Commissioner's Meeting Minutes for 01/31/05
January 31, 2005
The Ripley County Board of
Commissioners met on Monday, January 31st, 2005 at the Ripley County Annex,
Versailles
,
Indiana
.
Commissioner Robert Reiners promptly called the meeting to order at 8:00 AM and
all stood for the opening pledge allegiance to flag. Commissioner Reiners, Chuck
Folz and Lawrence Nickell were in
attendance for the meeting.
Mary Ann McCoy, Auditor of Ripley County acted as secretary for the Board of
Commissioners.
Neil Comer, Attorney was present to advise the Board on legal matters.
The Board signed the payroll check and claim register for January 31st, 2005.
Bill Stewart expressed concerns about tires being dumped on the Old
Michigan
Rd (Railroad Crossing in Dabney) &
Railroad Rd.
and advised that this was due to the charge for tires at the Ripley County
Highway Garage. Commissioner Folz advised that he would send his crew to pick up
the tires that had been dumped.
Andy Clark, Veteran Service Officer presented the commissioners a handout on the
Veteran’s Award Recovery from 1/04 -- 11/04.
Clark
also advised the commissioners that he had been receiving donations for the
handicap van.
David & Dwight Jolly expressed concerns about 500S and asked that the
commissioners consider black topping this road. Commissioners advised that it is
not in the EDIT Plan for 2005.
Gene Bishop, Courthouse Maintenance updated the commissioners on projects in the
courthouse. Commissioners advised that they would have to do bids for the new
roof for the Ripley County Courthouse in the spring.
Kelly Vollet, Technology Director advised the commissioners that at the last
Technology meeting she requested that ETC spam scan the e-mail for a cost of
$249 a year. Since that time the e-mail server has gone down and ETC will take
care of everything for a cost of $350 a year. (Server & spam and virus
e-mail Scanning). Vollet also updated the commissioners on the GIS system.
Commissioners signed a Lobbying Counsel contract with Barnes & Thornburg at
a fixed fee of $2,500 per month from January 1st, 2005 through the
duration of the 2005 legislative session, currently scheduled to end April 30,
2005.
Commissioners Reiners signed the Subrecipient Semi-Annual Report for Family
Connections, Delaware Vol Fire Dept., Friendship Reg. Sewer Dist. and
Semi-Annual Report, Certification letter & Authorization Card for the Osgood
Public Library Project.
Commissioner Folz made a motion to approve the minutes from the January 14th,
2005 meeting seconded by Commissioner Nickell. Motion approved unanimously.
Ginger Bradford, Clerk Ripley Circuit Court advised the commissioners that the
Hunter
Building
is a possible place to rent/buy for storage of records. Commissioners will
check into this matter.
Judy Schebler, 911 Coordinator updated the commissioners on the Mobilcom /
Tornado Warning Sirens at a cost of approx. $59,030 and Weather Warning Receiver
& Decoder for existing Fire Dept Sirens at a cost of $1,210 for each
department. Commissioners will look into a possible grant for this project.
Aaron Summey & Gary Knecht, Central Petroleum Company presented the
commissioners a presentation on their produce of motor oil. Commissioners made
no decision at this time.
Commissioner Folz made a motion to send the Dog Ordinance back to the Area
Planning Commissioner with the following recommended language as a definition
for “Kennel” in Section 80.83 of
the Ripley County Zoning Ordinance:
Kennel
Any lot or use in which six (6) or
more dogs (excluding household pets) more than six (6) months of age are kept,
except where accessory to an agricultural use or veterinary clinic use.
Household Pets
Animals customarily kept within a
home. Household pets include, but are not limited to dogs.
Seconded by Commissioner Nickell.
Motion approved unanimously.
Commissioner Reiners signed the Grant Agreement for the fourth quarter, 2004
between
Ohio
County
and
Ripley
County
.
Commissioners advised that
Ripley
County
has not maintained county road 100 west for several years. Attorney Comer will
respond to this matter.
Commissioners addressed concerns from
Vernon
& Sharon Wheeler,
4775 E Prattsburg Rd
,
Milan
, In. about the condition of their road. Commissioners advised that the county
is not allowed to maintain private property but agreed to maintain only the
school bus turn around approx. 300ft. County Attorney Comer will respond to this
matter.
John Graf updated the commissioners on the Bridge # 100 & # 38 project.
Scott Melling,
EMS
Director updated the commissioners on House Bill # 1604 that is presently in
the legislation session.
Commissioners signed the Right-of-Entry issued by the Department of Natural
Resources to the Ripley County Commissioners for entry onto the
Versailles
State Park
in order to perform rehabilitation work on the
Busching
Bridge
.
Commissioners broke for lunch at 12:35PM.
At approx. 1:30PM Commissioners opened for an Executive Session 5-14-1.5-6.1
(b)-(2)-(B) (Discussion of Pending Litigation)
Commissioner Nickell made the motion to adjourn until the next regular
commissioner meeting on Monday,
February 14th, 2005 at the Ripley County Annex,
Versailles
,
Indiana
seconded by Commissioner Folz. Motion approved unanimously.
