Unapproved Commissioner's Meeting Minutes for January 28, 2008

The Ripley County Commissioners met on Monday, January 28th, 2008 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.
Robert Reiners, Chuck Folz were in attendance. Lawrence Nickell was not present for the meeting.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Attorney Neil Comer, County Attorney was present to advise the Commissioners on legal matters.
Johnnie Lohrum, Maintenance presented concerns to the Commissioners about the sidewalk not being accessible (due to snow/ice) for Mr. Bushing at the Council meeting and will look into this matter. Lohrum advised the Commissioners that the transmission went out on the truck he is driving and that he may be off a day due to his fatherís health problems.
Rebecca Mullins, Courthouse maintenance requested new carpet for the third floor of the courthouse. Commissioners advised that she should get two quotes and get back with the Commissioners at the next meeting.
Commissioner Folz made a motion to approve the minutes from the meeting on January 14th seconded by Commissioner Reiners. Motion approve by Folz & Reiners. (Nickell didnít vote due to not being present at the last meeting.)
Commissioner Reiners welcomed new Council President, Dephane Smith to the Commissioners meeting.
Kelly Vollet, Technology advised the Commissioners that the Probationís copier is now working. Surveyorís copier has a problem and she is working on it at the present time. Vollet requested to take the old copiers to the highway garage for the auction. Commissioners had no problem with this. Sue French and Kelly Vollet will be attending the WTH conference in March. Vollet advised that Bichle Electric came down for Cummins Contractors and looked at the situation for a new generator. Bichle Electric will send a quote to the county for the new generator for the Courthouse and Two Brothers has not gotten back with Vollet.
Tad Brinson, Area Planning advised the Commissioners that there is illegal dumping in Dabney, Indiana. Brinson also requested that the Area Planning Office and the Veteranís Office use the Commissioners restroom due to their restroom being open to the public.
Katherine Taul, Tourism, Jeff French, Surveyor and Kent Abraham, Director, Southeastern Field Office, Historic Foundation of Indiana advised the Commissioners that three exceptional stone-arch bridges have been selected from three counties (Decatur, Shelby and Ripley County) to be listed on the National Register of historic places, in consultation with local enthusiasts. The four (4) Stone Arch Bridge/Straber Ford on County Rd 500 over Otter Creek is going to be on the National Register. Commissioner Folz made a motion to proceed with Stone Arch Bridge #73 build in 1885, as a historic landmark for Ripley County seconded by Commissioner Nickell. Motion approved unanimously.
Julie Brancamp, Park & Recreation advised the Commissioners that she has some items for the auction at the highway garage.
Ginger Bradford, Clerk of Ripley County requested that the Commissioners get a credit card for county use for the meetings that is attended by County Officials, as well as a Podium/ PA system for the courthouse hall.
Robert Buchanan, 4872 W. Hopewell Rd, Holton, Indiana 47023 advised the Commissioners of illegal dumping in Dabney, Indiana. Dumping is within 35 feet of his house and they are burning next to a building that is owned by the Railroad. Buchanan will go to the Planning Commission to sign a complaint for the dumping of anything that is not a natural produce. Commissioner Folz and the Ripley County Highway Department will look at cleaning out the ditches near Buchananís property.
Julie Brancamp, Park & Recreation advised the Commissioners and Attorney Neil Comer that she is trying to get papers from the Indiana Homeland Security for the Park & Recreation showing that the county owns the property and is exempt. Brancamp advised that they just need to get a one time permit for Park & Recreation. Attorney Comer advised that she should get a copy of the deed for the property (Ripley County Park) showing that it belongs to Ripley County.
Ben Sieverding, Versailles Fire Department advised the Commissioners that they have ran out of room at their present location and was wondering about the 3 acres piece of property that the county owns, located by the State Highway Department. Commissioners have no problem with the Versailles Fire Department being given the property for the new Versailles Fire Department Building, but will ask the County Attorney, Neil Comer and have him advise the Commissioners on the process they need to take on this matter.
Shawna Bushhorn, Ripley County Assessor presented quotes to the Commissioner on the shelving for her office from Batesville Business Machines and The Office Shop. Commissioner Nickell made a motion to purchase shelving for the Assessorís Office from the Office Shop, Batesville, In. and paid from the Riverboat Equipment Fund seconded by Commissioner Folz. Motion approved unanimously.
Earline Copeland, Treasurer Ripley County presented the Commissioners (two) 2 Property Tax Sale Certificates that did not sell on the tax sale. If not redeemed they will become the property of the county after one year.
Commissioner Reiners called the Ripley County Board of Finance meeting to order and advised that they need to elect a President and Secretary for the Ripley County Board of Finance.
Commissioner Folz made a motion to appoint Robert Reiners as President of the Ripley County Board of Finance seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Nickell made a motion to appoint Chuck Folz as the Secretary to the Ripley County Board of Finance seconded by Commissioner Reiners. Motion approved unanimously.
Earline Copeland, Ripley County Treasurer reported on the finances for 2007 and presented a copy of the investments register, bank accounts and the daily cash register.
Copeland advised the Commissioners that the principal is $775,000 on the Ripley County Jail and that the interest will be figured when it is paid off.
Commissioners signed and adopted The Ripley County Board of Finance /County Commissioners investment policy for 2008 for Ripley County.
Commissioner Folz made a motion to adjourn the Ripley County Board of Finance meeting seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Nickell made a motion to adopt the Ordinance by Board of Commissioners, along with the County Council, to charge the commissary fund for each Doctor, Dentist, and Nurse Request, along with an origination fee for medication, by an inmate held at the Ripley County Jail seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Folz made a motion to transfer ownership of 3 acres/ plus to the Versailles Volunteer Fire Department for the use of a new Fire Department Building seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Folz made a motion to pay the for the 2008 NACO contract for Ripley County seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Reiners signed the Contract for Services with LifeTime Resources, Inc for $28,000, Ripley County Family Service, Inc./ Family Connections for $5,000, Soil & Water for $13,107 and Ripley County Historical Society, Inc. for $5,000 for 2008.
Commissioner Reiners signed the HCC Insurance Company form for Rejection or Reduction of Uninsured & Underinsured Motorists Coverage.
Commissioners discussed the process of paying off the bond debt for the Ripley County Jail.
Commissioner Nickell made a motion to adjourn until the next Ripley County Commissionerís Meeting on Monday, February 11th, 2008 @ 8:00AM in the Ripley County Annex, Versailles, Indiana seconded by Commissioner Folz. Motion approved unanimously.
