Unapproved Commissioner's Meeting Minutes for February 11, 2008

February 11, 2008

The Ripley County Commissioners met on Monday, February 11th, 2008 at the Ripley County Annex, Versailles, Indiana.

Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.

Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance. 

Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.

Attorney Neil Comer, County Attorney was present to advise the Commissioners on legal matters.

Ron Buchanan introduced himself to the Commissioners as the new Coroner of Ripley County.

Johnnie Lohrum, Maintenance advised the Commissioners that the lot around the Annex will need to be black topped this coming spring.

Kelly Vollet, Technology advised the Commissioners that she has quotes from DA Technologies for $3,640 & two quotes from Designed Sound & Video for $2,984.95/ $1,804.95 for the new PA system & podium for the Court House Hall. Vollet advised that the Technology meeting will be on the 19^th of February.

Tad Brinson, Area Planning and Mike Jefferies, Building Inspector advised the Commissioners that the Building Inspector’s car needs some work done on it. Jefferies advised that the parts and labor would cost approximately $1,664.92. Commissioners suggested that they call the county highway to see if they have a vehicle that the building inspector could possibly use. Brinson presented a new Ordinance amending Section 80.33 as follows: Shall not be permitted prior to the erection and operation of the principal use, unless a temporary Improvement Location Permit is obtained in accordance with Sec. 80.43, except on lots that are at least 5 acres in size or larger in the A-1, A-2 or FR districts. Commissioner Nickell made a motion to approve the Ordinance amending the acreage from 10 to 5 acres seconded by Commissioner Folz. Motion approved unanimously.

Prentha Cochran from PC Recovery Systems advised the Commissioners of her program to review and evaluate the counties telecommunications charges for the purpose of identifying historical billing errors. Commissioners advised that they would need to talk to the County Attorney, Neil Comer about this service.

Ginger Bradford, Ripley County Clerk presented a contract for internet connection for the courts. Commissioners will have the County Attorney, Neil Comer look at the contract.

Commissioners advised the Area Planning, Veterans and Probation that they need to contact Mike Raney at the Laughery Valley Co-Op and set up an account for gas, make a bill for gas purchase at that day’s rack price.

Robbie Evans presented concerns to the Commissioner about the current dental insurance/Fort Dearborn. Commissioners will contact Toni at Anthem about this problem.

Ginger Bradford, Ripley County Clerk returned to the Commissioners meeting with the Internet Connection/ Dox-Pop Contract.

Commissioner Folz made a motion to approve the minutes for the Commissioners January meeting seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Nickell made a motion to go with PC Recovery Systems for 24 months seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Folz made a motion to appoint Wayne Peace to the BZA Board seconded by Commissioner Nickell. Motion approved unanimously.

Ron Buchanan, Coroner of Ripley County presented a concern to the Commissioners about a place to have an office for the Coroner’s records. Commissioners will take a look at this for Buchanan.

Donald Dunbar, Council Member advised the Commissioners that the recycling center is in need of guard rail near the new building.

Commissioner Folz made a motion to appoint Lawrence Nickell to the Southeastern Indiana Solid Waste District Board seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Folz made a motion to approve the Court Record Internet Publishing Agreement between Doxpop, LLC and Indiana Limited Liability Company and Ripley County seconded by Commissioner Nickell. Motion approved unanimously.

Pat Thomas, Ripley County Health Department advised the Commissioners that Dr. Konnerman had resigned from the Ripley County Health Board and presented the following Health Board Member Replacement recommendations:  Mike Stratton, Stratton-Karstetter Funeral Director, Jim Hollis, D.V.M., D-9 BOAH rep., Ted Ahaus, South Ripley School Administrator, Michele Werner, MMCH Assistant Administrator and Donna Pitts, Pharmacist.  Commissioner Folz made a motion to appoint Jim Hollis, D.V.M., D-9 BOAH to the Ripley County Health Board seconded by Commissioner Nickell. Motion approved unanimously. Thomas, Dr. Robinson and Tom Perotti presented an updated Ripley County Health Department Personnel Policy for the Commissioners approval. Commissioners will take this under consideration.

Scott Huffman, EMS Director presented a signed copy of the Contract for Emergency Ambulance Services with Batesville EMS 10. Huffman updated the Commissioners on the EMS.

Commissioner Folz made a motion to adjourn until the next Ripley County Commissioner’s Meeting on Monday, February 25th, 2008 @ 8:00AM in the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
