Unapproved Commissioner's Meeting Minutes for 01/30/06

January 30, 2006

The Ripley County Commissioners met on Monday, January 30th, 2006 at the Ripley County Annex, Versailles, Indiana.

 

Commissioner Reiners promptly call the meeting to order at 8:00A.M. and all stood for the opening pledge to flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell were in attendance.

 

Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.

 

Neil Comer, County Attorney was present to advise the Board on legal matters.

 

Commissioner Nickell made a motion to approve the minutes of January 13th, 2006 meeting seconded by Commissioner Folz. Motion approved unanimously.

 

Commissioner Nickell made a motion to approve the claims of January 30th th, 2006 meeting seconded by Commissioner Folz. Motion approved unanimously.

 

Bill Davison, Ripley County Sheriff advised the commissioners that the supplies for the heart defibrillators has been ordered for the sheriff’s office only. 

 

Kelly Vollet, Technology advised the commissioners that the fiber optic cable is now done. Commissioner Nickell made a motion to accept Blue River Communications for $1,500 to cover all maintenance for the cabling in Ripley County seconded Commissioner Folz. Motion approved unanimously. Commissioner Reiners signed the Blue River Telecommunications Customer Service Agreement between Blue River and Ripley County for the term of January 1st, 2006 thru December 31st. 2006.

 

Commissioner Folz made a motion to appoint Lawrence Nickell to the Solid Waste Board for 2006 seconded by Commissioner Reiners. Motion approved by Nickell & Reiners.  Nickell couldn’t vote due to being on the board.

 

Ted Spurlock, Ripley County Economic Development advised the commissioners that they have only two people who are possibly interested in the Revolving Loans. Spurlock advised the commissioners that the Osgood Town Council & Versailles Town Council have decided to purchase approx. 100 acres for an Economic Development park and wanted the approval of the Ripley County Commissioners. Commissioners OK’D the Economic Development Park project.

 

Cathy May presented concerns to the commissioners about stop signs around the courthouse square. Commissioners will take a look at this situation. 

 

Commissioner Folz advised Ted Spurlock, Ripley County Economic Board that the Council & Commissioners would like Pam Sanders, Ripley County Economic Development Director to do the checks on the abatements for Ripley County.

 

Earline Copeland, Ripley County Treasurer presented the 2005 Annual Financial Report showing interest earned for 2005 was approx. $463,952. Commissioners signed the Ripley County Investment Policy for 2006. Commissioners OK’D the investment of the Rainy Day Fund for 3 months at the present time.

 

Kelly Vollet, Technology advised the commissioners that the recording system in superior court went down and that she had looked at a new digital system at a cost of approx. $11,679. Commissioner Folz made a motion to take the cost of the new recording system out of Cum Cap Fund if the judge doesn’t have any funds to contribute to the purchase of the new system seconded by Commissioner Nickell. Motion approved unanimously. 

 

Thomas J. Perotti, Solid Waste advised the commissioners that they are in need of a new fork lift for the Solid Waste Center and advised that they will contribute up to $6,000 for this purchase. Commissioners agreed to pick up the county’s portion of this purchase and would take from New Equipment of Garage & Motors fund. Commissioner Nickell made a motion to go with the agreement between Ripley County and The Southeastern Indiana Solid Waste District seconded by Commissioner Folz. Motion approved unanimously.  Commissioners signed the Memorandum of Agreement Between Ripley County, Indiana and The Southeastern Indiana Solid Waste District.    

 

Jim Morris, Judge Superior Court advised that his recording system still has some life in it and the cost to repair the system is about $1,000. Commissioners decided to leave it up to Judge Morris whether to get it repaired or purchase a new system.

 

Commissioners will be bidding a new dump truck at the commissioners February 27th meeting.

  Commissioners advised that they will make a decision on this position and the new Building Inspector will be notified by mail.

 

 

Five applications were received for building inspector, but didn’t come for the interview in front of the Ripley County Commissioners. (Russell Sparkman, William Stewart, William Hershman, Roy Dobbs and Chris Clark).

 

 

Commissioner Reiners signed the notification letter from the Indiana Department of Natural Resources that was in reference to the Versailles School and Tyson Auditorium, 100 S High Street, Versailles, Indiana being considered for the listing in the National Register of Historic Place by the Indiana Historic Preservation Review Board.

 

Commissioner Folz made a motion to sign the request to transfer project responsibility from Ripley County to Town of Sunman that is in reference to Co. Rd. 1100 N Reconstruction, Ripley County, Des9381740, and Project STP-9069 seconded by Commissioner Nickell. Motion approved unanimously.

 

Commissioner Nickell made a motion to adopt the Resolution To Exchange Real Estate With DNR (Construction of Bridge # 8) seconded by Commissioner Folz. Motion approved unanimously.

 

Commissioner Nickell made a motion to accept and sign the Declaration of Departmental Transfer State Of Indiana, Department of Natural Resources To Ripley County Board of County Commissioners (regarding Versailles State Park) seconded by Commissioner Folz. Motion approved unanimously.

 

Commissioners Nickell made a motion approving the signature and exchanging property to the State of Indiana seconded by Commissioner Folz. Motion approved unanimously.

 

Commissioner Reiners signed the Contract for Services between Ripley County and Historic Hoosier Hills RC&D, Inc.

 

Commissioners appointed Lawrence Nickell to the Southeastern Indiana Solid Waste District as the Commissioner’s Representative.

 

Commissioner Folz made a motion to recess until the next meeting on Monday, February 6th, 2006 @ 9:00 AM at the Ripley County Annex, Versailles, Indiana to make the appointment of the new Building Inspector and work on updating the Ripley County Handbook seconded by Commissioner Nickell. Motion approved unanimously.

 

Commissioners reconvened from the January 30th, 2006 meeting and Commissioner Reiner called the meeting to order promptly at 9:00 AM in the Ripley County Annex and all stood for the opening pledge to flag. Commissioner Reiners, Lawrence Nickell and Chuck Folz were in attendance.

 

Commissioner Folz made the motion to appoint Steven Meyer, 3458 Napoleon Main Street, Batesville, Indiana as the new Building Inspector for Ripley County. Motion approved unanimously.

 

Tad Brinson, Area Planning Commission questioned the permit fee ($300) being returned due to being in court. Commissioners advised that should not return the fees until the court action is settled.

 

 

 

Reference to Heritage Estate Subdivision:

County already has 40ft of Right of Way. County will require ditching on at least 1 side west –water, should have 2 culverts on east side, no ditching necessary, any culverts in low areas will need 2 new culverts. Turn around to accommodate school bus turn around at end of road. Total width of road to be  20ft, width of road 20ft from Route 48 to Straber Property.

 

Donald Dunbar, Council President suggested that the Commissioners get together and start working on the grants applications for the City of Lawrenceburg Granting.

 

Dave Osborne, Ripley County Extension advised the commissioners that the Brad Samples is looking at insurance for the Ripley County Fair events. Osborne will report back to the commissioners on this matter.

 

Commissioners, Kelly Vollet, Technology and Mary Ann McCoy, Auditor worked on completing the updates to the Ripley County handbook. Vollet will type up the changes and present to the commissioners and the county attorney.

 

Commissioner Folz made a motion to adjourn until the next regular commissioner meeting on Monday, February 13th, 2006 @ 8:00AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
