use in emergency situations and she also asked the Commissioners
about the mileage rate for
Ripley
County
. Thomas advised that the State has
raised the mileage rate to .34. Attorney Comer advised that she should take in
front of the Council at the next meeting in February.
Kerry Langdon, Engel Maps Inc. appeared in front of the Commissioners with the
updated map of
Ripley
County
. A few more changes were presented
to Langdon. Commissioner Reiners made the motion to reprint the county maps with
the corrections per Highway, Area Planning, Surveyor & Communications 911 at
the cost of $4,500 seconded by Commissioner Folz. Motion approved unanimously.

updated the commissioners on process of Bridge # 8 (
Cave
Hill
Bridge
) and Bridge # (
Railroad
Bridge
).
Commissioner Little, signed the GFC Agreement to do the Capital Asset Inventory
for
Ripley
County
per the state ordered GASB 34 instruction and requirements. GFC will begin the
consulting work for the county on
3/1/04
and is to be completed by
11/1/04
at a cost of $25,000.

advised the Commissioners that they need to fill the vacancies on the
Redevelopment Commission Board by the middle of March 2004.
Scott Melling, EMS Director advised the Commissioners on how well the EMS Squads
and Paramedics are working together and in January the Ripley County EMS
received 72 calls for the month. Melling advised that the most common emergency
seen by paramedics during January consisted of individuals experiencing chest
pain, shortness of breath and motor vehicle accidents.
John Ertel, Attorney who represented the county’s interest for the recovery of
funds for the Ripley County Micro Loan Program and appeared in front of the
commissioners to report on a tentative compromise agreement with Bonta. Ertel
and the commissioners had discussed the Micro Loan Program at a prior meeting.
Ertel advised the commissioners to accept the agreement. Commissioner Reiners
made the motion to accept the check in repayment of the loan
based upon the considerations of the expenses that would be incurred by
the County seconded by Commissioner Folz. Motion approved unanimously. Ertel
advised the commissioners that he is still working on the recovery of one other
Micro Loan and would get back to them as soon as possible.
Commissioner Reiners made the motion to appoint Kaye Hunger for 2004/2005
representative to the Historic Hoosier Hills RC&D Council Board of Directors
seconded by Commissioner Folz. Motion approved by (2) two commissioner (Folz
& Reiners) and against (Little).
Commissioner Little signed the Grant Agreement and Receipt between
Ohio
County
and
Ripley
County
.
Ripley County Commissioners advised the public that New Traffic Signs in
Ripley
County
at the location of Intersection of C.R. 800 N and C.R. 600 E/for Eastbound and
Westbound traffic on C.R. 800 N. Commissioners advised that this will be
effective
March 15th, 2004
at
12:00
noon
.
Commissioner Reiners made the motion to adjourn till the next meeting on Monday,
March 1st at
8:00AM
